HelpAge International is the secretariat for the HelpAge Global Network, which works to ensure that older people have dignified, active, healthy, and secure lives. The secretariat is based in London and collaborates with supporting network members such as Age International, HelpAge Germany, and HelpAge USA. Our long-term vision is to establish age-focused platforms led by older people in every country, working together to achieve our goals. Position 1: – Project Officer

Key Relationships:

  • Close working relations with the HelpAge International Ethiopia Programme and Finance teams.
  • Direct and frequent communication with the Project Coordinator at Gambela and the Head of Humanitarian Program at Addis for his day-to-day implementation of the project.
  • Close working relations with partners staff, refugee & community representatives and partner staff in the field office.
  • Liaise with government stakeholders at the field level.

Job Responsibilities:

Project Management

  • Ensure effective implementation of HelpAge project in Assosa, working in collaboration with government, refugee community and other stakeholders.
  • Develop detailed activity plans for the project in line with the project document.
  • Promote participatory approaches in the implementation of the project to ensure inclusion of all vulnerable groups and their contribution in programme design, implementation and monitoring, and to strengthen their engagement in advocacy and policy work.
  • Involve in facilitating training to the representatives of vulnerable groups at all levels. Take the leading role in conducting assessments at camp & and community level.
  • Ensure quality and compliance with donor reporting requirements of all narrative and financial reports and submit within set deadlines to the project coordinator, for his compiling with other reports and submission to the head office in Addis Ababa, who review and submit to the Donor, HAI HQ in London and concerned Government offices.
  • Undertake periodic assessments and closely work with the PC and the team in developing project concepts. Represent HelpAge in the camp-level coordination meetings.
  • Closely work with other humanitarian actors for the inclusion of older persons in their humanitarian response.
  • Provide awareness and training to humanitarian staff of HelpAge and other actors on minimum inclusion standards.

Representation and Networking:

  • Act as HelpAge focal point in the region, develop and maintain a positive working relationship with the refugee & and IDP community, humanitarian partners particularly with ARRA, UNHCR and local government.
  • Represent HelpAge in Assosa refugee coordination and cluster meetings and ensure that technical personal take part in thematic external coordination forum and influence inclusion of older people in the humanitarian context.
  • Ensure referral linkages are properly developed and implemented with relevant and mandated humanitarian actors with health, nutrition and psychical rehabilitation and build alliance with protection focussed organizations.

Financial Management

  • Ensure activities planned for actual implementation in the field are budgeted based on the approved project budget.
  • Ensure monthly and quarterly plans are made corresponding with the approved project financial plan and accordingly prepare and submit timely financial request to the project coordinator;
  • Ensure availability of finance before implementation of project intervention, for which update the project coordinator every month;

Influencing

  • Actively participate in humanitarian coordination forums at all level in order to raise awareness, share information and build partnerships in the humanitarian sector. And share this information to the project coordinator timely;

Learning, Monitoring and Evaluation

  • Ensure regular field level monitoring of projects, in collaboration with the relevant stakeholders in order to ensure tracking of project activities, effective utilisation of resources and documentation of changes.
  • Ensure regular monitoring and evaluations activities are conducted for each project, documented and submitted to the appropriate person in a timely and cost effective manner.
  • Ensure that older people and person with special need data are regularly generated, organized, documented and shared.
  • Support partner in story gathering and communications related to the project implementations, situations of older people and PSN in the camps.
  • Promote organisational learning in the process of the project’s implementation, by ensuring timely and quality information is collected and shared within the project team, the government officials and community representatives and acted up on accordingly.

