Position 1: Carbon Officer
Job Description
This vacant position is advertised to fulfill the vacant human resources for Burqaa Initiative phase II project to meet the following objectives, such as;
- Train local experts, community and other partners about climate change link with water security; importance of increasing tree cover against climate change
- Lead carbon projects site delineation via GPS, reforestation/afforestation via FMNR & planting
- Establish permanent sample plots for carbon stock monitoring using GPS
- Establish carbon stock baseline, develop carbon monitoring plan, undertake carbon stock monitoring & reporting
- Undertake energy efficient cooking stoves (EECS) hh need assessment, facilitate EECS accessing modality, lead carbon emission due to non EECS, establish baseline, develop plan to monitor EECS use contribution to emission reduction (ER), coordinate thermal efficiency tests preparing data monitoring sheets and ensure the data collection protocols adhere to
- Identify carbon leakage source, design strategy to reduce carbon leakage, monitor leakage, document & report leakage
- Establish permanency system
- Closely work with FORLIANCE GmbH consultant
- Lead carbon projects site delineation via GPS, reforestation/afforestation via FMNR & planting
- Establish permanent sample plots for carbon stock baseline & monitoring using GPS
- Facilitate capacity building training ( skill training on seed collection & drying, marketing, FMNR contribution to soil fertility improvement, production & profitability, business idea development, business plan preparation implementation monitoring and evaluation) and facilitate co-learning
- Ensure NRM activities identified, follow watershed logic and agro ecologically appropriate intervention that lead to carbon stocking in the catchments
- Lead the context specific technology and practice identification, integration of NRM, climate smart agriculture and energy efficient technology into each year DIP
- Prepare annual plan and follow up its executions in light of the project design documents
- Establish carbon stock baseline, develop carbon monitoring plan, undertake carbon stock monitoring & reporting
- Work technically with FORLIANCE GmbH consultant in the establishment of GHG baseline data development for Hakim Gara and Upper Dabena catchments and make sure the data are included in each year DIP
- Develop carbon stock monitoring plan, measure carbon sock change and conduct final carbon stock change of the catchment at the end of project life
- Identify carbon leakage source, design strategy to reduce carbon leakage, monitor leakage, document & report leakage

- Ensure promoted energy efficiency technologies products are standard quality and dependable supply system
- Ensure implementation of Environmental and Social Management Plan
- Advocacy on sustainable natural resources (water, soil & trees) management and its link to sustainable land management, livelihood improvement and climate resilience;
- Link EFCS & solar technologies promotion/production/ distribution centred women girls group and get connected with private partners and S4T as well as financial institutions
- Facilitate and engage the stakeholders in participatory assessments to identify potentials, problems and development opportunities for carbon stocking
- Identify prospective A/R business partners in the operational areas and encourage their participation in project survey, farmer activities and other forums
- Create a discussion forum between stakeholders at different level /regional/zonal/district level government representatives, and farmer/community leaders that discusses existing best management practices and policies related to A/R/EECS, and re-examines these in the light of project results and farmer/community opinions
- Ensure establishing/strengthening water shade level CBOs, producer groups, Saving group members getting women as part of leadership
- Creating platform, leading platform, engaging and network with relevant government offices, FBO and CBO in the AP area and ensure inclusive and bottom up joint (planning, implementation, resources leveraging, monitoring and reviewing)
- Prepare quality and timely regular reports and submit the same to AP, concerned CPO, HO & GO
- Engage in Identifying best practices and facilitate scaling up through capturing best practice photo with brief caption, data recording, analysis, documenting lessons learned and sharing lessons,
Required education, training, license, registration, and certification.
At least 5 years in BSc Degree in Forestry/NRM/Climate change. Preferred at least 3 years MSc Degree in Forestry, Natural Resource Management, climate change and a related field.
Preferred knowledge and qualifications:
- Excellent interpersonal skills – builds good relationships with internal and external stakeholders and maintain effective collaboration with all staff
- Excellent skill in producing quality report
- Appropriate skills and experience in the capacity building and training of staff and partners;
- Rich experience in handling productive meeting
- Rich experience communication
- Experience in monitoring and evaluation
- Excellent experience in proposal development, budget preparation and report writing;
- Good knowledge of oral and written English language.
Required professional experience:
- Must have experience in carbon accounting/ NRM/Climate change/Forestry
- Preferable if having a clear understanding of major donors’ perspectives, requirements and standards
- Expected to have proven analytical/ problem solving abilities
- Experiences in computer words, excel and other facilities management
- Effective in written and Verbal communication in English.
- Motor Bike Driving license is as an additional requirement

Position 2: – Emergency WASH Officer
Job Description:
The employee is also expected to closely integrate and collaborate with project engineers, Shelter and Health professionals of the project as well as the stakeholders.
- Follow up/Supervision of the planned activities of the WASH response: construction of VIP/ communal Latrines, distribution of WASH NFIs and water treatment chemicals, hygiene related trainings etc. Ensure the quantity and quality of water delivered met the standards.
- Develop collaborative relationships within World Vision at all levels, communities, local partners and local government, other Implementing partners, Clusters and convey information & ideas and effectively coordinate to ensure overall project targets and donor compliances are met.
- Ensure the integration of cross cutting themes related to gender, protection, environment and other crosscutting issues to the implementation of WASH activities and ensure that activities take into account the needs of specific groups and individuals, especially children, elderly and disabled people. All the interventions adhere to Do No Harm principles and with participation from all relevant stakeholders, including disaster affected children and their families.
- Prepare, organize, track and share timely & regular reports on WASH intervention including outcome level success/case stories; Ensure the program delivery of baseline and end line evaluation and post distribution monitoring (PDM) and reporting carried out efficiently, rigorously and within the timeframe in compliance with the established guidelines and procedures.
Required Professional Experience
- 4 Years’ experience relevant WASH project/program intervention an international NGO or similar organization. Experience on Emergency WASH Operation is more preferable.
Required Education, training, license, registration, and certification
- BSc/ MSc Environmental Health, Public Health, or related fields
Preferred Knowledge and Qualifications.
- Excellent English communication skill, Basic computer skills and report writings.
Language Requirements
- Knowledge of local language is preferable

Position 3: Emergency WASH Officer
The employee is also expected to closely integrated and collaborate with Sanitation and Hygiene experts, Shelter and Health professionals of the project as well as the stakeholders.
- Lead and participate in the feasibility studies, Preparation and review of the design, BOQ and all bid documents, review/prepare payments for all WASH facility constructions/rehabilitation/maintenances, and monitor the water trucking services.
- Regular monitoring and supervision of ongoing construction activities to ensure that all the activities are executing as per design, specifications and work schedule. Provide technical support to other sectors like Shelter and Health professionals during the implementation of the integrated multi-sectoral emergency project
- Ensure the integration of cross cutting themes related to gender, protection, environment and other crosscutting issues to the implementation of WASH activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, elderly and disabled people.
