Ethiopian Agricultural Transformation Agency (ATA) would like to invites competent and interested candidates for the following positions.

Position 1: Project Officer II- Crop Specialist

Required Number: One

Duty Station(s): ATI Amhara Regional Offices (Bahir Dar)

Essential Duties:

  • Organize and conduct training programs and seminars for AOSS staff and clients, in cooperation with program technical staff;
  • Provide training, mentoring and coaching services on crop production related inputs to OSSs staff
  • Support AOSSs in inputs demand assessment so that AOSCs inventory will be stocked in demand-based inputs
  • Support AOSSs in demand creation and promotion of new products and services; by conducting series of demonstration, organizing field days, and experience sharing events
  • Organize and conduct training of smallholder farmers and extension agents on the value and use of improved inputs;
  • Develop linkages between input suppliers, output markets and the AOSSs;
  • In conjunction with the business development officer, support AOSSs to have access to improved agricultural technologies and facilitate technology demonstrations on AOSS own land or on the land of AOSS customer farmers;
  • Assist AOSCs to have a good working relationship with the local Office of Agriculture, Cooperative Promotion Office, Livestock Institute and any other relevant development partner operating in the area; and
  • Other duties assigned to him/her by the project Team Leader.

Required Qualifications:

  • MSc degree in Agriculture with specialization in crop production, irrigation, horticulture, crop protection, agronomy, plant science, agri-business, or another relevant field
  • At least 4 years’ experience in agriculture or crop production and/or protection capacity building, seed marketing, extension and outreach services in agronomy, horticulture, irrigation, and input supply value chains.
  • Understanding Ethiopia’s agricultural system, with a broad perspective on agrochemical and seeds and their supply system.
  • Experience in donor-funded programs a plus.
  • Strong interpersonal, communications, and leadership skills.
  • Excellent adaptive problem-solver in challenging environment.
  • Excellent organizational skills and attention to detail.
  • Fluency in English and Amharic is required;
  • Proficient Microsoft Office user.

Position 2: Project Officer II – Cluster Coordiantor

Duty Station(s): Oromia – East Showa Zone

Required number: One

Accountability:

The cluster coordinator is accountable to support clusters with ACC prioritized interventions or projects across the value chain and ensure the interventions or projects contribute to increasing the level of farmers’ aggregation and adoption of improved production practices through effective delivery of the following KPIs:

  • Farmers know about and get registered in FPCs,
  • Land covered under FPCs/ACC with full package recommendations increased,
  • Volume of production and priority commodity productivity under FPC/ACC increased
  • Volume of marketable surplus under FPC & ACC woreda increased
  • Involvement of farmers in the bottom-up FPC plan preparation ensured,
  • ACC planning and M&E system integrated into respective zonal system and processes,
  • VCA forums are facilitated and conducted regularly,

Responsibilities:

Specific responsibilities for the cluster coordinator in the Cluster Development Project include, but not limited to:

  • Mainstream use of planning, program management and reporting processes and tools developed by the National and Regional cluster development teams and by other local stakeholders, to ensure effective decision-making,
  • Coordinate planning (including preparation and circulation of meeting agendas, presentation decks, and cluster reports) and facilitating of cluster commodity value chain alliance meetings and other activities within the cluster and its follow ups,
  • Ensure strong program management within the FPC/ACC through driving day to day coordination of interventions and reporting, verifying status and progress of interventions, proactively identifying issues and solution options, working with stakeholders to ensure effectively joint problem-solving,
  • Escalate issues and needs which cannot be addressed at the ACC level to regional director where appropriate, including support around coordination, resources, capacity-building, policy, and other systemic interventions,
  • Oversight and tracking of relevant ATI-owned interventions implemented by other ATI team,
  • Follow up woreda focal persons and VC members and report regularly on progress,
  • Coordinate DAs for periodic and yearly FPC assessment,
  • Ensure upward reporting meets needs for Regional and National stakeholders,
  • Record and document cluster level basic databases including cropping system and all agricultural data and information’s, any ATI intervention projects and ACC Woreda agricultural basic data
  • Engage on delivery of full package training for Zonal and woreda experts and DA’s in collaboration with Zonal and Woreda office of agriculture
  • Provide FPC technical support/backstopping, implementation monitoring and supervision in collaboration with Zonal and Woreda Agricultural office
  • Actively participate on clusters level monitoring
  • Organize learning field days for ACC/FPC participant farmers in collaboration with the Zonal Office of Agriculture 
  • Document best practices in collaboration with the Zonal Office of Agriculture and share to other areas
  • Facilitate market linkage platforms for FPCs with potential buyers to enhance contract farming/marketing

Other

The cluster coordinator is responsible for additional tasks assigned by the Regional Agricultural Commercialization Cluster (ACC) Program Director to meet the team’s functions.

Job Requirements

  • Minimum Master’s in Agronomy, Crop Science, Plant Science, Agriculture, Crop Protection, Plant Breeding, Irrigation Agronomy, Dryland Agriculture, Rural Development, Agribusiness, Agricultural Economics, and other relevant fields with four years of relevant experience.
  • The cluster coordinator is expected to have in-depth knowledge of agriculture and rural development, particularly on Agricultural policy and regulatory framework in Ethiopia
  • In-depth experience and knowhow of agricultural commercialization, agri-business / agro-industry, or industrial cluster or corridor initiatives in Ethiopia,
  • possess excellent stakeholder management skills including knowledge and understanding of various public and private stakeholder relationships in the ACC, extensive experience in facilitating dialogue with them,
  • strong knowledge and skill on identifying and problem-solving challenges to agricultural value chain development, as well as best practice program and project management approaches and monitoring and evaluation activities,
  • understanding of the private sector, commercial farming, market-based programming experience with a particular focus on smallholder farmers,
  • Excellent oral and written communication skills, with a highly collaborative working style
  • Experience in working within multicultural teams
  • Excellent analytical and problem-solving skills
  • Fluency in English and the local language of the working places are essential. Knowledge of Amharic language is a plus.

