Dan Church Aid would like to invites competent and interested candidates for the following positions.
Position 1: Consortium Project Coordinator
Position Objective:
Under the direct supervision of Head of program, the position is responsible to oversee Danida funded DCA-DRC Addressing impacts of climate change and displacement and promotion of preparedness and early action at the Horn of Africa consortium project operations in the targeted area and maintain partnership relationships with the consortium partners at all levels. The consortium Coordinator will provide technical assistance and guidance to DCA direct implementations and consortium partners organizations implementing in the project areas and conduct periodic monitoring visits to project sites.
Purpose:
The consortium coordinator will be responsible for establishing and maintaining an integrated vision among consortium partners while being accountable for delivery on project objectives, targets, time, and budget ensuring alignments and cost effectiveness.
Engagement:
- Supervise the overall management of the project financial resources, with the support of concerned departments of DCA and consortium partners.
- Oversee all DCA and consortium partner projects in the operational area ensuring timely and quality implementation.
- Lead on the overall programmatic, logistic & financial management of the project, including the identification of risks and obstacles, to ensure donor compliance in terms of project deliverables & eligibility criteria.
- Compile timely and high-quality project progress report on quarterly, bi-annual, and annual bases.
- Prepare and submit monthly cash forecast and submit to finance department.
- Review and approve financial document in line with the Authority delegation where applicable.
- Coordinate the process of sharing project plans and reports to relevant government offices at levels when relevant.
- On behalf of DCA regularly participate on the coordination meetings organized by other actors related to his/her project
- Maintain strong working relations with signatory offices at all levels.
- Conduct joint-monitoring exercise with government offices and consortium partners and track learnings, action points and post monitoring follow-ups.
Delivery:
- Provide technical and capacity building support to DCA field officers and DCA consortium partners.
- Responsible for managing partnership with the relevant government stakeholders at all level and other development and humanitarian actors.
- Oversee that all project activities implemented by DCA and consortium partners are in accordance with the set objective

Job Requirements
Qualifications:
- Master of Science (MSC) with 5 years or Bachelor of Science Degree (BSC) with 8 years of experience having an educational background in Development Studies, Agriculture, Disaster Risk Management, Economics, and related disciplines
- Highly experienced in consortium management climate impacted community context
- Strong experience in disaster risk reduction /anticipatory actions, Livelihood, agriculture
- Good Knowledge of Ethiopian Development and humanitarian operations and emergency recovery interventions
- Good knowledge of SPHERE and other humanitarian protocols and standards
- Experience working with INGOs and/or humanitarian agencies.
- Excellent communication and organization skills
- Ability to work both independently and as part of a project team.
- Excellent technical skills in needs assessment, analysis, monitoring, reporting and presentation
- Good report-writing skills in English and computer skills in MS Outlook, Word, Excel, and PowerPoint
- Knowledge of management of Danida funded project has added value

Position 2: Field Officer
Main Task:
Project implementation and reporting
- Prepare and regularly review the project Detailed Implementation Plan (DIP).
- Ensure DCA Afar , zone two Berhale district Addressing impacts of climate change and displacement and promotion of preparedness and early action at the Horn of Africa activities are implemented in accordance with the operational plan and as per the required standard.
- Participate in the development of clear beneficiary targeting criteria and ensure they are clearly communicated to target beneficiaries, receive feedback and act accordingly in consultation with Afar area office team.
- Actively engage in need assessment in the area on regular bases and share with field office and the program team at country office as deemed as necessary.
- Provide regular technical support to community facilitators and local government in the target locations.
- Produce separate quality reports on project launching workshop, different training, joint monitoring and review meeting with line government counterparts, baseline survey, post distribution monitoring, and end line survey in collaboration with MEAL officer /coordinator and the rest of project team member.
- Generate standard project progress/ Impact level as per the donor requirement and share with the field office on weekly, monthly, quarterly, interim, and annually as per the required quality and timeline.
- Conduct regular monitoring visit to project sites/kebeles and provide technical backstopping to beneficiaries.
- Organize and facilitate various workshops and capacity building training for beneficiaries, community groups and relevant government offices on emergency response activities.
- Collect lessons learned, best practices, case studies and human-interest stories for reporting and promotional purpose and support knowledge management related to humanitarian response/resilience building interventions.
- Ensure the relevant stakeholders including line government offices, and target communities are actively participating in the planning and implementation of project activities.
- Ensure that monthly planned activities are implemented accordance with project plan with the right target beneficiaries and share the report with DCA Bale field office and CO team.
- Regular compliance registration with the DCA compliance registration matrix and report for field office
- Prepare and share weekly working plan with community development facilitators.
- Directly manage community development facilitators.
Representation and coordination
- Attend and present development and humanitarian response technical meetings at District level on the regular meeting.
- Duly represent DCA in humanitarian/resilience building meeting with beneficiaries and beneficiary representatives and with stakeholders at Woreda and kebele level.
- Ensure that good working relations are maintained with beneficiaries committee, local government, and all partners, in the intervention area.
- Create and foster the spirit and culture of teamwork with in DCA team and other partners at all levels of working environment.
- DCA Ethiopia Office is looking for a competent Field Officer.

Required qualification:
- Minimum of first degree in Agriculture, development studies or other related field.
- More than four years of supervisory experience in the field
- Good knowledge of the agropastoral livelihood, climate adaptions operations in Ethiopia; more specifically in Oromia low land areas.
- Experience of working with INGOs/Humanitarian agencies
- Excellent communication and organization skills, judgment and tact, and the ability to work both independently and as part of a team.
- Good report writing skills and computer skills in MS outlook, Word, Excel and PowerPoint
- Knowledge of the operational context and local language is advantageous.
Workplace: Berhale town, Afar zone
Position 3: Finance and Administration Officer
Purpose:
- In collaboration with programme people, they are responsible for preparing draft budgets for field office running costs and participating in project budget development, budget reviews, and giving technical support as needed.
- Ensure the smooth operation of all finance and HR functions at the field office level in collaboration with the HO Finance and HR unit.
- Act as the in-country focal point and arbiter for all staff relations and HR-related complaints.
Engagement
- Prepare monthly BVA and share with programme responsible person and field office management.
- Handle all accounting, HR, and Admin activities in the field office.
- Prepare draft government financial reports quarterly and submit to CO finance officer for review.
- Review financial documents and minutes of the committee before any payment effected at local level.
- Manage and report vehicle movement and fuel utilization.
- Maintain fixed asset register and stock control cards for selected inventory items.
- Follow up the implementation of audit findings and recommendations provided by internal and external auditors, which are with in his/her scope.
- Follow up and handle all lease, contract and related agreements and properly documented.
- Recording financial transaction on the system and prepare monthly reconciliation’ somewhere under the engagement.
Delivery
- Ensure that all finance, HR, admin, and fleet management functions are performed efficiently and effectively.
- Ensure that DCA policy, labor law, and donor requirements are followed in the field office’s finance and HR functions.

Qualifications

- 4 years experience for BA degree and 2 years for MBA/ACCA/CPA
Technical & other Skills
- Proven ability to provide support, to financial and nonfinancial managers and collegues.
- Excellent understanding on Ethiopian laws on taxation, pension, labor, civil society and financial reporting standards
- Ability to work with accounting software
- Analytical skill in interpretation of financial reports, making analysis on investment options
- Ability to optimize, forecast and plan cash resources
- Communication and reporting skills ( verbal and in writing)
- Ability to work to deadlines with good prioritization and time management skills.
