Position 1: Training Officer

Job Description

Period of employment:- One year with possibility of extension

Job Purpose:

  • In line with the principles of Concern Ethiopia’s rules and regulation; the purpose of the MEAL Coordinator is to support programme teams in the provision of assessment results and other background information in concept note and proposal development.
  • Ensure that programmes are designed and implemented adhering to Concern’s policies, programme principles and standards of  program cycle management and M&E guidelines  both in development and emergency programs
  • Ensure that commitments to mainstreaming crosscutting issues(Gender/equality/ ,HIV and AIDS , accountability DRR )across both development and emergency programs are realized in all PCM stages
  • Strengthen Result Based Management through consistently following  PCM processes of context analysis, design, planning ,  implementing, monitoring and evaluation systems
  • Enhance Concern and partners staff capacity through conducting training  on result based planning , monitoring and evaluation , learning and knowledge management  HAP and P4 )
  • Oversee the Accountability and learning team to ensure the implementation of the CRM function across the country programme through line management of the CRM/EWEA Officer and related team
  • Support the programme teams to ensure high quality programming and learning by supporting the accountability and learning advisor
  • Attend to all duties assigned to her or him by line manager and implementation of Compliance Risk Management Plans.

Main duties & Responsibilities:

Programme design and implementation

  • Work with the programme teams on all new proposals to facilitate the Theory of Change exercise, identify appropriate indicators, and develop logframes
  • Make sure that Concern’s policies, programing principles , Program Cycle Management and M&E guidelines  are followed in program  design & implementation in both in emergency and development programmes 
  • Ensure that  crosscutting issues (Equality/gender/, HIV and AIDS, accountability and DRR) are mainstreamed during the design process ensuring Concern’s commitment to these issues and are adhered to at all stages including implementation  for both development and emergency programs
  • Ensure that contextual analysis parameters and policy environment considerations are taken into account during design and implementation of  all programmes and projects
  • Ensure that inclusive and participatory process is followed for both design and implementation of programmes so that all stakeholders (government, international and local NGOs private sector and more importantly the beneficiaries contribute and  own the programmes
  • Ensure all proposals result framework are developed in a way that indicators have clear linkage of activities to intended outputs and outcomes.
  • Lead and coordinate the M&E, Information Management and Accountability teams. This includes providing support during surveys and assessments, providing support to staff in the regular and reliable gathering of qualitative and quantitative data including regular, accurate and timely entry of M&E data into a programme database, the development of data collections tools and a relevant Community Response Mechanism (CRM)
  • Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programmes. This includes the sharing of data and high quality MEAL reports with programme teams, partner organisations, cluster partners and donors.
  • Ensure key messages of the projects are disseminated with visibility materials in coordination with grant unit.
  • Ensure that equality, risk and vulnerability, protection and conflict sensitive programming are adequately addressed in the design of project indicators and in the M&E tools and implementation of M&E activities.
  • Oversee the implementation and continued review and enhancement of Concern’s accountability and quality initiatives, including an effective complaint response mechanism, ensuring that they are integrated into the programmes
  • Ensure that all assessment/evaluation reports meet Concern and DAC criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming.
  • Ensure learning reviews are conducted and documented for all projects, appropriate to length, scale and complexity
  • Provide strategic guidance to development of contextualised quality indicators to better support tracking of quality and outcome monitoring
  • Oversee the implementation and continued review and enhancement of Concern’s accountability and quality initiatives, including an effective complaint response mechanism, ensuring that they are integrated into the programmes
  • Ensure that all assessment/evaluation reports meet Concern and DAC criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming.
  • Ensure learning reviews are conducted and documented for all projects, appropriate to length, scale and complexity

Monitoring and Evaluation

  • Manage field-level data collection activities in line with M&E plans for all projects and programmes
  • Manage the implementation of M&E activity plans in coordination with programme and area staff across all projects and programs
  • Support Programme and Area Managers to manage programme staff collection of activity- and output-level monitoring data during activity implementation in line with project and programme M&E plans
  • Keep the Programme Toolkit for all projects and programmes in country up to date, including populating the Output and Outcome Monitoring Tabs on a regular basis
  • Develop and implement training for external enumerators or partner staff that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents)
  • Field manage external enumerators or partner staff in conducting baseline, midterm, and end line surveys
  • Develop monitoring and evaluation systems for partnership and partner’s projects and closely follow up the implementation of the system
  • Support programme teams in the analysis and use of M&E data, including for donor reporting
  • Assume responsibilities of the M&E Coordinator when they are not in the office

Learning

  • Complete Review Snapshots to summarize discussions and application of adaptive and results-based management after every Progress Review and Results-Based Review for projects and programmes
  • Support M&E Coordinator to support external evaluators and consultants
  • Support M&E Coordinator to promote documentation and sharing of programme impact and learning
  • Actively promote sharing of learnings from baselines, end-lines, reviews and evaluations internally and externally.
  • Provide input to project learning reviews and donor reports, as required.
  • Digital Data Gathering
  • Administer the country’s DDG profile
  • Complete all new survey and tool requests
  • Liaise with the Dublin DDG team on all issues related to device management, survey requests, and administration of the in-country iForm DDG platform
  • Act as the organizations data protection officer by managing of the organisations data protection policies.

