Ethiopian Capital Market Authority would like to invites competent and interested candidates for the following position.

Position 1: Director Information Technology

Job Description:

  • Developing & implementing IT strategies aligned with the Authority’s overall objectives and goals.
  • Managing the IT department budget, ensuring efficient allocation of resources and cost-effective decision-making
  • Overseeing the recruitment, training & development of IT staff, ensuring a skilled and motivated team
  • Supervising the planning execution & timely delivery of IT projects, ensuring adherence to quality standards and best practices
  • Identify Tech needs and select and manage external vendors.
  • Provide induction on IT Policies
  • Protect the safety and confidentiality of all information, storage, or backup.
  • Setup a centralized information and database system; technical and desk support
  • Evaluate and select vendors for system solutions, negotiating contracts and service level agreements.
  • Manage vendor relationships and ensure adherence to agreed-upon terms.
  • Implement governance frameworks to ensure proper usage, access control, and audibility of enterprise systems.
  • Participate in audits and compliance assessments as required.
  • Plan and execute system upgrades and enhancements, ensuring minimal disruption to business operations.
  • Test new releases and patches before deployment.
  • Monitor system performance and identify opportunities for optimization; Implement tuning and performance improvement strategies to enhance system efficiency.

Job Requirements

Qualification Requirements:

Master’s degree or Above in Information Technology, Software Engineering, information science or Hardware Engineering or a field related to the Job function from an Accredited or recognized learning institution.

A minimum of 9 years of pertinent work experience, with at least three years in a managerial role or an equivalent capacity.

Position 2: Director Legal

Responsibilities / Duties:

  • Leads the legal department, sets the goals and objectives of the department, and manage its performance. This includes planning, preparing department budgets, setting performance targets, supervising and reviewing staff performance and capacity development,
  • Provide strategic legal counsel to the Authority’s Board and the Director General on relevant legal issues,
  • Provide legal opinions and advice to the Senior Management Team and departments of the Authority on a wide range of issues, to ensure the Authority complies with all relevant statutory laws e.g., procurement laws, public finance laws, employment regulations etc.
  • Drafts and participates in the drafting of Directives to be issued by the Authority and liaise relevant legislative institutions on issues that relate to the mandate of ECMA,
  • Identify and mitigate legal risks that could impact the Authority’s operations or reputation,
  • Represent ECMA in courts of law, the Capital Market Tribunal and other Administrative Tribunals,
  • Draft and review legal document like contracts and MOUs, for legal implications and ensure they align with the Authority’s interests,
  • Identify, research, and analyze legal issues and risks that affect the Authority and its activities,
  • Manage the legal department, including court cases, and provide an efficient and cost-effective legal service in order to improve the success rate of legal cases.
  • Draft and review contracts and standard forms.
  • Review statement of claims/defense and other pleading including declarations, affidavit, memorandum of appeal etc prepared by attorney.
  • Monitor changes in Ethiopian legislation and the broader international capital markets regulatory environment and take appropriate action.
  • Represent the authority in all stages of legal proceedings, including pre-trial negotiations, hearings, and trials.
  • Maintain a positive name in the legal community.
  • Any other related duties that may be assigned from time to time.

Job Requirements

Qualifications Requirements:

  • Master’s Degree or Above in law or related field to the Job function from an Accredited or recognized learning institution.
  • A minimum of 9 years of relevant work experience directly related to the Ethiopian commercial law, judiciary or prosecution, with at least 3 years in a managerial role or an equivalent position.
  • Proven track record working as a judge, attorney general, or in any federal court, demonstrating extensive courtroom experience.
  • In-depth knowledge of Ethiopian law and legal procedures.
  • Strong analytical and problem-solving skills combined with the ability to develop and present sound legal arguments.
  • Excellent communication and interpersonal skills, with the ability to clearly and concisely articulate legal matters to diverse audiences.
  • Unwavering commitment to ethical conduct and professional integrity.
  • Specialization in relevant areas of law (e.g. commercial law, civil law, corporate law, financial law, administrative law).
  • Experience working with government agencies or public institutions.

