The Well in Action (TWA) is an Ethiopian charity organization focused on sustainable improvement of living conditions for small holder farmers and deprived people. Their projects aim to improve agricultural productivity and stimulate entrepreneurship in both rural and urban areas.

The Well in Action would like to invites competent and interested candidates for the following positions.

Position 1: Agriculture Officer

Job Summary:

The purpose of the Agriculture Officer position is to plan and implement the agriculture-based project activities by the principles approaches and procedures of the organization and the Market Acceleration of Affordable Irrigation development and Crop production Services project in North Wollo.  She/he provides capacity building and technical assistance to the partners in undertaking agricultural livelihood analysis and implementing interventions.   Monitors progress and provides ongoing feedback to partners, and agriculture project staff, proposing adjustments in annual implementation plans according to emerging needs and priorities.

Key Responsibilities:

  • Carry out agriculture activities including with specific focus on seed, tools and irrigation development.
  • Leads and coordinate the agricultural components of the project;
  • Develops overall technical approach, implementation strategies and plan of action based on the identified solutions, methods and guidelines for sustainable agricultural livelihoods interventions that take into account the irrigation crops production using MD technologies both newly drilled and the existing ones within the cluster
  • Makes thorough studies and assessments, and discussions with the community/partners and identify the potential of the areas for the type of crops produced by irrigation and type of irrigation suitable for each area. Find solutions for technical problems together with the project staffs, partners and local Agriculture Office,
  • Ensures that the annual, quarterly and monthly plans are developed at cluster level or for each woreda under the cluster through integrating and incorporating the other livelihood and food security projects of the organization and projects of other implementing partners;
  • Identifies and promotes innovative irrigation agricultural activities and interventions to achieve project objectives, and suited to the particular conditions and needs of target groups within the cluster
  • Ensures agricultural marketing and market linkage interventions appropriately implemented and used by the beneficiaries
  • Monitors progress and provides ongoing feedback to project partners, proposing adjustments in annual implementation plans according to emerging needs and priorities.
  • Ensures efficient monitoring and evaluation systems and generate quality information for monitoring the progress and measure impact related to the agricultural livelihood components. 
  • Prepares the required timely and of high quality report that convey the agriculture activities within the cluster towards achieving best practices and impact in the targeted communities;
  • Ensures documentation of implementation processes, Lessons learned and Best Practices in the Agriculture components (production, marketing and value chine) component, and design strategies for replication/scaling-up;
  • Perform any other duty assigned

Reports to: Cluster coordinator

Duration: One Year (Possibility of Extension)

Education:

M.Sc. /B.Sc. degree in agriculture (plant science, Horticulture) or irrigation.

Experience:

  • 4 years NGO experience with proven experience in agriculture projects.
  • Field experience working with program and grass root level.

Skills:

  • Technical Training qualifications required:
  • Professional technical skill associated with crop management and irrigation technology.

Communication skill;

  • Proficiency in English, both verbal and written and knowledge of local language;
  • Computer proficiency;
  • Firm belief in teamwork, gender equality, participatory approach and sustainable development.
  • Motor bike driving License

Position 2: Finance and Administration Head

Responsibilities:

  • Ensures that financial systems and documents are in compliance with laws, policies, standards and regulations and with generally accepted accounting principles and practices;
  • Develops mechanisms to ensure that operations of the project/program are implemented in cost effective manner;
  • Reviews requests from projects and staffs for payment, ensures that appropriate supporting documentation is present and forwards the request to the donors;
  • Prepares annual and quarterly budget
  • Review the financial reports from projects for correctness and compliance in accordance with the finance manual, and the donor policies, procedures and guidelines;
  • Ensures all collections are properly recorded and deposited to the project account;
  • Review the monthly payroll for the project staff;
  • Prepares quarterly, biannual and financial report to be submitted to the Executive Director and Donors for monitoring, follow up and decision-making purposes.
  • Ensures that policies, procedures and guidelines relating to personnel issues are well adhered to;
  • Maintains and update personnel ledgers and prepare follow up the staff administrative issues regularly;
  • Processes purchase requests of goods and services and undertakes bid analysis as per TWA’s policies and procedures;
  • Ensures vehicle utilization as per TWA policies and procedures and pursue timely vehicle repair and maintenance;
  • Prepares regular reports on fuel consumption and other related expenses pertaining to the project vehicle.

QUALIFICATIONS (KNOW HOW)

EDUCATION/TRAINING

Required:

BA/MA degree in accounting or financial management

EXPERIENCE:

Required:

(10 years work experience): 5-6 years’ work experience in Private or government financial management, and experience in administration and At least 4 years’ work experience in NGO financial management and administration

Desired:

TECHNICAL SKILLS:

  • Skills in accounting software’s, budget planning;
  • Computer proficiency (word processing, spreadsheets and databases);
  • Good knowledge of written and spoken English;
  • Managerial and supervisory skill;
  • Firm belief in teamwork, gender equality, conceptual understanding of participatory approach and sustainable development.

