Position 1: Woreda Program Coordinator
Job Summary
The woreda program coordinator is responsible for leading and coordinating the high-quality and effective planning, implementation, monitoring, and evaluation of the Highland Resilience Activity (HRA) at the woreda level. The woreda program coordinator guides field-level program implementation for all kebeles under the supervision of the Zone Coordinator works closely with the regional and zone technical teams and M&E team for effective, impactful, and responsive program implementation. S/he facilitates partnerships with other implementing partners and the private sector at woreda level to ensure complementarity with existing activities, while ensuring the alignment of HRA implementation in line with the program’s overall approach. S/he maintains close coordination with the government offices, and PSNP program participants. to ensure implementation quality and accountability. The woreda program coordinator is also accountable for effective monitoring and evaluation of kebele-level “push” interventions and ensures timely and quality delivery of quarterly and annual project reports and documents the impact of HRA activities. Her/his close working relationships with all technical units ensure program activities are carried out according to the highest standards and remain responsive and appropriate to the local context
Essential Job Responsibilities
Major Responsibility
Technical Direction and Program Quality
- Provide overall vision and technical direction for the implementation of “push” intervention on the Highland Resilience Activity at woreda level, ensuring interventions are tailored to PSNP households in each kebele.
- Contributes to and guide integrated assessments to understand existing implementation approaches and modalities, results, and on-going needs in line with HRA’s goal of supporting the graduation of PSNP households through market-based approaches.
- Lead the sequencing, layering and integration of HRA activities at woreda and kebele level, internally as well as with other partners.
- Facilitates the ability of technical advisors to effectively operate at woreda-level.
- Facilitate regular context monitoring to support updating and adapting activities for greatest impact.
Program Management
- Leads and coordinates high quality and effective program planning, implementation, monitoring, and evaluation of HRA’s interventions at woreda-level and in all kebeles under supervision,
- Where appropriate, provide oversight and accountability for quality l program implementation for “push” interventions at the kebele and woreda level Effectively coordinate with other implementing partners to tailor and facilitate the design and delivery of interventions tailored to woreda and kebele context.
- Regularly provide communication on project progress as per program’s communication protocols, including through weekly updates to Zone and Regional Coordinators; provide regular updates on context, project progress, effectiveness of project approaches, and partnerships.
- Prepare quarterly and monthly plans, aligned with the allocated budget and programming targets.
- Participate in zone and regional coordination meetings and ensure documentation and delivery of action points.
- Ensure timely and quality delivery of quarterly and annual project reports internally to HRA MEL/CLA team.
Monitoring, Evaluation, and Learning
- Adhere to program learning systems and strengthen the effort to document the impact of HRA activities.
- Facilitates and helps update the setting of targets for program implementation based on context.
- Closely works with the Regional M&E team to continuously monitor, ensure implementation quality, and support an accountability system in the field.
- Ensure the Woreda programming targets and approach are being met, by implementing activities in accordance with the agreed work plans and timelines, and report discrepancies and changes to the zonal coordinator.
- Partners learning opportunities from similar projects in the woreda.
Finance, Administration, Logistics and Procurement
- Closely work with regional finance staff, in budget development, spending, and forecasting
- Facilitates government monitoring and evaluation missions at Woreda level.
- Ensure timely revision of woreda procurement plans and review procurement status weekly to closely monitor and accelerate procurement processes when needed.
- Regularly visits to Kebeles for field support.
- Encourages team leadership with regular management meetings, promoting a participatory approach and proactive problem-solving.
- Ensures Kebele administration, Development Agents, and beneficiary communities are actively engaged in program planning, implementation, and monitoring
Partnership and Representation
- Facilitate partnerships with – and community program vision and approach – all HRA stakeholders at woreda and kebele-level, including government representatives, partner programs, and private sector actors.
- Represent HRA at Woreda of operation on government and non-government coordination meetings.
- Facilitates government monitoring and evaluation missions at the Woreda and kebele level.
- Work with Woreda government stakeholders in periodic reviews, evaluations, and joint monitoring
- Ensure timeliness of government reporting as per government guidelines and HRA partner directives
- Partner and coordinate with Woreda stakeholders, government partners, and HRA-implementing NGOs (Non-governmental organizations) in the nearby Woredas to ensure collaboration and synergy.
- Accountability to Participants and Stakeholders
HRA team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, and other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring, and evaluation of our field projects, giving due attention to the safeguarding and protection of vulnerable segments of society.

Accountability
Reports Directly To: Zonal HRA program coordinator
Works Directly With: HRA regional program team, Addis Ababa HRA team
Job Requirement
Qualification: At least BA/BSc Degree in Agriculture, Food Security, Development Studies, or related.
Experience: At least 2-4 years relevant experience.
Quantity: Eight (Two in Gedeo Zone – Dila Zuria & Wenago Woredas); three in Hadiya Zone– Mirab Badawacho, Shasgo & Soro Woredas, and three in Wolayita Zone- Boloso Sore, Boloso Bombe & Sodo Zuria Woredas)
- Strong knowledge and working understanding of PSNP and USAID (United States Agency for International Development) Food Security and Resilience programs.
- Strong understanding of market-based livelihoods and proven experience of sequencing, layering, and integrating different activities
- Excellent partnership, communication and advocacy skills and the ability to interact effectively with donors, collaborating agencies, local and government partners.
- Excellent organization and planning skills and ability to resolve problems constructively.
- Computer literate, with strong knowledge of MS Office applications,
- Flexibility, persistence, and ability to work well in a multi-sectoral team.
- Ability and willingness to travel to areas with fragile security situations.

Position 2: Legal Advisory and Litigation Division Manager
Job Summary
Under the direct supervision of Legal Services Department Director, Legal Advisory and Litigation Division Manager will be responsible to safeguard the institution from emerging legal issues by directing the handling of non-loan litigation cases and appearing in courts and arbitration tribunal;
Major Duties And Responsibilities:
- Provide legal advice to facilitate decision making to minimize liabilities;
- Plans and controls the activity of attorney in the institution in their assignment in litigation processes,
- Accredit legal officers to provide independent legal advice (within the institution)
- Prepare and review the statements of claim, defense, other pleadings and memorandum the institution of appeal with respect to non-loan litigation.
- Represent Vision Fund MFI in court and tribunal arbitrations for issues related to non-loan litigation;
- Lead and seek injunction on non-loan properties before judgment when circumstance justify securing the execution of court decision;
- Respond to courts’ and arbitration tribunal’s order so as to be free from responsibility and sanction;
- Lead and follow up criminal cases entertained at court with respect to non-loan issues.
- Lead, review and conduct research on different legal issues to establish firm legal solution;
- Examine judgments, court and arbitration tribunal’s orders on non-loan litigation and propose the remedy to make branches comply with court decision;
- Recommend out of court settlements for some disputes with non-litigation issues;
- Maintain records of court adjournments, and make sure that assignments are completed in accordance with timely scheduled in order not to lose cases.
- Monitor new developments on laws, proclamations, regulations, orders, and advise the management and concerned organs of Vision Fund MFI the implications thereof;
- Deliver trainings and awareness creation on legal issues to staff of the Vision Fund MFI;
Generic Duties:
- Develop and implement the annual plan and budget of the division;
- Engage in the development and review of directorate policy, procedure, guideline, and controls in line with laws and regulations applicable to the Vision Fund MFI business environment and risk profile and ensure such documents are communicating to all concerned staff;
- Coach and mentor employees within the division towards effective career development;
- Evaluate the periodic performance of her/his subordinates;
- Demonstrate the Vision Fund MFI code of conduct, ascertain that subordinates abide by same and manage disciplinary concerns of the division staff;
- Provide the concerned organ with timely, relevant, accurate and complete required reports;
- Adhere to internal control system and risk management program of Vision Fund MFI, ensure that risks are identified assessed and mitigated within her/his domain;
- Implement timely corrective action on deficiencies and issues that have been raised or reported by the National Bank of Ethiopia, external and internal auditors, risk and compliance managers and other pertinent organs within her/his domain;
- Cultivate working environment that celebrates success, and promotes teamwork, collaboration, and transparency within work unit;
- Handle additional assignments as directed by immediate supervisor.
JOB REQUIREMENT
Background Knowledge & Experience and Competency
LLM/LLB degree in Law.
- A minimum of 7/9 years of relevant work experience, out of which 2 years in a senior position.
- Demonstrated technical and managerial ability, sound judgement, and ability to interact and work effectively with others at all levels.
- Excellent written and oral communication and presentation skills.