Position 3: Senior Risk and Compliance Officer II

Responsibilities / Duties:

  • Coordinating the development, implementation, and monitoring of the Authority’s risk &  compliance management strategies.
  • Developing and implementing appropriate risk & Compliance management programs.
  • Continuously identifying and managing risks.
  • Facilitating/conducting audit and other compliance-related activities
  • Proposing business process improvement initiatives
  • Preparing risk and compliance status reports
  • Undertaking corporate-wide reviews of the Enterprise Risk Management to ensure responsiveness to changing environmental dynamics.
  • Ensuring the alignment of directorate and departmental risk management strategies to the Authority’s Strategic Objectives.
  • Monitoring and evaluating the Authority’s implementation of risk mitigation strategies and reporting on the status continuously.
  • Coordinating risk assessments across the Authority to determine the risk profile of the Authority.
  • Monitoring nonconformists and implementation of corrective actions to ensure they are remediated accordingly in a timely manner.
  • Preparing, reviewing, and presenting relevant management reports
  • Providing capacity building and awareness to the Authority’s employees on the Risk Management
  • Monitoring Section compliance with relevant regulations.
  • Undertaking any other responsibilities as may be assigned from time to time.

Position 4: Senior Regulatory Policy & Development Officer II

Job Description:

  • Developing & revising regulatory framework, policy and directives
  • Formulating guidelines that govern the operations of the capital markets industry; conduct research, analyzing data, and collaborating with other regulatory bodies and stakeholders to ensure that regulations are effective, efficient, and consistent.
  • Conduct research and analysis to identify emerging trends and issues in the capital markets industry; monitor market developments, analyzing data, and identify potential risks that could impact the industry.
  • Innovating or suggesting new system, technology and practices related with capital market.
  • Work closely with other regulatory bodies and stakeholders to promote harmonization and consistency in regulatory frameworks; collaborating on regulatory initiatives, sharing best practices, and ensuring that regulations are aligned with international standards.
  • Engage with market participants to gather feedback and input on regulatory proposals and initiatives; consult with industry stakeholders, conduct surveys, and holding public consultations to ensure that regulations are responsive to the needs of the industry.
  • Lead or participate in working groups and committees to develop new regulations or amend existing ones; working with other regulators, industry stakeholders, and legal experts to draft regulations that are effective, efficient, and enforceable.
  • Provides technical expertise and guidance to internal and external stakeholders on regulatory matters, providing advice on regulatory compliance, interpreting regulations, and providing guidance on regulatory reporting requirements.
  • Assessing the effectiveness of regulatory policies and initiatives and recommend changes as needed; conduct regular reviews of regulations, analyzing data, and identifying areas for improvement.
  • Participate in capital market authority  meetings, conferences, and other forums related to regulatory policy and development
  • Any other related duties that may be assigned from time to time.

Position 5: Senior Investigation and Enforcement Officer II

Job Description:

  • Developing and implementing strategic plans for investigation and enforcement activities, aligning them with the overall goals and objectives of the capital markets authority
  • Overseeing complex investigations into potential violations of securities laws, regulations, and market integrity by analyzing evidence, interviewing witnesses, and collaborating with other regulatory bodies and law enforcement agencies
  • Gathering and evaluating evidence to build strong cases against individuals or entities suspected of fraudulent or manipulative activities within the capital markets.
  • Ensuring that all market participants adhere to relevant laws and regulations by monitoring trading activities, disclosure practices, and other market-related behaviours.
  • Initiate and oversee enforcement actions against parties found in violation of securities laws including imposing fines, sanctions, trading suspensions, or legal proceedings to maintain market integrity.
  • Coordinating with legal experts, external legal counsel, and other relevant authorities to ensure that investigation and enforcement actions are in accordance with legal standards
  • Contributing to the development of regulatory policies and guidelines based on insights gained from investigations, in order to prevent future violations and enhance market transparency.
  • Working closely with market supervision teams to identify unusual trading patterns, potential market abuse, and insider trading, and taking appropriate actions as needed.
  • Identifying emerging risks and trends in the capital markets that might require proactive investigation and enforcement measures.
  • Preparing and presenting comprehensive reports to senior management, the board, and other stakeholders, detailing investigation findings, enforcement actions, and their impact on the market
  • Evaluate the effectiveness of investigation and enforcement processes and recommend improvements to enhance efficiency and accuracy.
  • Any other related duties that may be assigned from time to time.