Other

  • In agreement with the project coordinator, plan and facilitates visits by government and other stakeholders to project areas;
  • Ensure that security threats are observed and regularly informed to the project coordinator and accordingly security guidelines are applied in insecure areas;
  • Collaborate with partner staff in the development and implementation/utilisation of monthly and quarterly plan of the project as necessary;

Person Specification Essential:

  • Msc/BSc or MA/BA in the field of emergency/disaster risk management, agricultural economics, agricultural/rural development, livelihoods, with relevant experience;
  • Excellent analytical skills and able to solve complex problems quickly and effectively in the field;
  • Extensive experience in implementing and managing IDP & refugee projects, with relevant experience at coordination and management.
  • Experience in an international NGO with a multi-cultural setting.
  • Good interpersonal, influencing, communication and organization skills.
  • Proven   ability   to work effectively with distant support and with refugee/community representatives to achieve results;
  • Ability to work independently.
  • Understanding of technical issues  in Emergency, protection, inclusion livelihoods and food security.
  • Ability to work in partnership with other stakeholders within an agreed partnership framework. Able to work proactively and supportively within a team.

Position 2: – Assistant Protection and Inclusion Officer

Job Responsibilities and Key Tasks

Project Management

  • Experience in supporting teams working at camp/site & community level and ability to think from the angle of older people and other vulnerable groups.
  • Ensure effective implementation of projects working in collaboration with the project team, government and other stakeholders.
  • Promote participatory approaches in assessing and addressing protection needs of older people and other most vulnerable groups. These helps to ensure inclusion of older people in programme design, implementation and monitoring, and to strengthen their engagement in promotion and advocacy work.
  • Extremely strong communication, negotiation and representational skills and ability to work at a supervision level.
  • At least 2 years’ humanitarian experience in an international or national NGO level preferably in IDP set-up.
  • Ensure quality and compliance with reporting requirements to submit within set deadlines to the Program coordinator and the Government and others as required:
  • Develop a detail budget plan together with the protection officer and other project team members;

 Technical/Programmatic

  • Demonstrable experience of identifying and working with the most vulnerable groups and clear understanding of how they can and should be better supported.
  • Sufficient maturity to be able to work diplomatically and convincingly with community structure and deliver training as appropriate.
  • Technical and managerial competence in understanding inclusive humanitarian action and work to bring impact and continuously advocate for inclusion of older persons and other vulnerable groups in program of other humanitarian actors.
  • Understanding of humanitarian principles, core humanitarian standards and specific sector standards and experience in Humanitarian Advocacy and influencing

Educational background:

BSC/ BA degree in Social Studies, rural development, Gender and Development Studies or other related fields and at least 2 years of experience.

Essential Experience and Skills:

Position 3: – WASH Office

Job Responsibilities and Key Tasks:

Project Management:

  • Responsible for the overall management of the WaSH project response in the designated district including proper planning and organizing of tasks, providing technical guidance, and management of project scope.
  • Ensure timely and quality implementation of water and sanitation infrastructures constructions, and rehabilitation activities.
  • Ensure application of inclusive programming, i.e. access to older people, persons living with disabilities, and other vulnerable community groups in the design and implementation of all WASH interventions;
  • Work with government partners in planning and monitoring day-to-day emergency WaSH interventions at the assigned districts
  • Make regular follow-up and monitoring of water schemes with emphasis on technical soundness, effectiveness, quality, and sustainability.
  • Adopt and implementation of basic guidelines and standards for emergency WaSH response;
  • Organize and facilitate capacity building trainings for WASHCOs and scheme caretakers;
  • Ensure integration of Humanitarian Principles, sphere standards and cross cutting issues and concerns e.g. ageing, gender, HIV & AIDS, disability and environment into planned water scheme provision , NFI distributions, sanitation and hygiene promotion activities;

Reporting and Documentation

  • Collect, sensitize, and communicate emergency WASH situation of current and potential woredas.
  • Organize and submit weekly updates and periodic progress reports on emergency WaSH related activities of HelpAge to the project coordinator and project focal person.
  • Document and recommend best lessons in relation to inclusive programming and improving access to vulnerable groups and ensure these are properly collected and shared in coordination forums at zonal and woreda level;