- Good knowledge of Legal research methods, the court system and procedures, legal ethics.

Position 3: Treasury Division Manager
Job Summary
Treasury Division Manager is responsible for assessing, monitoring, planning and managing the efficient utilization of cash and financial resources in a manner consistent with the objectives of VisionFund MFI. She/He works closely with the Director, Finance Department by providing business insights, comprehensive analysis and advice. Furthermore, the Treasury Division Manager is responsible for implementation to ensure proper liquidity management and risk-weighted returns and oversee all aspects of the company’s cash flow, including investments, loans, and other sources of funding. He/she prepares the cash flow plan, manages the receipt and disbursement activities.
Major Duties and Responsibilities:
Treasury Activities
- Analyzing financial markets to identify trends in interest rates, inflation rates, or other factors that may affect VisionFund MFIs earnings or capital requirements;
- Analyze liquidity position of VisionFund MFI utilizing various techniques such as cash flow forecast, maturity gap analysis, financial ratios and a variety of ‘what if’ scenarios;
- Compare and contrast the actual performance vis-à-vis the forecast and report to the ALCO; periodically;
- Responsible for understanding, managing, and supervising all aspects of liquidity ratios in accordance with VF MFI expectations and best practices;
- Ensure monthly ALCO/ALM report is prepared & communicated and ensure timely ALCO Committee meeting is held;
- Assess the maturity of Assets and Liabilities and aging of accounts receivable & Accounts payable and settlement accordingly;
- Establishing and maintaining relationships with banks and other financial institutions to ensure that VF MFI has an adequate supply of funds available when needed and to secure favorable interest rates;
- Advise finance department, management and take an active role in developing long-term and short-term investment and funding needs strategies;
- Monitor investments and borrowings to ensure that adequate liquidity is available to meet withdrawal demands and the growth of loans and investments;
- Ensure funds in excess of liquidity and reserve requirements are monitored;
- Ensure the management of settlement risk;
- Plans and executes supply of funds to and off-take of funds from branches and submits periodic reports;
- Regularly review and recommend in order to sets branches’ cash holding limits, standing instructions and signatory limit and ensure compliance with the limits;
- Ensure excess cash holdings are promptly deposited to the MFIs bank account or if any unmanageable reported to Treasure Division Manager;
- Monitor the fulfillment of the MFIs and statutory reserve and liquidity requirements and ensures that always as per expectation & required;
- Advise & recommend short term investment opportunities for excess liquidity proactively;
- Ensure that periodic liquidity reports are submitted to management & ALCO committee;
- Make analysis of the maturity distribution and the amount of funds that will be available;
- Ensure sufficient funds is available to meet maturing payment obligations and when applicable – ATM and payment & settlement account for digital payments;
- Recommend to open and close bank accounts. Administer all bank accounts, including new accounts, new signers and maintain clear records internally;
- Review for authenticity and accuracy the request and release of bank transfer requests;
- Ensure reports on the status of VF MFI cash flow forecasting, actual cash flows and liquidity position are prepared in order to measure the performance of VF MFI treasury function by linking with financial position, profitability, cash flow and capital structure;
- Ensure all internal policies & procedures and Government laws & regulations related to Treasury management are implemented accordingly;
- Regularly review and maintain treasury policies & procedures and recommend on need of policy changes to investment, liquidity management, interest rate risk, cash forecasting strategy and etc. based on market/business conditions and ensure proper cash management systems are in place to maximize efficiencies;
Staff Management
Manages, supervises, leads, guides and supports the staff of the Treasury & Budget Division;
Ensures the development of key technical skills of direct subordinates to increase their capacity to develop and undertake major initiatives and assume larger responsibilities to further expand operational impact and sustainability;
Completes all performance management activities including: performance planning, monitoring, and performance appraisals of staff reporting to him/her
Regularly mentor and coach subordinates to develop capacity based on evaluation
Reporting and Others
Submits periodic reports to the Accounts and Finance Department Director on the work of the Treasury function as stated above, but not limited;
Performs other duties as assigned by immediate supervisor
Job Requirement
Education/Training
MA/MBA//BA Degree in Accounting/Finance or related fields.
A minimum of 7/9 relevant work experience in Microfinance and or Banking Industry.
Minimum 4 years of senior/middle management experience in managing Treasury
Experience in a managing teams/unit
Experience in delivering high standard/quality of service and timely report
