Ethiopian Agricultural Transformation Agency (ATA) would like to invites competent and interested candidates for the following positions.

Position 1: Senior Procurement Officer

ESSENTIAL DUTIES:

  • Plan, support, or coordinate the activities of the procurement officers and related workers involved in purchasing materials, products, and/or services;
  • Review Specification for goods/Terms of Reference for service before commencing the procurement process in consultation with procurement manager.  Examine and re-evaluate existing contract agreements and report to a concerned manager when there is any deviations;
  • Assist the Procurement Manager in the preparation of consolidated procurement requests and detailed procurement plan;
  • Assist the Procurement team in performing risk management regarding supply contracts and agreements: assess, manage and mitigate risks;
  • Assist in developing and managing the Procurement team including setting targets and monitoring performance;
  • Prepares and also support Procurement Officers in preparation of bid documents, contract agreements as well as bid evaluation in accordance with guidelines of government public procurement and the World Bank and provide to procurement manager for review;
  • Follow up procurement status and support Procurement Officers /Procurement Specialist in this regard;
  • Review and submit periodic procurement status reports on timely basis;
  • Assist procurement team members for field work if there is a need;
  • Assist the Procurement Manager to identify new work areas including the sourcing of new suppliers, methods and update vender list periodically to meet the requirements of the agency;
  • Coordinate and resolve problems in collaboration with procurement team with end users (requesting units) and suppliers;
  • Follow up the implementation of procurement contracts in collaboration with Procurement Manager and requesting units;
  • Assist in presentation of procurement evaluation report to Procurement Endorsing Committee; and
  • Handle any other procurement related activities as requested by the Procurement Manager.

REQUIRED QUALIFICATION:

  • Minimum Bachelor’s degree in management, purchasing and supplies management, logistics or other relevant studies.
  • At least 6 years (with Bachelor’s) or 4 years (with Master’s) of related experience  (recent experience as Senior Procurement Officer a plus)
  • Knowledge and experience of Government, World Bank, USAID, UN Agencies and other donors’ procurement procedures and practices
  • Good knowledge of supplies management software is a plus
  • Experience in collecting and analyzing data
  • Ability to establish and maintain effective working relationship, multitask, prioritize activities and work under pressure
  • Experience working in donor financed project(s) is a plus
  • Ability to handle multiple tasks and meet deadlines
  • High integrity, with timely & effective communication skill is essential
  • Flexibility: ability to work under pressure
  • Adaptability: working in a multi-cultural environment

Position 2: Cashier

ESSENTIAL DUTIES:

  • Prepare receipt vouchers and collect cash and/or cheque from various sources and organizations and deposit intact in to the regional Bank accounts.
  • Ensure that all collections and payments are done against serially pre-numbered cash receipt and cash payment vouchers.
  • Intact deposit all collections received from advance settlement or other sources;
  • Prepare Cheque and effect payment as per the ATA policy and procedure manual;
  • Record daily transactions and reconciliations on spread sheet;
  • Maintain custody of financial documents, Cheques and other files;
  • Effect payments related with workshop across the region up on requests and necessary documents fulfilled.
  • Maintain petty cash fund, keeps in the safe place and prepares cash report with all supporting documents.
  • Request for replenishment when the expenditure reaches 75% of the petty cash fund upon the authorization and approval of the Cluster Secretariat Lead and Finance Officer-Regional.
  • Prepare payment vouchers (for Cash and Cheque payments) as per approved payment requests and/or authenticated invoices and receipts and present the vouchers for verification and approval by the responsible persons.
  • Make cash / cheque payments only after getting approval/authorization from Responsible authority.
  • Prepare receipts for Government withheld taxes VAT & WHT and provide to the supplier up on effecting the payment.
  • Obtain a copy of VAT registration certificate and TIN from suppliers whenever effecting a payment.
  • Keep payments vouchers and their supporting documents in safe place until they are transferred to the head office monthly.
  • For reconciliation purpose keep a copy of each payment and maintain in the regional office.
  • Prepare receipt vouchers and collects refunds for personal telephone, faxes and vehicle usage.
  • Prepare weekly cash position for the consumption of bank signatories;
  • Reconcile cash accounts with financial documents and update the cash book regularly.
  • Checks and pay all office bill /telephone, fax, water, electricity, house rents, etc. on time.
  • Comply with all relevant ATA policies and procedures
  • Ensure the effective and efficient use of all ATA resources in order to keep costs low
  • Perform all other duties related to the position and assists the Senior Finance Officer in his/her daily routine.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in accounting, Finance and other relevant field of study
  • At least two years of relevant experience,
  • Skill in the overall management of cash
  • Knowledge in Microsoft applications is a must; knowledge on accounting software like QB, Peachtree and others is advantageous.
  • Good knowledge of spoken and written English and Amharic (and other Ethiopian languages) is highly desired.

Position 3: Regional Senior Project Officer II – Crop Value Chain

ESSENTIAL DUTIES:

  • Support the implementation of crop production related activities and achieve planned crop production results to international quality standards at the level of the Tigray  region.
  • Liaise with FARM project stakeholders at regional and subregional level and coordinate the implementation of crop production activities at regional level with the FARM project team.
  • Participate in the preparation of annual work plans and budgets, establishing performance objectives and standards related to crop production activities, and ensuring timely and appropriate feedback, guidance, and support for optimum performance.
  • Provide crop production related technical advice to all project stakeholders.
  • Support the monitoring of crop production components progress and the evaluation of corresponding results at the level of the Tigray  region.
  • Support the identification of external technical support needs for effective implementation of crop production activities.
  • Help organise and oversee crop production related short-term missions.
  • Support, for crop production related activities, procurement of goods and services, and budget and expenditure analysis.
  • Assist in beneficiary targeting with the PSNP for component 1 crop production activities in the Tigray  Region.
  • Support the drafting of agricultural parts of FARM reports through regular reporting on regional activities to the project manager (in a format to be agreed with the TL) in a timely manner and including reporting on ESMF and GAP implementation status and complaint and resolution status.
  • Contribute to ensure coordination and harmonisation of FARM project agricultural activities with those of government authorities and other Development Partners active in the Tigray  Region.
  • Support the TL in strategic dialogue between AFD, project staff and Government officials at central and local levels, in relation to agriculture, particularly seed value chain development and agroecology.
  • For issues related to crop production, facilitate knowledge management, particularly in terms of lessons learned and best practices.

Job Requirements

  • Master’s Degree or above in agronomy, plant production, seed science, horticultural science or related fields.
  • AT least 8-year experience in agricultural development projects.
  • Professional field experience in at least 4 of the following (more is an asset): i) farming system analysis, ii) seed value chains (formal and informal) support, iii) agroecological practices, iv) horticulture, v) adaptive research, vi) participative research farmer groups, vii) establishment of Seed Producer Cooperative Unions (SPCU), viii) Community seed banks, or ix) agricultural extension service development.
  • Knowledge of Ethiopia with knowledge of the Tigray  Region context is a strong asset.
  • Experience in Participatory Guarantee Scheme (PGS) establishment is an asset.
  • Familiarity with Ethiopia’s agricultural research system is an asset.
  • Proficiency in oral and written communication in English and in Amharic.
  • Sensitivity to gender and environmental issues.
  • Desire of improving the lives of smallholder farmers.
  • Willingness to undertake frequent field visits.
  • Computer literacy.
  • Rigour, autonomy, and integrity.

