For nearly 60 years, CRS has taken the lead in responding to natural and man-made disasters affecting Ethiopia’s most vulnerable communities. Moving beyond emergency response, CRS’ disaster mitigation and recovery projects in drought and flood-prone areas have rebuilt individual and community assets through non-food aid in the form of agriculture, livestock, health, nutrition, and water and sanitation assistance. CRS’s humanitarian work in Ethiopia also provides livelihoods support to farmers and entrepreneurs, promotes equality and inclusion, and mitigates the impact of COVID-19.

Catholic Relief Services – CRS would like to invites competent and interested candidates for the following positions.

Position 1: Technical Advisor I – Peacebuilding

Job Summary:

 You will be based in Mekele and you will technically lead CRS peacebuilding activities and support partners. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities:

Support the implementation of CRS Ethiopia peacebuilding activities throughout the project cycle in line with CRS program quality principles and standards, donor requirements, and good practices.

  • Develop tools and activities on build peacebuilding, conflict prevention and conflict resolution for different groups in the community.
  • Conduct conflict analysis and peacebuilding needs of communities in CRS intervention areas as may be required.
  • Support in the preparation and training of staff from CRS and partners on Trauma Informed Care, PFA, PSEA and GBV, and Conflict Sensitivity.
  • Support the provision of individual and Group PSS Services and follow up the cascading of knowledge to community members.
  • Ensure that youth are engaged in peacebuilding and bring a positive impact on the broader community.
  • Support the National Peacebuilding Network’s Northern Taskforce.
  • Support the preparation of high-quality reports as needed by the local government, donors, the region or headquarters.
  • Support in the development of concept notes and proposals for peacebuilding projects.
  • Identify capacity building needs and provide peacebuilding training as required for staff, beneficiaries, and partners.
  • Ensure the proper utilization of the project budget as per the DIP in line with CRS and donor financial guideline and procedure.
  • Develop/adopt standardized peacebuilding curriculum for the different target audiences in collaboration with partners.
  • Ensure the creation of strong partnership with the government Universities, local partners and other organizations involved in peace building activities.
  • Enhance cross-learning across the different sectors through review reflections, and partner meetings.
  • Support the communications team to identify and develop solid success stories, write-up of lessons learned and human-interest pieces.
  • Closely work with protection and safeguarding team in creating the required linkage between social cohesion and protection activities.

Typical Background, Experience & Requirements:

  • Master’s degree in Conflict Studies, Political Sciences and International Relations, Law, Social Sciences
  • Minimum of five (5) years of relevant work experience on peacebuilding programs, other related fields
  • Experience and skills in networking and relations with donors, government, other peer organizations
  • Fluency in English, Tigrigna, and Amharic languages
  • Able to work on a high level with Word, Power Point, and Excel
  • A previous experience in an international NGOs is a strong advantage

  • Demonstrated ability to work in a team-oriented environment with good interpersonal skills
  • Observation, active listening and analysis skills with ability to make sound judgment
  • Good relationship management skills and the ability to work closely with local partners and community members
  • Attention to details, accuracy and timeliness in executing assigned responsibilities

Required/Desired Foreign Language: English

Travel required (50% field travel as per the demand)

Position 2: ASPIRE Professional Development Program – Female Applicants Only

Primary Responsibilities

Under the supervision of an experienced staff member and in collaboration with CRS partners, the ASPIRE participant will support programming and operations as follows:

Project Management

  • Support implementation of current projects (e.g. participate in planning/review workshops, support activity implementation in the field)
  • Support appropriate management of cash and in-kind resources (e.g. monitor/analyze spending on project budgets, prepare cash forecasts, participate in financial reporting to donors, support commodity management).
  • Support timely and accurate reporting (e.g. review/synthesize data to report on project indicators, draft/edit narrative reports).
  • Support communication-related activities for country program and projects (e.g. draft program summaries, annual reports, partnership newsletters, social media content and webpage updates).

Project Design and Proposal Development

  • Support project design (e.g. participate in needs assessments and problem identification, stakeholder analysis, development of concept notes)
  • Support proposal development (e.g. participate in design workshops, draft sections of technical narratives and budgets, package/edit proposals for submission).
  • Monitoring, Evaluation, Accountability and Learning (MEAL)

Support MEAL activities in:

  • Project design (e.g. support data collection, needs assessments, gender analysis, gap analysis, development of results frameworks, Proframes, theories of change, evaluation plans, performance management plans).
  • Project start-up (e.g. support baseline assessments, development of MEAL manuals and accountability mechanisms)
  • Project implementation (e.g. prepare survey instruments using ICT4D, support collection of monitoring data, prepare donor reports, organize learning events, document learning)
  • Project close-out (e.g. draft final reports, support final evaluations and knowledge management activities).

Partnership & Capacity Strengthening

Support CRS partners with project management, project design and MEAL

Support partnership strengthening and capacity building (e.g. participate in partnership reflection workshops, partner assessments and monitoring visits).

Finance, Supply Chain, HR, Compliance

  • Support strong financial management by analyzing budgets, monitoring & forecasting spending, reviewing supporting documentation for financial transactions by CRS and sub-recipients.
  • Support supply chain and procurement by assisting with inventory counts, data collection, bid analysis and vendor selection, contracting, receipt and warehousing of goods.
  • Support human resources by preparing job descriptions, reviewing applications/shortlisting candidates.
  • Support audit and compliance by reviewing internal controls, systems for fraud prevention, studying CRS policies and donor regulations.
  • Support staff safety by reviewing security protocols and manuals, updating as needed.

Internal: CRS Country Representative, Head of Programming, Head of Operations, Program Managers, Finance, Supply Chain and HR staff

External: CRS partner organizations

Job Requirements

Required Qualifications

  • Bachelor degree in related field
  • Graduated within 24 months of program start date (degree conferred between Oct 2021 – Oct 2023)
  • 3 – 24 months of related work experience (internships, volunteering, or paid work)
  • Excellent speaking and writing skills in English
  • Citizen of Ethiopia
  • Willingness to travel (up to 25% of the time)
  • Willing to be based in field offices during and after program
  • Excels in collaborative, multicultural environment
  • Strong analytical, problem-solving and research skills
  • Agile, proactive, results-oriented