Capacity Building

  • Work with programme management to support field staff and partners to apply lessons learnt, follow up on progress through monitoring and provide on-going support
  • Ensure that knowledge of approaches filters down to field staff and partners

Team management

  • Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the Concern Code of Conduct and its associated policies, security management and accountability.
  • Contribute to the implementation of these policies. Monitor and review performance of staff line managed through Concern’s Performance Development Reviews system (PDR’s) and hold staff accountable for meeting the success criteria.
  • Ensure staff within the unit have the skills to perform their roles and support professional development to enable a high quality of work and career satisfaction

Other

Undertake other related duties as may reasonably be assigned by the line manager, senior programme quality coordinator

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Emergency response      

  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopian Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood.

Personal specification

Essential:

  • Master/Bachelor’s degree in monitoring and evaluation and relevant field (related to M&E, development, research, data analytics, etc.) – Master’s degree preferred
  • Minimum 5- 8 years of experience in M&E/MEAL(positions where M&E/MEAL is the primary area of responsibility)
  • At least some demonstrated experience at a management level
  • Experience of remote managing and training staff
  • Clear understanding and vision for using data and information to support programme teams in applying adaptive and results-based programme management in line with the concepts of Concern’s approach to Programme Quality
  • Clear understanding and experience in managing and directly implementing primary quantitative data collection (surveys, etc.)
  • Clear understanding and experience in managing and directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, etc.)
  • Demonstrated capacity in quantitative and qualitative data analysis and interpretation
  • Clear understanding and experience in managing quality assurance in data collection
  • Experience in programme roles is not a suitable substitute for direct M&E/MEAL experience at this level
  • Good proficiency in Microsoft Office – significant experience with Word, Excel, PowerPoint, etc. 

Desirable:

  • Experience of data analytical software including EpiInfo, SPSS highly desirable
  • Strong leadership, teamwork, coordination, interpersonal and negotiating skills
  • Strong analytical skills, sound judgment and the capacity to think and plan strategically
  • Representation, liaison and negotiation skills
  • Familiarity with cross-cutting approaches such as HIV mainstreaming, rights-based, gender, equality
  • Computer literacy and familiarity with Microsoft Office, including PowerPoint presentations and spreadsheets and budgeting
  • Team work: work with other  colleagues in a team manner and contribute to the team so as to achieve the goal

Position 2: – Woreda Team Leader

Job Purpose:

The key focus of the Woreda Team leader is to manage and oversee the overall Concern Worldwide programs operations (including planning, implementation, monitoring and evaluation and reporting) in their respective Woredas. The job holder is responsible to ensure well organized and efficient utilization of the organization resources (human, financial and logistics) meeting the projects and organizational goal and objectives. He or she is representing Concern in Woreda level partners’ coordination platforms and sometimes (based on Mekelle office delegation) at zonal level coordination forums and maintain good external relationship. The Woreda team leader is expected to ensure good working environment to staff and partners in his or her workplace undertaking participatory, transparent and accountable leadership and support. The Woreda team leader is expected to oversee the day to day human resource, logistics and finance activities in the respective Woreda. He or she is also responsible to liaise with Mekelle office technical people and management for mutual support.

Person specification

  • Bachelor in Public Health, Health Care (Health officer, Nurse, Nutrition), Project Management, Food Security, Development, Agriculture and related fields. Master’s degree in the above disciplines is a plus. ,
  • 5 years of relevant experience with the first degree.
  • 3 years of relevant experience plus post graduate degree.
  • 1 year supervisory skill •
  • NGO experience is a plus.

  • Basic managerial skills.

  • Fluent spoken and written English.

Position 3: – Senior System Assistant

Job Purpose:

The purpose of the position is to manage concernworldwide’s emergency health and nutrition response project supported by USAID as consortium with HR/Admin/ Finance, transport and logistics activities in line with professional principles and concern world Ethiopia’s rules and regulations and coordinate and manage concern’s fleet to ensure efficient and effective operation in the offices. S/he will also provide effective and efficient HR and admin services at the woreda level

Person specification:

  • BA degree or college diploma in accounting, management and related field of studies
  • 3 years of relevant work experience for Degree holders
  • 5 years relevant work experience for Diploma.
  • NGO experience is a plus. Skills Required
  • Plus basic computer knowledge (word, excel)
  • Basic English spoken and writing.
  • Good communication and interpersonal skills.