Person Specifications

Technical/Programmatic

  • MSc or BSc in Water Supply and Sanitation / Hydraulic Engineering, Water Resources Engineering, or another relevant field.
  • Professional experience in Emergency WaSH projects implementation (minimum 2 years for MSc and 5 years for BSc) including assessment of water resources, designing and implementing of different technology options on water supply, hygiene and sanitation.
  • Good understanding of standards and requirements in emergency situations.
  • Good understanding of different water, hygiene and sanitation needs of different vulnerable groups within the community.
  • Proven experience/ability to design and implement inclusive WASH structures, eg. Water points, Latrine facilities.
  • Experience with supervision, monitoring, coaching and training of staff and partner organizations.
  • Good understanding of standards and requirements in emergency situations.
  • Proactive and takes initiatives without the need for prompting by others.
  • Proficiency in oral and written English
  • Good understanding of budgets and financial management; working with local partners and Knowledge of Excel, Word, etc. is an advantage
  • Ability to speak local language.

Position 4: – Sanitation and Environmental Health Officer

SPECIFIC JOB RESPONSIBILITIES:

Project Management

  • Responsible for the management of the public health component of the WaSH project in the designated district including proper planning and organizing of tasks, providing technical guidance and management of project scope and deliverables;
  • Ensure timely and quality implementation of sanitation and hygiene components;
  • Along with the WaSH officer, organize and coordinate sanitation and hygiene campaigns and promotion activities as well as the water treatment chemical distribution and tailored community education supported by the project’s community workers and woreda and community level government structure. This includes Health technicians at woreda level, and Community Health Workers (CHW) and Health Development Army (HDA) at community level;
  • Assist in organizing and facilitating capacity building trainings for WASHCOs and scheme care takers;
  • Liaise with the relevant government partners and structure and make use of the same to ensure regular Hygiene and sanitation education is structured where technical guidance is provided from the higher level, i.e. by the zone and woreda level technicians while actual campaign is implemented by the people at the community level. The position holder is responsible for guiding, following, and support the system technically;
  • Technically support the above by strengthening community-level H & S committees and facilitating basic community health education through home-to-home visits, community meetings, schools (Schools based Environmental Sanitation and Hygiene clubs), health centres, FBOs, social occasions, etc;
  • Make regular follow-up and monitoring of sanitation and hygiene practices, as well as emergency public health risks for timely response;
  • Adopt and ensure implementation of basic guidelines and standards for public health in emergencies;
  • Collect, analyse, and report on community hygiene and sanitation issues arising from the target groups for planning, implementing monitoring, and evaluation purposes. Follow up on hygiene and sanitation progress reports from partners and prepare consolidated reports;
  • Make regular follow-up and monitoring of sanitation and hygiene promotion components with emphasis on accountability, effectiveness, quality, and sustainability;
  • Ensure adequate and timely documentation of all Sanitation and Hygiene related activities;
  • Prepare or collect relevant IEC (Information, Education Communication), BCC (Basic Community Conversation), PHAST (Participatory Hygiene and Sanitation Transformation) and CLTSH materials, produce and distribute them to the target groups;
  • Ensure integration of Humanitarian Principles, sphere standards, and cross-cutting issues e.g. aging, gender, HIV & AIDS, disability, and environment into planned sanitation and hygiene promotion activities.

Representation, Coordination, and other

  • Organize and submit weekly updates and periodic progress reports on emergency WaSH-related activities of HelpAge to the Deputy Emergency Program Manager.
  • Collect, sensitize, and communicate emergency health, sanitation, and hygiene situation of current and potential woredas.
  • Document and recommend best sanitation and hygiene practices/interventions.
  • Closely cooperate with partners, and relevant government offices (e.g. health and education bureaus) in the target woredas
  • Represent HelpAge to local communities, government departments, international agencies, local partners and donors as required
  • Attend relevant meetings prepare meeting notes as required and share these with the WaSH officer.

