Position 1: Senior Learning, Design and Measurement (LDM) Manager
JOB SUMMARY
The purpose of the Senior Learning, Design and Measurement (LDM) Manager is to provide technical leadership for CARE Ethiopia FWS portfolio. S/he will be responsible for the design and maintain the M&E systems for individual projects within the FWS unit. a portfolio of projects or one specific large project. S/he will lead the design the M&E systems of the sector and/or individual projects in line with the organization and the donors’ requirements. The position leads/guides and in certain circumstances manages a team of LDM staff working for different projects. She/he provides technical backstopping, training in the areas of LDM and knowledge management and coaches and mentors his/her team members. The position holder will work closely with the technical advisors of the relevant sector units and PQL unit to ensure the cross fertilization of learning among different units, pulling information required from projects relevant to document centrally, organize capacity building trainings to staff, take assignments as a team, etc. With the guidance and coordination from PQL staff, this position will contribute to establishing and maintaining the LDM system of the CARE Ethiopia programs (CFIRW/PSAG/RPUFY) and at a CO level will be responsible to provide data for all Global Program data managed by the Impact Measurement Advisor in PQL. This position will be supervised by the Senior Program Manager. This position focuses on impact and outcome data.
EDUCATION
Required:
B.A. Degree in Social Sciences, Management Information Systems, Statistics or equivalent combination of education and work experience
Desired:
M.A. Degree in Social Sciences, Management Information Systems, Development Studies, or related.
B EXPERIENCE:
Required:
5 years of relevant work experience with first Degree and 4 years of relevant work experience plus post graduate degree in DM&E, MIS, needs assessment, baseline surveys, regular progress monitoring, project evaluation and reporting writing.
Desired:
NGO experience
C TECHNICAL SKILLS
Required:
Computer skills (Word processing, database management); data analysis
Excellent written and verbal communication in English Language
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainable development.
Desired:
Knowledge of statistical software like SPSS and experience in database development applying common software like MS Access.

V CONTACTS/KEY RELATIONSHIPS
The Senior LDM Manager is expected to establish and maintain good relations with partners, counterpart GOs and NGOs. S/he will also work closely with the Program Coordinator, Senior Program Manager, Program Managers, Project Managers, other CARE LDM staff and other related staff.
VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
This position is in Addis Ababa and requires 35% of travel to field offices.

Position 2: Finance Officer
JOB SUMMARY:
The Finance Officer is responsible to make sure that payment requests are in compliance with CARE Ethiopia’s Policy and Procedure, maintains the financial policy and regulation, assign proper Fund/Account cods for projects expense, maintain registering books, file and properly keep financial documents and reports, preparing payment vouchers, and processing disbursements. He/She is responsible for the collection of cash/check from Travel/Project advance settlement, and others. She/he makes a follow that cash receipt invoices for all collections and deposits the same in the respective bank accounts. She/he also files financial documents, stamps paid mark on all invoices and issues checks to customers, vendors and staff, registers all checks sequentially on cash register book.
She/he verifies all source documents for proper approval and documentation. She/he provides effective and efficient support and advice to the Program Mangers, Project/Initiative Managers, and other team members as required.
EDUCATION
Required:
BA degree in Accounting.
Desired:
Training on Computerized Accounting
B) Experience
Required:
Three (3) years of relevant experience in first degree or 2 years of relevant working plus post graduate degree experience in related position
Desired:
Experience in the NGO sector.
C) TECHNICAL SKILLS
Required:
- Proficiency in computer (Word, Excel & Access);
- Good knowledge of written and spoken English;
- Managerial and supervisory skill;
- Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development.
Desired:
Skill in the use of People soft wear software.
D) Competencies

The Finance Officer’s decisions are prime in terms of the daily functioning and operation of the Unit in planning, managing, coordinating the works of the unit. Her/his decisions are contributory in terms of the FO’s long-term development focus and organizational policies and procedures.
V) CONTACTS/KEY RELATIONSHIPS
The incumbent is required to closely work with Supervisors, Program Managers, Project/Initiative Managers, Project Officers and other staffs at the Operational Office. She/he is also required to cooperate with bank, government tax authorities etc. in the operational area.
VI WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
The incumbent is based at the Field/Project Office and is expected to travel 50% of her/his time to visit sites.

Position 3: Admin Officer (Maternity Cover)
Job Summary
The purpose of this position is to oversee the day-to-day coordination and provision of administrative services to the head office, the field offices, and external guests. The post holder is required to ensure that administrative services for local and international air travels are effectively provided and related invoices from travel agents are timely followed up, reconciled and paid. She/he is also responsible to coordinate with Program Admin Assistants for the timely provision of hotel booking services and events management.
S/he is also required to maintain records of property of CARE Ethiopia (including field offices) and complete on the periodic reconciliation and reporting of all property matters. The post holder is also responsible for global and local insurance of all CARE Ethiopia properties.
Qualifications
Required:
- Degree in Business Administration or equivalent combination of education and work experience
- 3-5 years of previous experience in a similar field.
Desired:
- NGO experience
- Good communication and presentation skills
- Well organized and ability to act in a professional and ethical manner
- Good skills in computer applications
- Knowledge of PEOPLESOFT or similar software.