Position 4: Regional Senior Project Officer II – Livestock Value Chain

Major Duties and Responsibilities

  • Support the implementation of livestock (including apiculture) and fodder related activities and achieve planned livestock and fodder results to international quality standards at the level of the Tigray region
  • Liaise with FARM project stakeholders at regional and subregional level and coordinate the implementation of livestock activities at regional level with the FARM project team.
  • Participate in the preparation of annual work plans and budgets, establishing performance objectives and standards related to livestock and fodder activities, and ensuring timely and appropriate feedback, guidance, and support for optimum performance.
  • Provide livestock and fodder related technical advice to all project stakeholders.
  • Support the monitoring of livestock and fodder activity progress and the evaluation of corresponding results at the level of the  Tigray region.
  • Support the identification of external technical support needs for effective implementation of livestock and fodder activities.
  • Help organise and oversee livestock and fodder related short-term missions.
  • Support, for livestock and fodder related activities, procurement of goods and services, and budget and expenditure analysis.
  • Assist in beneficiary targeting, with the PSNP, for component 1 livestock activities in the Tigray Region.
  • In collaboration with livestock expert at HQ organize and facilitate ToT training, value chain alliance platforms and coach and mentor targeted experts, development agents and processors engaged in apiculture value chain development.
  • Support the drafting of livestock and fodder related parts of FARM reports through regular reporting on regional activities to the Team Leader (in a format to be agreed with the TL) in a timely manner and including reporting on ESMF and GAP implementation status and complaint and resolution status.
  • Contribute to ensure coordination and harmonisation of FARM project livestock and fodder related activities with those of government authorities and other Development Partners active in the Tigray Region.
  • Support the TL in strategic dialogue between AFD, project staff and Government officials at central and local levels, in relation to livestock and fodder, particularly fodder production multiplication and distribution, soil fertility management and agroecology.
  • For issues related to livestock and fodder, facilitate knowledge management, particularly in terms of documenting lessons learned and best practices..

Job Requirements

  • Master’s degree or above in Animal science, Animal production, or related fields.
  • AT least 8-year experience in agricultural development projects of which half in relation to livestock development.
  • Professional field experience in at least 2 of the following (more is an asset): i) fodder production multiplication and distribution, ii) farming system analysis, iii) soil fertility management, or iv) apiculture.
  • Knowledge of Ethiopia with knowledge of the  Tigray Region context is a strong asset.
  • Understanding of Ethiopia’s agriculture sector, with a broad perspective on how the entire system operates and how public, private and informal actors operate within the system.
  • Excellent ability to work effectively under pressure, and against strict time constraints.
  • Excellent ability to build relationships with people, and teamwork.
  • Excellent adaptive problem-solver in challenging environment.
  • Proficiency in oral and written English and in Amharic.
  • Sensitivity to gender and environmental issues.

Position 5: Civil Engineer

ESSENTIAL DUTIES:

  • Perform all engineering works in consultation with Lead Engineer.
  • Support Lead Engineer on project design and implementation, including providing content knowledge on different construction technologies and solutions that enhances farmer output
  • Prepare necessary quality control and work plan to supervise construction projects
  • Review design works, project timelines and cost of materials submitted by contracted firms and facilitate their speedy approval
  • Perform continuous quality control, monitoring and evaluation on projects under construction
  • Review and certify payment requests and facilitate their approval with
  • Support procurement team on bid document preparation, evaluation and contract administration
  • Prepare periodic construction report, follow-up pending issues and Flag any construction risks
  • Manage key stakeholder relationships, particularly, regional, zonal and woreda governmental staff who are directly involved in the implementation of the project

Job Requirements

  • A BSc in Civil Engineering or construction management or another relevant subject
  • A minimum of three to five years of experience in civil works as Site Engineer, Office Engineer or Project/construction Engineer positions in at least 2 major construction projects
  • Experience in public sector construction projects highly sought
  • Ability to learn, understand, and apply new technologies, both on a technical level as well as the impact/deployment implications of such
  • Proven ability to work under pressure and in a constantly evolving and challenging environment
  • Enthusiastic learner with a can-do attitude
  • Excellent written and oral communication abilities and organizational skills, with experience working collaboratively as part of fast-paced team
  • Ability to speak at least one of these languages in addition to Amharic and English is highly recommended: Tigrigna
  • Fluency in English is essential, fluency in at least Amharic and/or one additional Ethiopian language is a plus
