NRC (Norwegian Refugee Council) would like to invites competent and interested candidates for the following positions.

Position 1: Human Resources and Administration Officer

Role and responsibilities

The purpose of the officer position is day to day implementation of the support functions responsibilities.

Generic responsibilities

  • Ensure adherence with NRC policies, tools, handbooks, and guidelines.
  • Implement delegated support function portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for improvement of the support function.

Specific responsibilities 

  • Ensure compliance with NRC policies and the local labour law in all procedures and processes.
  • Advice and support line manager in the recruitment and selection processes
  • Ensure that all new staffs have filled ID forms and make sure every staff has the organisation ID card. 
  • Follow up the pension forms to be filled; have one copy for personal files; submit the forms to Pension Office; collect pension ID cards from this office; and give the ID card after getting signed by the respective staff
  • Update the weekly recruitment tracking sheet and share to the CO HR focal person
  • Maintain all administrative work at the area level and ensure all admin necessary items are properly keep/stored.
  • Participate in the recruitment process of Contingent Workers and prepare payroll
  • Ensure that Contingent workers records are up to date and file appropriately
  • Maintain full up to date records and archives of employee personnel files and other documents
  • Update tracking sheet for personal files and communicate the same with CO HR focal person
  • Create CV pool system for Afar area that can be used for emergency recruitment
  • Support on the day to day routine activities of HR/Admin at the Semera and all field area
  • Perform any assignment given by immediate supervisor

  • BA Degree in Human Resources Management/Management
  • Minimum of 5 years of relevant work experience in Human Resources
  • Experience from working as a Support Function Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English

Position 2: Support Coordinator

Role and responsibilities:

The purpose of the Support Coordinator is to coordinate the support functions at Area Office and load- off the Area Manager on support functions.

Generic responsibilities:

  • Line management for support staff such as Finance, HR & Admin, Logistics & ICT
  • Member of the Area Management Group
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  • Provide input on operational support to Area Plan of Action, and to coordinate and align operational support with programme plans at Area level
  • Responsible for ensuring quality support to project implementation.
  • Facilitate Area Support Budget, area level budgets, including support cost in collaboration with Finance team leader and CO FM
  • Responsible for technical capacity building of support staff (Finance, HR & Admin, Logistic, ICT and security)

 Specific responsibilities:

  • Responsible for smooth implementation of all support functions such as Finance, HR, Logistics and Administration
  • Oversee the staff awareness, implementation, field interpretation/approved customization and maintenance of NRC logistics, Finance and HR procedure, guidelines and system with proper tracking and documentation
  • Ensure effective and efficient Support functions for daily Area operations including procurement and supplies, warehouse, fleet management and human resource management all being implemented in accordance within the policies and standards, as well as approved budgets
  • Conducting regular inspection and on-spot checks in and around NRC warehouses and compounds to identify any part/gaps requiring attention.
  • Support the AM in improving the coordination with RRS, UNHCR and other stakeholders at Area level

  • Minimum four years previous working experience within the support function in a humanitarian/recovery context
  • BA in Management or related field
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge of the humanitarian context especially IDPs in Afar Region of Ethiopia
  • All round experience in HR, Logistics, security and dynamics of the Afar humanitarian field

Position 3: HR and Administration Team Leader

Role and responsibilities:

The purpose of a Team Leader is to provide efficient and effective Human Resources Management support and office administration procedures at the NRC Afar Region for Semera office and other sub offices.

Generic responsibilities:

  • Ensure provision, awareness and practical advice to all staff on the NRC HR policies and procedures, and their adherence to them
  • Provide technical guidance to client sections, plan, organize and participate in interviews for staff recruitment and advise process of candidate selection, contracting, orientation and confirmation
  • Plan and source staff training in liaison with line managers including for orienting new staff
  • Ensure timely remittance and proper filing of all statutory deductions
  • Ensure timely processing of the monthly payroll information to the country office
  • In consultation with the AM, provide technical input and be the focal point in addressing

Specific responsibilities:

  • Ensure maintenance of an effective, efficient and up to date staff records and filing system including contracts, leave, medical, awards, discipline, archiving, etc
  • Employee Relations issues including staff grievances, disciplinary measures, etc
  • Plan and advise on the staff performance management and appraisal calendar and content
  • Prepare periodic HR reports and planning projections for submission to CO
  • Follow up the lease agreement at field level
  • Be a focal point person in the recruitment, contracting, induction and placement activities in Afar and support field offices in recruitment when needed
  • Advice and support line manager/AM in the recruitment and selection processes
  • Frequently visit field office to check the documentation and the process followed in recruitment so that the recordings and files are up to date before controllers and auditors visit
  • Supervise, appraise and offer guidance to the Human Resources/Admin staff
  • Contribute to the preparation of the office running budget
  • Focal person for staff duty of care at field location
  • Coordinate clearance of staff separating from the organization including exit interviews and final dues payments
  • Perform other tasks assigned by supervisor.
