Position 1: – Technical Director, Health Financing & Systems
Job Requirements
Qualifications:
- MPH, MBA or master’s level degree in related field.
- 10+ years of progressively responsible experience in the implementation and management of health financing and/or health systems initiatives.
- Demonstrated subject-matter expertise in health financing technical areas and of the health financing systems in Ethiopia.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
- Demonstrated leadership and management abilities, with at least 5 years of supervisory experience. Proven track record of building diverse, multi-level teams and fostering collaboration to achieve goals, meet milestones, and produce high-quality deliverables.
- Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit
- Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
- Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
- Fluency in English is required, Amharic language skills would be an advantage.

Position 2: Health Systems & Governance Advisor
Job Requirements
Qualifications:
- Master’s Degree in public health, health management sciences, or related field and at least 7 years of related professional experience is required.
- Demonstrated expertise, experience, and enthusiasm for strengthening and sustaining health systems and health governance to improve access to and quality of care.
- Proven ability to provide technical leadership and support, capacity building and technical assistance on the design and implementation of activities related to strengthening health systems, leadership, and governance for health financing.
- Substantial experience providing technical leadership and/or assistance to ministries of health, sub-national health authorities, and/or national health insurance agencies in Ethiopia and technical knowledge of Ethiopia’s existing mechanisms and approaches for health governance.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly building productive and collaborative partnerships with government agencies, NGOs, private sector groups, USAID, and international organizations.
- Proven ability to align diverse, multi-level teams with project goals, objectives, and result areas.
- Strong interpersonal skills coupled with excellent communication skills.
- Demonstrated strategic agility, diplomacy, conflict management, and negotiation skills.
- Fluency in English is required, Amharic language skills would be an advantage.

Position 3: – Health Financing & Insurance Advisor
Job Requirements
Qualifications:
- Master’s Degree in health economics, health financing, or related field. PhD preferred.
- 7+ years of relevant professional experience is required, focused on designing, implementing, and/or evaluating health financing programs in similar settings.
- Demonstrated technical knowledge of UHC, health insurance, financial protection, equity, domestic resource mobilization, and other relevant health financing topics related to government financing for health.
- Proven ability to provide technical leadership and support, capacity building and technical assistance on the design and implementation of activities related to domestic resource mobilization, risk-sharing and insurance, strategic purchasing, and governance for health financing.
- Substantial experience providing technical leadership and/or assistance to ministries of health, sub-national health authorities, and/or national health insurance agencies in Ethiopia.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly building productive and collaborative partnerships with government agencies, NGOs, private sector groups, USAID, and international organizations.
- Proven ability to align diverse, multi-level teams with project goals, objectives, and result areas.

Position 4: Director: Monitoring & Evaluation and Learning (MEL)
Job Requirements
Qualifications:
- Advanced degree in a relevant discipline and at least 8 years of demonstrated experience designing and implementing monitoring and evaluation activities and special studies for complex programs in developing countries.
- Excellent command of monitoring and evaluation methodologies.
- Knowledge of issues related to integrated health services and support programs.
- Previous experience implementing and managing a rigorous MEL system including developing performance monitoring plans that track performance as sub-results/results and by funding stream.
- Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
- MEL experience in the health sector desired, particularly in health systems strengthening.
- Operations research experience is desired.
- Experience leading and building the capacity of MEL officers, including remote, field-based staff, to meet program needs and deliverables is desired.
- Proven expertise in the management/supervision of health management information systems.
- Extraordinary organizational, verbal, and written communication skills to manage project communications and disseminate project information are required.
- Excellent skills in MS Excel, Word, PowerPoint, and DHIS2.
- Experience with USAID programs/projects strongly preferred.
- Strong written and oral presentation skills in English required. Professional proficiency in Amharic is an advantage.

Position 5: Director of Finance & Administration
Job Requirements
Qualifications:
- Master’s degree in business administration, finance, and accounting or other relevant discipline or equivalent experience.
- Minimum of eight years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, construction, logistics and/or human resource related matters for international development activities of similar dollar value.
- At least eight years’ experience in financial and operational management of complex international development assistance programs.
- Significant experience with USAID-funded projects preferably in Ethiopia with regional experience strongly desirable, USAID experience highly desirable.
- Thorough knowledge of USAID financial reporting and compliance requirements.
- Strong leadership, mentoring, management, planning, analytical and organizational skills demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
- Proven leadership and capacity in negotiation and conflict management.
- Demonstrated experience of providing technical assistance to organization and conducting training.
- Excellent analytical, oral and written communication skills. Proficient computer skills are required.
- Fluency in English required. Language skills in Amharic an advantage.
- Experience in maintaining excellent communication with Headquarters.
- Ability and willingness to travel within Ethiopia.
- Local candidates strongly preferred.

Position 6: Chief of Party
Job Requirements
Qualifications:
