Position: Finance Officer

Job Description

African Network for the prevention and Protection against Child Abuse and Neglect (ANPPCAN) –   Ethiopia is a Local Civil Society Organization re-registered with the Federal Authority for Civil Society Organizations under registration number 0385 and working in Child Protection and others related areas. It is implementing different programs in different parts of Ethiopia in collaboration with donor partners and government stakeholders. ANPPCAN-Ethiopia is looking for a Finance Officer to be based at its Head Office. Hence, it invites competent and interested applicants who fulfill the requirements indicated below to apply for the following position.

Job Summary:

Working with and reporting to the Executive Director, the Finace Officer will be in charge of implementing financial policies, strategies, and plans; leads the finance team and directs the financial activities of the organization. Build motivated and productive work team capable to implement strategic plan of the organization; develops proper monitoring and follow-up systems to ensure financial sustainability of ANPPCAN-Ethiopia; provide advice and support to the Executive Director, Program Manager and project site/field coordinators and functional units whenever there is a need. As per the financial recording and financial information system, journalizes and post transactions. Close all financial accounts monthly; ensure that the accounting system follows the right order and the financial regulation of ANPPCAN-Ethiopia; Prepare financial statements periodically. Prepare reports to periodically and  conduct major accounting duties specified in the Financial Management Manual of the organization.

Specific Duties and Responsibilities:

The following are some of the specific duties of the Finace Officer

  • Assist in the development of ANPPCAN’s Financial Management Strategy development to contribute to program sustainability and increasing access to services in project sites
  • Assist in monthly and quarterly performance reviews of team members
  • Assist in the preparation of project development activities
  • Assist in ensuring effective financial management and accounting systems, in line with organizational standards,
  • Ensure that all financial transactions of ANPPCAN are in line with the organization’s policies and procedures.
  • Assist in preparation and consolidation of annual budget.
  • Ensure ANPPCAN-Ethiopia adheres to all local statutory obligations
  • Prepare and distribute key financial and statistical performance information to all ANPPCAN-Ethiopia managers in   a timely manner.
  • Assist the project coordinators in understanding and interpreting the financial performance indicators/reports.
  • Review and send accurate and timely monthly, quarterly and year end financial and statistical reports to the Executive Director
  • Monitor cash flow and expenditure against budget and advise the Executive Director on possible corrective action.
  • Ensure policies, standards and guidelines provided are properly implemented to ensure adequate internal controls.
  • Through continuous monitoring ensure that decentralization and delegated financial authorities are managed properly and in adherence to ANPPCAN-Ethiopia’s financial policies and procedures
  • Ensure that program budget utilization, cash handling, recording, reporting and maintenance of documentation comply with standing guidelines
  • Assist in strengthening the custody system over cash, bills, documents, supplies and inventories and fixed asset of project sites
  • Ensure that good financial management systems and procedures, in line with best practices, are developed and implemented
  • Monitor grant funds and ensure expenditures are in accordance with the approved grant document.
  • Ensure grant reports are prepared and sent to donors in accordance with the grant document
  • Ensure all audit recommendations are implemented in the subsequent year
  • Produce timely reports as per the requirement of donors and government stakeholders.
  • Manage the accounts of the organization with other signatories
  • Performs other duties to be assigned to him by the Executive Director of the Organization.

Management: Experience of leading financial staff

Sex:  Male or Female

Terms of Employment: One year with high possibility of extension

Minimum Requirement

Education:

MA/BA in Accounting/Finance

Work Experience:

4/6 years of relevant experiences in the CSO sector

Experience of Managing USAID funded project is advantageous

Special Skill/Training:

Computer literate, Peach Tree Accounting and effective communication skill

Workplace: ANPPCAN-Ethiopia Head Office, Addis Ababa
