Association of Pastoralist Community for Change (APCfC) is a local Non-Governmental Organization registered with Oromia Attorney General Bureau (OAGB) in accordance with the Oromia Regional State proclamation for Civil Society Organizations with a certificate No WB/03/0099.

APCfC is currently implementing the Project entitled:“Support to Drought affected communities in Dillo Woreda, Borena Zone with Multi-Purpose Cash and Survivor-led responses“ funded by Dan Church Aid (DCA) Ethiopia Country Office to contribute to increased access to life-saving assistance to the drought affected communities in Borena Zone.

Association of Pastoralist Community for Change (APCfC) would like to invites competent and interested candidates for the following positions.

Position 1: Field Officer

Position Description/Summary

Under the direct supervision of APCfC Field Project Coordinator, the main responsibility of this position is to carry out all aspects of project delivery of Support to Drought affected communities in Dillo Woreda, Borena Zone with Multi-Purpose Cash and Survivor-led responses in the Woreda. The post holder is expected to work closely and in strong engagement with the community and local government leaders.

Key Duties and Responsibilities

  • Together with the DCA Ethiopia team and Government stakeholders select and establish community based targeting and compliant committees to  conduct  beneficiary targeting based on robust and participatory criteria.
  • Together with Government Lead community-based targeting and verification of the beneficiaries according to predetermined targeting criteria.
  • Develop a cash distribution plan, supervise and evaluate the on-the-spot cash distribution process.
  • Strengthen compliant feedback mechanisms  and ensure that Feedback and response mechanism is functional and compliants are timely addressed to the satisfaction of beneficiaries and others.
  • Facilitate sensitization sessions for targeted households and ensure appropriate messages and informations are transferred to the beneficiaries and local government partners before actual transfer of cash.
  • Conduct community awareness on financial payment system and Survivor centered response approch.
  • Work closely with the local financial service provider and ensure timelly transfer of cash to beneficaries.
  • In close collaboration with the APCfC Field team and with technical suport from the DCA Ethiopia team from Bale Office, support implementation of survivor Centered response activities.
  • Ensure that Project reports are prepared and delivered in accordance with APCfC  as well as donor reporting deadline.
  • Represent the APCfC at coordination meetings at woreda level.

Required Number: one(1)

Duty station: Dillo with frequent travel to project target kebeles

Terms of Employment: Five months, Full time

Gross Salary: Birr 35,000.00

Job Requirements

Education and Work Experience Required:

  • Bachelor or degree in Agri-economics, Economics, Rural Development & Project Management.
  • At least 2-3 years of work experience in cash/voucher Assistance and Emergency response in NGO setting  is preferable.
  • Additional traing and proven abilities on cash-based programming and Voucher assistance is a plus

Skills and Qualifications:

  • Solid knowledge of  cash based programmining and bank based cash payment for the project target community.
  • Practical skills and capacity in conducting PMD data collection and analysis.
  • Knowledge of culture, norms and belief and geographical areas of the target Woreda is an assest.
  • Proven abilities in stakeholders engament and management.
  • Communication, and interpersonal and teamwork skills.
  • Able to work under pressure with competing deadlines.

Position 2: Community Facilitator

Position Description/Summary:

Under direct supervision of Field Officer, the purpose of Community facilitator  is to facilitate  planning and implementation of the Project and mobilize the Project target participants in  smooth delivery of the project activities in selected kebeles in Dillo Woreda, Borena zone. 

Key Duties and Responsibilities:

  • Participate in and faciliate beneficiary targeting and verification of activities of the project.
  • Raise awareness of the Community and project target participants to engage in support the sucessful implementation of the project.
  • Feed  the field Officer with timely information and support timely preparation of report and documentation of project best practices.
  • Conduct awareness raising and sensitize local community on the concept of Survivor centered- response approach and suport its impementation.
  • Facilitate and support smooth and timely provision of cash to the program participation.
  • In close collaboration with  the Field Officer  undertake Post distribution Monitoring data colllection and support compilation of the information.
  • Carrying out other appropriate activities that will contribute to project success, as requested by the Field Officer.

Required number: One (1)

Duty Station:  Dillo with frequent travel to project target kebeles.

Terms of Employment: Five months, Full time

Gross Salary: Birr 28,000.00

Job Requirements

Education and Work Experience Required:

  • Degree/Diploma in Social Sciences, gender studies, sociology, Education, development studies or related fields.
  • At least 3-5 years’ work experience as a Community Mobiliser supporting emergency response and development projects.
  • Additional certification/training Community Mobilization/engagement and  cash programming and Survivor centered approaches.

Skills and Qualifications:

  • Solid knowledge of Community mobilisation and engagement in Emergency and recovery project.
  • Understanding and practical experience in community Mobilization and facilitation and stakeholder’s engagement.
  • Knowledge of culture, norms and belief and geographical areas of the target Woreda is an assest.
