Position 1: Project Officer II- Agricultural Trade & Investment Promotion (ATIP)
Duty Station(s): Addis Ababa

ACCOUNTABILITY:
The ATIP Project Officer is accountable for the effective delivery of the project across all ATI regions. They are accountable for ensuring that ATIP project contributes to strengthening Marketing Systems, Information, and Linkages through effective delivery of the following KPIs:
- Manage the conversion of key investment opportunities by supporting the Senior Project Officer and Director in the direction and management of the program
- Enhance market linkages to create sustainable off-take from ACC farmers
- Enhance market infrastructure, promotion, and linkage of stakeholders
- Conduct studies and assessments on challenges around access to Market
- Timely completion of integrated-VC targets
- Assist the Team Leader in compiling and assessing dATI and reports in order to ensure internal alignment on ATIP project implementation.
RESPONSIBILITIES:
Responsibilities of Project Officer for ATIP include, but are not limited to:
- Implement the Market Linkage strategy in order to ensure the intended impact of the VC Segment interventions and projects.
- Ensure realistic aggregated project plans, in line with ATI’s priorities, are developed for Market Linkages segment
- Work with regional ATI offices to identify Surplus supply and facilitate engagement of SMF with Agro-procesors and/or institutional tradres
- Develop and maintain collaboration mechanisms with government and non- government actors at international, Federal and regional levels.
- Promoting alignment and facilitating investment processes for increased private-sector participation in agribusiness
- Establishing and building ongoing relationships and tracking interested investors via the Investor Relationship Management (IRM) tool
- Working with agribusiness investors and partners to problem-solve in real-time to overcome key challenges in operationalizing investments
- Identifying issues and risks related to investment conversion in a timely manner and suggesting appropriate mitigation measures/ recourse
- Exchanging and analyzing relevant agribusiness information that helps to enhance investment flows and/or address issues timely.
- Assist the Senior Project Officer in results-focused stakeholder management in order to build collaborative relationships with key internal, Federal, and Regional stakeholders
- Create opportunities for and/or participate in trade fairs, create domestic and international market linkage opportunities for ATI’s priority crops and other commodities
- Source investors, identify potential international markets and build relationships through inward and outward trade missions in collaboration with relevant governmental, private, and international partners
- Conduct joint business/investment attraction platforms with a multitude of governmental and private sector actors
- Assist the Senior Project Officer in compiling and assessing dATI and reports in order to ensure internal alignment on ATIP project implementation
- Assist in the preparation of all performance reports as required by the Market Linkages Director to problem solve for implementation issues, to make strategic decisions, to develop solutions, etc.
- Ensure the utilization of standard dATI collection processes, tools and requirements; work with the Performance Management Unit to ensure project progress is captured robustly
Other
- The Project Officer is responsible for additional interventions assigned by the Senior Project Officer of ATIP and the Director of Market Linkages to implement ATIP team functions
Job Requirements
- The Project Officer is expected to have a strong understanding of Ethiopia’s agricultural system, and specifically:
- Master’s degree in marketing management, Management, Agricultural Economics, Business Administration, or another relevant subject;
- At least 4 years of hands-on experience in the field of marketing, International Trade, Investment Promotion preferably in the agriculture sector.
- Deep understanding of the private sector and investor perspectives, as well as the ability to ‘speak the language’ of commercial and private sector investors
- Excellent stakeholder management skills including thorough knowledge and understanding of various regional, federal, and private sector actors
- Excellent analytical, problem-solving, leadership, and ATI-gathering skills
- Extensive experience in facilitating dialogue with relevant public and private stakeholders
- Previous experience working with the private sector in areas of sales, promotion, brand management, advertising and communication
Position 2: Senior Project Officer I-Digital Agriculture Extension Advisory Service (DAEAS) Term

POSITION SUMMARY:
The Senior Project Officer will be responsible for the implementation of the digital agriculture Advisory Service roadmap interventions. These include managing the design and implementation of the comprehensive Farmer Production Cluster (FPC) Digitalization Platform, with a focus on farmer profile, and maintaining the platform for monitoring on and off farm activities in the FPC. The SPO will also be in charge of introducing various tools that might be utilized for up skilling and supporting smallholder farmers (SHFs) and development agents (DAs) in around of the FPCs. These include the development and implementation of the DA Digital training Platform, the setting up of Internet kiosks at FTCs and nearby facilities, and the development of digital and financial literacy training platform for SHFs.
MAJOR DUTIES AND RESPONSIBILITIES
- Lead the designing and development of the FPC Comprehensive Digitalization System
- Identify critical system gaps and important requirements for developing the Comprehensive Digitalization platform
- Identify and obtain stakeholder acceptance on Farmer Profiling parameters o Analyze the requirements to precisely define and capture the needs of all stakeholders
- Oversee the design of the FPC Digitalization Platform
- Handle the identification of the IT service provider for introducing the platform
- Manage the development of Web and mobile-based applications with data collecting, processing, and reporting modules.
- Assist the Digital Agri Project team lead in establishing the project by the supporting the recruitment of casual and fized term project staffs
- Deploy the digital platform by managing the procurement of the required hardware, Telecom infrastructure and connectivity
- Managing the FPC Digitalization Platform testing, implementation, and operationalization around the FPC program.
- Enrich the farmer profile by conducting phone survey, survey, by partnering with relevant stakeholders, partners and digital platforms
- Update the farmer profile in the FPC digitalization platform and integrate with internal digital tools such as 8028 Farmer profile, e-vochur system
- Support the Implementation of various tools for supporting and upskilling the Development Agents (DAs) and smallholder farmers (SHFs) in FPC program
- Manage the development of a digital training platform for DAs
- Select, design and develop contents for the training platform
- Launching and facilitating the training
- Support the Identification, selection of Farmer Training Centers (FTCs) and entrepreneurs, and pilot the internet kiosk in the FPC program
- Lead the design and development of the Digital and Financial literacy training for SHFs
- Pilot the digital and financial literacy training for smallholder farmers via the existing the digital platforms such as 8028 Farmer Hotline.
- Produce quarterly and annual plans, as well as technical project documents and reports on a regular basis.
- Performs other duties as required.
Job Requirements:
- Master’s degree in Computer Science, Information Systems, Remote Sensing and Geographic Information Systems (GIS), and other related fields
- At least 6 years for master’s in Project implementation and Management, Implementing digital tools, software, GIS, Remote Sensing, Data Analysis, Information Management, administering databases.
- Experience in identifying requirements for designing the digital platform which can address the users’s
- Proven experience in leading the designing, development of web and mobile applications, GIS, Remote Sensing, Data Analysis, Information Management, Drone Mapping, Web GIS, and Project Management
- Knowledge of multiple front-end languages and libraries (e.g. HTML/ CSS, JavaScript, XML, jQuery)
- Knowledge of multiple back-end languages (e.g. C#, Java, Python) and JavaScript frameworks (e.g. Angular, React, Node.js, and others related tools)
- Expert in designing and developing data collection tools or applications specifically using ODK and other related technologies
- Familiarity with databases (e.g. MySQL, MongoDB), web servers (e.g. Apache) and UI/UX design
- Experience in implementing the digital platforms in the rural communities and in the agriculture sector
- Great attention to detail, Organizational skills, An analytical mind
- Excellent communication (Oral and Written) and teamwork skills
- Fluency in English and Amharic is essential.