Position 3: Senior Technical Expert I – Planning, Monitoring, Learning & Reporting

Duty Station(s): Oromia National Regional State Bureau of Agriculture

POSITION SUMMARY:

ATI is currently in the process of launching a regional supporting modality in Oromia National Regional State Bureau of Agriculture to directly support them on their work on the Agriculture Commercialization Cluster (ACC) and the Transformation Agenda Deliverables (TAD) and other ATI projects. This support will play a critical role in accelerating the execution of development initiatives in the region. This supporting modality will be jointly overseen by the Regional BoA and ATI management.

The supporting modality will be active in several key areas:

Support enhanced planning, project management and reporting to track and report on the progress of priority activities.

Support the development of robust targets plans and budgets by initiative owners.

Support execution and day-to-day project and activity management of the regional prioritized initiatives.

Support proactive identification of key issues in specific activities or overall initiatives, analytical and technical problem-solving on these issues, and escalation for senior decision-making.

Provide an independent view of the progress being made in key priority areas.

Ensure staff catalyzes a transformational mindset as opposed to status quo mode of operation.

Provide timely reporting support to the Regional BoA Head and the reporting lines.

Provide light analytical problem-solving support to senior leadership on high priority requests, such as analysis of trends, strategic planning, or policy analysis.

Facilitate provision of or directly provide technical advisory and input, contributing to ToRs, concepts notes, studies and workshops and develop training materials on specific topics.

Support linkage and coordination across key regional implementors on priority areas supported by the Delivery Unit.

Support to create coordination between MoA and the Regional BoA for the follow-up and coordination of ‘Transformation Initiatives’.

The Project Management Specialist is responsible for overseeing the management, development, implementation, monitoring, and reporting of the regional initiatives. He/she will be responsible to coordinate and oversee the implementation of the regional initiatives as well as manage the TADs. The Project Management Specialist is expected to have the technical expertise and to provide thematic advice and support to the implementation of the regional initiatives and TADs against mutually agreed targets and performance indicators, monitoring the programme financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing, and developing partnerships and leading knowledge management efforts.

ACCOUNTABILITY:

The project management specialist is expected to deliver the following functions.

1)      Operational Management and Implementation of the Regional initiatives. 

2)      Policy support and substantive support on regional priorities.

3)      Light analytical support.

Responsibilities

Responsibilities for the project management specialist include, but not limited to: –

Operational management and Implementation of the regional initiatives:

  • Introduce, implement, and enhance Project Management systems
  • Support the regional office to enhance the successful delivery of the regional sector initiatives & TADs in the Region
  • Lead project identification and design in the region
  • Support project Set Up (Establish the Project Governance Structure, officially authorize the start of the project and communicate the project launch)
  • Builds the capacity of staff of the region with respect to project management.
  • Facilitate end-of-project transition
  • Leads the monitoring of the performance of all projects that are implemented in the region.
  • Ensure mainstreaming CCI issues in all projects and report accordingly.
  • Ensure projects are implemented in alignment with government procedures and regulations.
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans.
  • Take forward day to day planning, implementation and monitoring aspects of the project operations and personnel.
  • Organize quarterly progress, mid-year and annual reviews.
  • Support the timely preparation and quality control of all substantive technical reports, briefs and required documents, including donor reports.
  • Manage program quality control and identification of potential challenges.
  • Identify, build and manage relationships with regional partners.
  • Organize the Project Board meetings on the status of the implementation of the projects.

Policy support and substantive support on regional priorities.

  • Develop strategies and plans to provide clear direction to all concerned teams of the initiatives.
  • Provide strategic guidance, help solve problems, manage, and review progress and performance to ensure the intended impact.
  • Perform results-focused stakeholder management to build collaborative relationships with key internal, federal, and regional stakeholders.
  • Contribute to the negotiations in establishing such partnerships, drafting of agreements and monitoring their implementation.

 Light analytical support.

  • Conduct analysis of data, case evidence and research findings to distill relevant lessons from projects and programs to support policy development.
  • Provide technical expertise on content development for regional knowledge products through the analysis of data, case evidence, and research findings to the standards.
  • Participate in developing concept note, and proposal for resource mobilization.

Others

The Regional project management specialist is also responsible for additional tasks/assignments given by the Senior Advisor and Regional Bureau Head.

Job Requirements

  • MBA/MSC in project management, management, agricultural economics, business administration, economics, agricultural science, Natural resource, public administration, and other relevant field of study.
  • At least six years of work experience with a proven track record of project management and project team experience working with regional organizations, national government, private sectors, CSOs, NGOs, and other key stakeholders.
  • Experience in guiding and supervising multi-disciplinary project teams;
  • Experience in leading communication efforts of programs entity with a special focus on the agricultural sector
  • Ability to plan, organize, and control resources, procedures, and protocols to achieve specific goals.
  • Ability to capture, develop, share, and effectively use information and knowledge.
  • Strong understanding of public and development sector issues and organizational culture, and ability to effectively liaise with senior and mid-level leadership in government organizations.
  • Understanding of the Agricultural Sector and its various challenges and possibilities with a broad perspective on how the entire system operates and how public, private and non-government organizations operate.
  • Good experience of working at regional government offices and civil society or private sector sectors.
  • Self-starter with strong motivation, vision, ownership, and commitment to drive delivery.
