Mercy Corps Ethiopia would like to invites competent and interested candidates for the following position.

Position 1: Senior Governance Advisor

Location:- Addis Ababa, Ethiopia

Position Status: Full Time

General Position Summary:

The Senior Governance Advisor position is responsible for setting the strategy for governance approaches across the different thematic areas of RIPA-North, in particular related to government and community disaster risk management (DRM) and natural resource management (NRM) and government nutrition services. The Senior Governance Advisor will play a key role in providing capacity building, expert technical support, oversight, and monitoring of governance activities. The Senior Governance Advisor will be responsible for developing and implementing the Governance activities in coordination with the three regional government stakeholders including project staff. This is a 20-month position, so the focus will be on building the capacity of government stakeholders. Activities will include developing and rolling out a comprehensive program strategy to build the operational and technical capacity of local implementing partners, engage government and increase coordination among formal and informal stakeholders, and mobilize communities to undertake collective action.

Job Requirements

Knowledge and Experience:

  • (Required) Bachelor’s degree in political science, Social Sciences, Democracy and Governance, International Development, Environmental Science, Natural Resource Management/ Disaster Risk Management, Social science, Statistics, International Development or other related field or equivalent combination of education & work experience.
  • (Desired) MA Degree in Political Science, Social Sciences, Democracy and Governance, International Development, Environmental Science, Natural Resource Management/ Disaster Risk Management, Social science, Statistics, International Development, or related field with required or demonstrated equivalent work experience in the field.
  • Knowledge and working experience with various levels of Ethiopian Governance System.
  • Ability to work in a consortium led program.
  • 4 to 5 years of proven relevant field management in the area of governance system.
  • Strong track record of managing programs with engagement with or work through the governance system and addressing relevant cross-cultural issues.
  • Demonstrated experience working in, collaborating, or partnering with different government offices or departments and ability to represent the organization professionally and appropriately.
  • Highly organized which gives attention to detail and analytical skills.
  • Training and facilitation skills tailored to different cross-cultural contexts.
  • Computer skills particularly Microsoft Word, Excel, PowerPoint, and others
  • Strong oral and written communication skills in English including report development, writing, and editing.
  • Ability to meet deadlines and follow procedures; work independently and cooperatively with team members.
  • Demonstrated interpersonal skills in working with multi-disciplinary teams.
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainability.
  • Proficiency in English, both in verbal and written communication, multi-tasking, organizational & prioritization

Position 2: Program Performance and Quality (PAQ) Director

General Position Summary:

The Performance and Quality (PAQ) Director oversees the PaQ Unit in Ethiopia. The role of the unit is to ensure the development of consistent standards, processes and practices of program management and to improve the quality, effectiveness and efficiency of Mercy Corps’ programs, serving as a nexus between various programs and teams.  This includes; the development of effective monitoring, evaluation and learning (MEL) processes for both humanitarian and market system development programs, facilitating research and learning functions, program management standards and training roles, ensuring gender integration, leading the implementation of communication strategy, oversee capacity development strategy, fostering community accountability reporting mechanism (CARM), coordination of key functions such as timely and quality program reporting (internal and external) and proposal development. The PaQ Director thus plays a key role in helping build an environment of evidence based programming and adaptive management at all levels. The PAQ Director is also a member of the Senior Management team, and will have an important role in contributing to global and regional conversations and initiatives around program performance and quality.

Knowledge and Experience:

  • BA/S or equivalent in social science, management, international development, or other relevant field; MA/S in similar relevant fields preferred.
  • 7+ years of progressive experience and proven high level of competence in working in international settings, ideally in conflict-affected countries.
  • Significant experience implementing M&E Systems particularly remote monitoring, mobile data collection platforms and managing evaluations.
  • Demonstrated success with program development and design, including conceptualizing and articulating programming ideas in concept notes and proposals.
  • Strong knowledge of and experience with humanitarian and development programming.
  • Strong leadership, communication, and project management skills.
  • Personal dedication to quality and learning.
  • Strong remote management skills.
  • Ability and interest to work with a multi-ethnic team in a culturally appropriate manner.
  • Willingness to work in a face-paced, fluid environment on multiple tasks.
  • Fluency in English is required.

Position 3: GBV/CARM Assistance

General Position Summary:

Under the supervision of the MEL officer (based in MC Negele Field office) the GBV/CARM assistant officer will oversee CARM implementation within the program, dividing his/her time between the continued establishment, maintenance, management, and adaptation of CARM implementation in the program.

Works Directly With: Area manager, CARM Advisor, Protection Advisor, GBV & Protection specialist MEL officer, Field officers, including Mercy Corps participants

Knowledge and Experience:

BA degree in Gender and social development, Sociology, Psychology, Social work, or other similar social and Natural science field of studies

Minimum two years’ work experience in GBV, Child Protection and Protection related roles (Experience working in NGO is an advantage)

  • Emotional maturity and physical stamina.
  • Responsible and trustworthy.
  • Demonstrated ability to work effectively with diverse group of people.
  • Good communication skills, written and oral are required.
