International Rescue Committee – IRC would like to invites competent and interested candidates for the following different positions.

Position 1: Capacity Building Assistant

Major Responsibilities:

  • Facilitate orientation and sensitization meeting with the community.
  • Assist in planning and facilitation of various trainings in consultation with program staff.
  • Assist in facilitation of socio-economic and KAP surveys.
  • Facilitate meeting for consultants and program staff with partners and community.
  • Consult communities and discuss with them on how to maximize the impact of IRC’s assistance and their participation.
  • Look for ways to enhance community participation in various projects and suggest best experiences.
  • Updating the sustainability of various IRC projects and assess the status in financial, technical and management, and reporting the strength and weakness of the old grant projects including the scope of support from Zonal water office/Woreda water desks.
  • Assist in building the capacity of the community (in line with the community’s action plan) to sustainable manage their water and sanitation facilities.
  • Assist in developing the facilitation skills of EHAs and Village Facilitators for Participatory Learning and Action/PLA Activities using the guideline.
  • Work on the sustainability of various IRC interventions in the area and suggest better experiences to relevant program.
  • Maintain a system for timely information and idea-sharing on lessons learned and changing circumstances on projects.
  • Maintain partnership and utilize the existing partner’s resources for community capacity building.
  • Organize and facilitate trainings of water committees and boards, plumbers and generator operators.
  • Enhance and ensure community participation at all stages of water projects (projects design, project implementation, project handing over and project evaluation).
  • Monitor and supervise the activities of water boards and water committee for old and new grants.
  • Conduct and work closely with other staff, close working relationship with relevant partner institutions.
  • Source and organize secondary socio-economic information of the zone and woredas.
  • Source and compile training materials for users.
  • Assist in facilitating the community, WUAs and FG people’s awareness for the donors visit and meetings.
  • Facilitate provisional and final hand over activities of the project and assist in collecting documents of provisional and final hand over, list of water management committees and list of capacity building materials provided for WMC and all necessary data.
  • Report to the Hygiene Promotion/PLA Officer.
  • Carry out other works as assigned by the organization.

Job Requirements

Community mobilization skills

Educational Requirements:

Degree or Diploma in Environmental Health, sociology, Rural Development, SBCC fields 

Preferred experience & skills:

  • 2 Years of relevant experience for Diploma Holder
  • 0 years of relevant experience for degree holders
  • NGO experience is a plus.
  • Minimum of six-month IRC internship service
  • Basic Computer knowledge
  • Basic English spoken and writing.
  • Have a good command of Local Language and English
  • Have Driving license for Motor bike is an asset.

Language Skills:

Have a good command of Local Language and English

Position 2: Environmental Health Assistant

Major Responsibilities:

  • Assist the EH officer in drawing up detailed activity implementation plan, preparation of BOQ and raise Purchase Requests for construction/rehabilitation of water supply and sanitation facilities.
  • Assist the EH officer and work closely with the local community and local administration in sitting water supply and sanitation facilities and community mobilization.
  • Inspect and ensure the required quantity and quality of construction materials are delivered to construction sites.
  • Mobilize, coordinate and handle labor, material, and equipment at site level for the construction/rehabilitation of water supply and sanitation facilities.
  • coordinate and provide the required artisan/technician skill at site level in rehabilitation and/or new construction of water supply facilities (including spring development and construction, hand dug wells construction/rehabilitation, hand pump or rope pumps installation/repair, plumbing and construction of roof top rainwater harvesting systems, expansion or connecting health facilities with the existing water supply system);
  • Coordinate and provide the required artisan/technician skill in construction of sanitation facilities (including emergency communal latrines, household latrines, slab production, and institutional latrines);
  • Keep daily records of construction progress, material and labor utilization and prepare and submit weekly & monthly progress report to their supervisor.
  • Supervise and collect the required information while supervising the project progress and the project output in the community.
  • Prepare completion reports and as built drawings of completed water supply and sanitation facilities and report it to their supervisor.
  • Prepare scheme detail profile or data and keep recording the vital information such as GPS, discharge, distance from woreda town, well history, beneficiaries, other NGO working in the area, partners involvement, community participation in cash and kind)
  • Support Capacity building assistants in scheme handover and community sensitization whenever required.
  • Perform other tasks as assigned by his supervisor/s

Job Requirements

Degree/Diploma in Water Supply Technician, Construction, Water Engineering, or related field from universities or Technical and Vocational Training Centers and/or above.

Experience in Leading labor and material at construction site.

Experience in mobilizing community to Facilitate labor and locally available construction material during construction.

 Educational Requirements:

2 years of experience for diploma holders or 0-year work experience for first degree.

Minimum of six-month IRC Internship service is a plus.

NGO experience is a plus.

Preferred experience & skills:

  • Basic computer knowledge (word, excel)
  • Basic English spoken and writing.
  • Good communication and social skills.

 Language Skills:

Have a good command of Local Language and English

Position 3: Junior Environmental Health Agent

Major Responsibilities:

 A. Hygiene promotion activities

  • Take active role in mobilizing of the community facilitators at community level and facilitate training for the facilitators, ensure community action plan implementation.
  • Ensure all the community voluntaries have properly attend PLA sessions in regular base and properly recorded each activity.
  • Mobilize target community for effective implementation of project activities.
  • Conduct home visit and address hygiene promotion activities for HH in the kebeles and regular report the output of the home visits to the HP/PLA officer.
  • Support target communities in constructing HH pit latrines.

 B. Strengthening of WUAs

  • In coordination with capacity building assistant, establish and support WUA.
  • In coordination with community capacity building assistant, Ensure the   WUA have developed by laws and follow up the functionality of by laws.
  • In coordination with capacity building assistants, ensure all the water schemes have developed the water fee collection as per their village context and have official financial management trucking system.
  • Serve as the focal point for all Hygiene and Sanitation activity and Environmental Health (EH) activity by basing in the assigned Kebele.

Job Requirements:

Community mobilization skills

Educational Requirements:

  • Primary education completion certificate up to 6 grades
  • “Applies basic knowledge of work routines and standards; requires ability to understand oral and written instructions and perform simple tasks.
  • ability to write and read.
  • Preferable primary education up to Grade 6
  • Some ability in Language optional as per the JD
  • At least one year experience

 Preferred experience & skills:

  • Good communication with clients and staffs
  • NGO experience or any related experience is a plus.
  • Demonstrated ability to work effectively with kebele level officials.

 Language Skills:

Knowledge of the local language; ‘Sidamu Affoo’ is Mandatory.

Position 4: Partnership Manager

Major key Responsibilities:

 Partnership Coordination and Capacity Building:

  • Build Partnership Team’s capacity to institutes the global PEERS policy. Includes establishing efficient and responsive processes, delineating roles and responsibilities, developing sound recordkeeping systems and sub-award management tools, conducting trainings, and creatively developing a context-appropriate PEERS-SOP.
  • Coordinate and assist in the operational, financial, and programmatic monitoring and support of all partners. Includes leading the coordination of monitoring visits and partner meetings to ensure deliverables are well.
  • Run and lead Partnerships meetings, including weekly team meetings.
  • Ensure that the partnership trackers are up to date with data collected from program, partnership, and finance teams and disseminating information (including the tracker) on Partners to relevant departments, as needed.
  • Leads communication with relevant HQ departments including finance, compliance, and regional program units.

Partnerships/Sub grant Processes:

  • Lead the mapping of potential partners for emergency response, with a emphasis on local organizations.
  • Update IRC’s database that catalogues all past and potential partners on a continual basis.
  • Support the Partnerships Coordinator, Sr. Partnership Coordinator, and operational and technical staff as needed in the organization and facilitation of capacity and risk assessments for potential partners.
  • Facilitate internal sub-award proposal review and approval process as needed.
  • Assures high-quality implementation by supporting sub-grant opening, review, and closing meetings.
  • Support the development of partnership templates and contracts/agreements.
  • Work with Partnerships Team, IRC finance, and other program staff to process partnerships effectively and ensure donor compliance.
  • Lead and facilitate capacity building of partner NGOs and local community organizations. Contribute to development of training materials.

Partner Monitoring:

  • Support emergency response and technical teams in monitoring sub-grantees/partners for donor compliance and progress against objectives, contributing to the development of monitoring tools as needed.
  • Coordinate closely with sub-grantees for timely submission of accurate financial and activity reports.
  • Coordinate with relevant departments to ensure that all reporting templates are updated and share with sub-grantees on a timely basis.

Documentation and Reporting:

  • Maintain comprehensive electronic partner files, ensuring they are streamlined and well organized.
  • Coordinate with the relevant technical teams, review monthly internal reports, compile and submit partner reports into overall donor report, and support government reports/agreements as needed/requested.
  • Support data analysis of existing sub-grant portfolio and potential future partner commitments.

Representation and Special Tasks:

  • Ensure that all deadlines are met on time and that all products are of high quality.
  • Represent IRC Ethiopia at relevant coordination meetings and feedback important information from those meetings to relevant IRC staff.
  • At the request of the Partnerships Coordinator and/or senior management, take ownership for miscellaneous projects not falling under responsibilities underlined in this job description.

Job Requirements

  • Bachelor’s degree in social studies or relevant field from a recognized university with at least 4 years of confirmed experience; or master’s degree with at least 3 years of relevant experience.
  • Strong preference will be given to candidates with previous experience in partnership management, consortium/network management or sub-grant/partner identification and management.
  • Confirmed experience in coordination of multiple partners (internal and external).
  • Experience facilitating sub-grants, including proposal review, agreement development, and monitoring strongly desired.
  • Familiarity with humanitarian donors’ rules and regulations, such as USAID/BHA, BPRM, ECHO, Irish Aid.
  • Program development experience, including development of key project documents such as logical frameworks, monitoring tools, etc.
  • Experience crafting and implementing capacity building programs is a plus.
  • Computer literate (MS Word, Excel, PPT).
  • Budgeting experience required.
  • NGO experience in similar position is preferred.
  • Good communication and interpersonal skills.
  • Willingness to travel in Ethiopia for monitoring purposes.

Language Skills: –

Excellent Amharic and English writing & speaking skills are required.