COMPETENCIES:

Position 3: Information Technology (IT) Expert

Responsibilities and Tasks:

  • Manages Network users and recourses; Troubleshoots network problems;
  • Follows up network bottlenecks and resource optimization; and Assists users in LAN utilization;
  • Downloads Antivirus software, update all servers, and dispatch to all network users updates on new IT enhancement and Viral Threats;
  • Ensures proper functioning of internal and external e-mail system;
  • Maintains TWA software systems take backup (accounting and M&E data) and assists in report generation.
  • Helps computer users in software and hardware utilization; Introduces new tips and tricks in application software; and Keeps up-to-date about emerging viruses and inform users the same;
  • Perform repairs, cleanup directories, and services; Troubleshoots software and hardware problems; Performs routine preventive maintenance in HO and sub-offices and Installs and test new hardware and software and creates user account on the network;
  • Assists Procurement in the placement of computers and supplies order; Checks the specification of procured IT equipment; Maintains inventory of IT equipment.
  • Recommends on implementation of new advancements in IT; Assesses computer training needs to update users; and Prepares and provides training as required;
  • Develops new in-house programs as required and updates to meet advancements.
  • Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning;
  • Ensures the communication of IT application within the organization, with partners and other stakeholders.

EDUCATION/TRAINING

Required:

 BSc. in Computer Science or Advanced Diploma in Computer Science or equivalent combination of education and work experience.

EXPERIENCE

Required:

 3-5 years’ work-related experience in troubleshooting hardware and software problems, designing and implementing Local Area Network.

TECHNICAL SKILLS

Required:

  • LAN administration experience;
  • Proficiency in Microsoft business applications;
  • Excellent spoken and written English;
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.
  • Ability to think logically and analytically in problem solving environments.

Position 4: PMEL and Programs Quality Assurance Officer

The main purpose of the Position

The PMEL Officer will support the Executive Director and Program Manager as well as the Cluster Coordinators in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish both new and established programs and projects, throughout TWA.  S/he will provide technical field support to the M&E focal person at each project office.  The M&E Officer will work closely with Program teams to assess field conditions, support capacity-building initiatives, and facilitate the collection of quality data under the supervision of the Program Manager.  S/he may be assigned to focus on supporting administrative activities within a program as assigned by his/her supervisor.  S/he will collaborate with the Program Manager/team in preparing, and reviewing monthly, quarterly and final narrative and financial donors’ reports.  Additionally, s/he will also work with other members of the team, as need be, on concept notes and proposal development.

EDUCATION/Academic Background.

MA/BA in Agriculture, Project Management, Rural Development, Management, Development studies,

EXPERIENCE:

Five to seven years of experience of which 3 years in   NGOs as PMEL officer/Coordinator/Manager Position

TECHNICAL SKILLS:

  • Capacity to produce high-quality briefs and reports
  • Ability to design M&E tools, surveys, surveillance systems, and evaluations
  • Good level of proficiency in Windows Excel and quantitative analysis
  • Demonstrated ability to train and build capacity of others
  • Thorough knowledge of budgeting and financial reporting requirements;
  • Fluency in English;
  • Firm belief in teamwork; and transparent

Strong interpersonal skills

  • Proven Communication skills
  • Willing to accept people from different traditional and ethnic backgrounds

Position 5: Project Officer

Key Responsibilities:

  • Support the development of appropriate tracking and reporting formats together with the M&E specialist.
  • Collect and compile weekly, monthly, and quarterly performance reports from project staff under her/his supervision and share them with the Program manager and M&E specialist.
  • Collects monthly and quarterly performance reports from project staff, stakeholders and project source documents.
  • Compiles quarterly and annual reports for government and other partners at respective intervention woredas.
  • Prepare high-quality progress reports of the performance of project activities.
  • Prepare and maintaining formation on the capacity building activities, results, and community-based accountability systems (Feedback and accountability Mechanism) of the assigned operational area.
  • Keep herself/himself updated about recent developments in assigned technical areas and related issues.
  • Identify training and other institutional development needs of staff under her/his supervision, and partner organizations to implement effective development programs.
  • Arrange trainings, workshops, seminars, study tours and experience sharing visits that are related to the needs of project and staffs under her/his supervision.
  • Supervise, coach, and provide technical support to project staff under her/his supervision.
  • Ensures that summary of meetings, seminars or workshops attended by project staff is written, well documented and shared with others.
  • Support delivery of staff capacity development plans and related training
  • Perform other duties as assigned.

Education:
