Amref Health Africa would like to invites competent and interested candidates for the following positions.

Position 1: – Technician – Office and Premises Repair & Maintenance

Key duties and responsibilities:

  • Performing routine maintenance around the building such as fixing structural damage, like window, door or drawer lock and bathrooms room equipment and sewerage systems;
  • Repair and maintain building HVAC equipment or leaking plumbing, defected telephone and electrical bad wiring lines and restore full use of water fixtures;
  • He/she will carry out regular office inspections by walking around on each floor and identify broken working tools, repair or make required modification to ensure it is ready to use in the office;
  • Assisting office renovation work such as painting and maintenance works as required and handle and repair office furniture and equipment by himself/herself;
  • He /she shall be able to identify areas which require improvement and ensure the proper functioning of sanitation system, electric power, and furniture on every floor of the office;
  • Conduct regular/daily checks in the office premises, related to maintenance of working tools, rectify the required works and report as appropriate;
  • Attend to fault repair requests including maintenance and re-fixing of office furniture and fittings in offices as requested by employees when endorsed by logistic and admin manager;
  • Provide in-house minor works/carpentry services for interior installation related works (fixing of boards, frames, etc.)
  • Organize movement and proper arrangement of office furniture and fittings to and from Stores/offices;

Qualifications and Competencies

  • Certificate /Diploma on office and premises maintenance or construction management, networking and electrical installation and related;
  • Five years of experience in general semiskilled maintenance and repair work in office and primness in interior fit-out works, such as maintaining office furniture, workstation management in similar organization;
  • Knowledge of common methods, practices, and materials used in maintenance and repair work of buildings and building facilities as well as the various tools used in building maintenance and repair work;
  • Ability to work on a variety of semiskilled maintenance and repair tasks; ability to inspect and follow instructions; ability to prepare clear report of work done;
  • Must be physically fit to perform tasks which require physical labor like lifting weight, ladder and some other objects and tools that aid problem solving at the earliest;
  • Must be alert and able to respond to situations requiring urgent attention and work at all times by closely working with logistic and admin management team;
  • Must have good English & Amharic language skill.

a. Education and Knowledge

Diploma or equivalent qualification in Information Technology, Information Sciences, Records Management or Library Sciences or equivalent combination of education and experience.

 b. Experience and Competencies

Position 3: Knowledge Management and Communications Advisor

JOB SUMMARY:

The purpose of the Virtual Space, Knowledge Management and Communications Advisor is to support the M&E Director in leading and monitoring IYA’s knowledge systems, lead the design and management of the virtual spaces and documenting and sharing the program progress and success stories of the implementation among the different consortium partners.   S/he is responsible for the development of knowledge management platforms, establish a virtual space for the project, and lead the learning and knowledge sharing processes among the consortium partners. S/he also is responsible for documenting innovative and successful experiences and achievements of the project and share reports, publications and scientific findings/products as necessary. S/he is responsible for the communication of such knowledge, products, experiences, new approaches, success stories and innovation plans to the relevant consortium members and other key stakeholders including the youth.

Job Requirements

A)     Education/Training

MSc/MA degree in Statistics, health informatics, Marketing, Computer Science or social science or equivalent education and at least 7 years work experience.

BSc degree in Statistics, health informatics, Marketing Computer Science or social science or equivalent education and 10 years work experience

B) Experience:

Seven (7) years of relevant work experience for MSc and 10years of relevant experience for BSc. Knowledge and experience in different data base and statistical packages (DHIS2, SPSS, STATA, Epi Info, Microsoft office applications, app development.

C) Competencies:

  • Excellent interpersonal and communication skill
  • Demonstrated commitment to creating a learning environment in an activity including experiences leading knowledge management practices;
  • Familiarity with USAID policies, rules, regulations and reporting requirements;

Position 6: Director, Integrated Health Systems Strengthening (I-HSS) Project

PRIMARY RESPONSIBILITIES

  • Provide technical leadership and operational guidance for BMGF funded Integrated HSS project
  • Provide thought leadership and advisory services on Health Systems Strengthening to RHBs and MOH
  • Continuously assess Project’s support to building stronger health systems sub nationally. Based on the assessments, recommend additional HSS support that would achieve integrated HSS investment for efficient PHC service delivery mainly for RMNCAYH services.
  • Oversee capacity-building of Amref’s and its partners’ expertise in HSS, particularly in provision of technical assistance on integrated health system strengthening efforts.
  • Provide oversight of the Integrated HSS project in particular and Amref’s technical assistance framework in general, working closely with various units across Amref country office and HQ to ensure optimal execution of the HSS strategy.
  • Facilitate internal (with in Amref and BMGF’s other investments) and external learning platforms for exchange of lessons through proactively promoting collaborative learning and adaptation including community of practice for integrated health system investments.
  • Ensure that evidences are generated from this investment to inform policy, advocacy, financing and governance approaches for optimal health system investment of PHC sub nationally.
  • Build knowledge and thought leadership; increase Amref’s network of Health System experts and partners with a goal of increasing utilization of lessons of Integrated HSS Project for scale up.
  • Establish and sustain partnerships with relevant stakeholders regionally for synergy towards making health facilities ready for health service delivery, communities actively engage in the PHC system and public health leaders are committed to optimally govern the PHC system.

QUALIFICATIONS

The successful candidate will have a strong technical background in health systems strengthening; as well as solid experience in the delivery of technical assistance and engaging with government counterparts at all level including sub nationally. S/he should also be highly motivated, a creative problem solver; have strong analytical, communication, process facilitation, and collaboration skills.

  • An advanced degree in public health, international development, or a similar field.

Required Qualifications and Experience

  • Minimum ten (10) years of experience working in health systems strengthening, familiarity with health financing, human resource for health and leadership issues in Ethiopia and technical knowledge of policy, advocacy, financing and governance.
  • Proven leadership in developing strategies, conceptualizing, planning, and implementing projects or programs.
  • Demonstrated track record in building partnerships with government health agencies, donors, and other key health stakeholders.
  • High level of organization, attention to detail, professionalism, and reliability. Ability to prioritize and manage work in a fast-paced environment and be responsive to internal offices/units and partners.

Position 7: Gender Equity and Social Inclusion Senior Advisor, Integrated Health Systems Strengthening (I-HSS) Project

Primary Responsibilities:

  • Co-develop Gender Equity and Social Inclusion plan of Integrated HSS using participatory methods, with alignment to government priorities and informed by the assessment for this purpose
  • Provide technical leadership and support in gender equality, female empowerment, and male engagement across all HSS major areas;
  • Oversee and coordinate gender initiatives at the regional and woreda level, including gender mainstreaming; gender analysis and integration; response to gender-based violence (GBV); gender-related training and communication materials in the project’s geographic scope.
  • Analyse regional situation to identify opportunities on gender, youth and disability for new programme development
  • Lead detailed gender, youth and disability analysis in the baseline, midterm and final evaluations and continuous monitoring in between by working closely with the M&E team.
  • Liaise with technical and program staff overseeing health programs to ensure proper integration of gender, youth and disability interventions for program synergies
  • Liaise with partners working on GESI, to ensure that the work of Amref Health Africa in the regions is aligned and support regional and government priorities
  • In collaboration with the M&E unit, work on research agenda on GESI across the organization
  • Develop and update the organization’s results on GESI interventions; document, dissemination best practices and lessons learned
  • Support the development and/or review of program work plans, quarterly, biannual and annual reports
  • Oversee the development of activity-based budgets and facilitates and monitors ongoing budget management for GESI related activities
  • Work with Regional offices and CO staff to assess and identify technical assistance needs with regard to GESI technical skills, supervision support
  • Participate in Regional and national GESI platforms
  • Oversee the work of gender officer and consultants as needed
  • Carry out other duties as assigned by management.

Position 8: Monitoring, Evaluation and Learning (MEL) Senior Manager, Integrated Health Systems Strengthening (I-HSS) Project

PRIMARY RESPONSIBILITIES:

  • Serve as core member of the Integrated HSS project leadership team responsible for providing MEL strategic and technical leadership to the Project
  • Provide technical leadership and support to the Project and partner staff in fostering a culture of learning across the Project, engaging relevant actors in learning and adaptation
  • Supervise, mentor, and build capacity of the Project M&E staff
  • Develop the overall Monitoring, Evaluation and Learning Plan (MEL Plan) and annual implementation plans for the Project’s M&E systems, in collaboration with senior Project staff and BMGF
  • Oversee the Project’s CLA process in collaboration with the Senior HSS Program Manager, Local Organization Capacity Advisor and HSS Program Director to ensure that the Project’s CLA approach is applied and the Project learnings inform implementation
  • Monitor the Project’s MEL Plan to systematically document Project performance for HSS technical Team and the HSS Project leadership team
  • Ensure timely and accurate submission of the Project reports to donor and relevant Government counterparts, including progress against targets set in the grant agreement, annual work plan, quarterly, and annual reports
  • Coordinate data collection at the Project sites to monitor program development and ensure timely compilation and reporting of data
  • Communicate information obtained through M&E interventions to the Project staff, consortium members, donor, Government Counterparts and various external stakeholders,
  • Capture and document lessons learned; Lead series of finding dissemination events to share with stakeholders
  • Support the HSS Program Director in coordinating the mid-term and final Project evaluations
  • Build MEL capacity of the staff
  • Conduct field visits to monitor the quality and completeness of data
  • Regularly review data collection processes, perform data quality assessments, and make adjustment as needed.
  • Carry out other duties as assigned by Amref’s management.

REQUIRED QUALIFICATIONS

  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies;
  • Demonstrated commitment to creating a learning environment in projects including experience managing and providing ongoing training to M&E field officers;
  • Familiarity with policies, rules, regulations and reporting requirements of varies donors including BMGF;
  • Excellent communications skills
  • Demonstrated experience working Ethiopia.