Position 5: Community Worker

Job Responsibilities:

  • The incumbent will closely work with and assist her/his immediate supervisor in the implementation of the below-listed actions;
  • Ensure effective implementation of WASH, Cash & Protection activities, in line with the existing donor-approved project document, and in collaboration with other project staff and stakeholders;
  • Lead mapping collection of information about older people and person with disabilities situation in the community(s);
  • Support the program team in beneficiary targeting and inclusive verification process for the cash-based and any other deliverables;
  • Promote participatory approaches to ensure inclusion of all most vulnerable groups including older people, children, women, and Persons with disabilities throughout the project cycle and joint learning processes.
  • Promote older people and disability-friendly approaches and modalities in implementing activities.
  • Monitor the humanitarian situation, and vulnerabilities of older people to provide regular updates on the humanitarian situation and project implementation progress to the protection team.
  • Support and facilitate the mobilization, screening, and distribution of Cash and NFI for the needs of older people and people with disability.
  • Implement all project activities efficiently as per the available budget and donor requirement and identify challenges and constraints and suggest possible remedial actions;
  • Support formation, and strengthening of older people and disability groups as well as their effective participation in the project’s response;
  • Lead public awareness building and sensitization interventions on older people and other most vulnerable groups support and specific needs of the targeted communities;
  • Play an active role in field-level coordination mechanisms, support joint rapid emergency assessments in order to raise awareness, share information and strengthen partnerships in the humanitarian sector;

Person Specifications Essential:

  • Diploma or BSc in the field of Rural Development, Social science, and related field with relevant experience;
  • Extensive experience at least 4 years for Diploma, and 2 years for BSc in implementing community-level protection interventions at field level;
  • Experience of working in IDPs and Returnees context and complex emergency situation;
  • Excellent analytical skills and able to solve complex problems quickly and effectively in the field;
  • Proven experience in team working, excellent in building relationships with local communities – receptive to people, participatory approaches, gender issues, and cultural differences, able to identify problems and overcome conflicts;
  • Proven communication, and facilitation skills and volunteer to walk long distances to facilitate project-related support to vulnerable older people;

  • Fluency in written and spoken English and preferably one of the local languages in Benishangul Gumuz;
  • Ability to work in partnership with other stakeholders, specifically project partners, within agreed partnership framework;

Position 6: Assistant Finance & Admin officer

JOB RESPONSIBILITIES AND KEY TASKS

Finance

  • Ensure the availability of adequate petty cash as per the limit stated in the financial guidelines of HelpAge, Handle payments and receipts and process according to the established rules and procedures.
  • Prepare payment vouchers and effect payment as approved by the responsible person designated; Make sure that vouchers are checked, verified and approved by Project coordinator.
  • Keep complete and accurate documentation; Travel to field to facilitate and effect payments.
  • Update the cashbook and submit monthly the reconciled account to her/ his line manager.

Administration and Property Management

  • Handle in receiving and issuing store goods/items; update stock card and submit monthly stock movement by fifth of the following months.
  • Organise the provision of efficient administrative support to staff and teams.
  • Organise the efficient, cost-effective and reliable provision of IT services.
  • Be responsible for processing the documents required for legal compliance in Ethiopia.
  • Overall responsibility for the central/main filing systems, both paper and electronic.

Length of Contract: Ten-month contract period.

Key Relationship: Internal: Work closely with Finance, HR and HR officer, Finance Office and Finance Manager in Addis, Project Coordinators & Humanitarian Head

Person Specification Essential

  • University degree in accounting with at least 5 years of experience for Diploma holders and 2 years for BA in accounting; Experience of cash handling and stock management
  • Extensive experience in administrative activities in a busy office environment, report writing and compiling monthly information.
  • Excellent communication skills in both written and oral English and Amharic
  • Ability to manage filing systems quickly and systematically and willing to travel and live-in remote locations. Use of excel, word processing, email is a requirement.
  • Experience in Non-governmental – organizations (NGOs) in Ethiopia is an advantage.
  • Knowledge of Financial and administrative management.
  • Strong knowledge on spreadsheets and its use are the requirements
