Catholic Relief Services – CRS would like to invites competent and interested candidates for the following Positions.

Position 1: Senior Project Officer – Youth

Job Summary:

 Under the direct supervision of the Technical Advisor- Disability Inclusion and youth, the job holder provides support on a range of program design and implementation related to youth and inclusion in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices. He/she will assist CRS country program and JEOP team in our effort to advance the delivery of high-quality programming to the poor and vulnerable and provide technical and professional advice to improve effectiveness, adaptability, and innovation across CRS’ programming.

 Roles and Key Responsibilities:

Provide technical support on the implementation of JEOP project- youth and disability inclusive activities as outlined in the detailed JEOP 2.O implementation plan in line with CRS program quality principles and standards, USAID requirements, and good practices.

Closely work with CRS Social Behavioral Change team to develop comprehensive behavioral change                                        strategies and plans around youth engagement on JEOP with a Do No Harm lens.

Support JEOP’s MEAL team to include youth perspective in research, mid-term and end line evaluations and mainstream sex, age and disability disaggregated sensitive indicators into the MEAL framework. Contribute to developing indicators, milestones and plans, and lead reporting on all indicators for youth integration, and program progress.

Provide dynamic support and team coordination to JEOP’s youth and inclusion activities, including support in integration and empowerment and build knowledge and technical capacity to implement and monitor youth engagement programming.

Collect and analyze program data, capture, and share lessons learned and best practices to facilitate improvements in decision-making and contribute to a youth learning agenda.

Assist the Technical Advisor to coordinate working relationships with all local project stakeholders and JEOP partners  and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

Supervise and perform ad-hoc inspections of various JEOP processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.

Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.

Coordinate provision of any logistical and administrative support to staff and partners.

Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

 Ensure project documentation for JEOP youth and disability inclusive activities is complete with all required documents and is filed per agency and USAID requirements. Assist with preparation of trends analysis reports and documentation of case studies and good practices.

Job Requirements

Basic Qualifications

BA Degree in Social Work, Sociology, International Relations, Public Health.

Minimum of four years of relevant work experience in inclusion programming with progressive responsibilities with an NGO. Experience in youth focused/ inclusion program would be a plus.

Knowledge of technical principles and concepts in youth.

Knowledge of capacity strengthening best practices.

Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Ability to draft reports, communications materials, detailed implementation plans.

Knowledge, Skills and Abilities

 Analysis and problem-solving skills with ability to make sound judgment

Good relationship management skills and the ability to work closely with local partners and youth

Proactive, results-oriented and service-oriented

Attention to details, accuracy, and timeliness in executing assigned responsibilities

 Preferred Qualifications

Experience working with youth, people with disabilities, partners, participatory action planning and community engagement.

Experience monitoring projects and data collection for youth engagement.

 Required Languages – Strong written and verbal communication skills in English and Amharic. Other Ethiopian national languages is a plus.

 Travel – Must be willing and able to travel up to 25-50 % by road and air across Amhara, Oromia, SNNPR, Sidama, Dire Dawa City Administration and Tigray.

Position 2: Program Manager II – Senior Market Systems Specialist

Roles and Key Responsibilities:

  • Manage the innovation and business acceleration fund (IBAF) – review proposals and develop market-based approaches that engage private sector development.
  • Lead the market systems development approaches providing direct support for activities related to upgrading targeted crops and forage production and value addition and marketing.
  • Facilitate strategies and partnerships that strengthen linkages between crop and forage seed market actors and forage and livestock value chain. This will include input suppliers, commercial/smallholder farmers, cooperatives, traders, aggregators, processors, and distributors to drive efficiency and sustainability in targeted crop and forage seed value chains.
  • Monitor and facilitate dialogues along the marketing value chain of targeted crop and forage seeds and forage-based products.
  • Identify and cultivate new opportunities that strengthen market linkages across the targeted crop and forage value chain.
  • Work closely with private sector actors to identify new business models for forage processing with a focus on establishing new business models to de-risk and co-invest with the private business sector to develop new forage feed products to support livestock fattening and marketing.
  • Develop and conduct market analysis including RoR (rate of return) and cost-benefit analysis to facilitate private sector engagement and assess Investment returns.
  • Conduct periodic market systems analyses, to generate a deeper understanding of market actor, including private sector functions, behaviors, incentives, dynamics, opportunities and develop pilots and approaches to support the establishment and expansion of the private business sector in targeted crop and forage chain.
  • Lead the implementation of high impactful activities to support targeted crops and forage and livestock market actors to enable them to create job opportunities for youth and women across the value chain.
  • Ensure the project captures and responds to up-to-date information about market system developments and private sector engagement within targeted crop and forage and livestock market systems and global best practices for Markets Systems Development.
  • Identify opportunities for learning, research, and publications in the area of market systems development. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda.
  • Support the Technical Director, MEAL Manager and Chief of Party with data to support the development of evidence-based briefs for the Seed Activity learning agenda.
  • Train and provide mentoring to the teams working with him/under him to acquire knowledge and key tools in market systems development and private sector engagement and facilitation approach and works in field with the objectives to increase their capacities in program implementation effectiveness.
  • Build collaborative partnerships with consortium partners, sub-grantees, donors, local governments, and other stakeholders.
  • Coordinate market systems development activities on the ground with CIAT and other partners.

Typical Background, Experience & Requirements:

Education and Experience

  • MSc/MA or BA/BSc degree in Business Administration, Economics, Agricultural Economics, Rural Development or other relevant fields with preferable working experience in the seed sector.
  • Minimum of 5 years of work experience in the seed sector for MA/MSc or minimum of 8 years of work experience in the seed sector for BA/BSc. NGO experience is preferred.
  • Experience leading agricultural market systems development programs with a track record of effective private sector engagement. USG or other similar development project experience preferred.
  • Deep understanding of markets system development approaches and Economic & Markets Development facilitation including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating
  • Experience in working with livestock, crop production and financial market actors in the industry (public and private) actors and institutional stakeholders.
  • Knowledge of participatory analyses, action, and results processes.
  • Good experience in project management, preferably for grants from USAID.
  • Experience engaging with partner organizations.

Position 3: Technical Advisor II – Seed Systems Specialist

Roles and Key Responsibilities:

  • Lead identification of implementing and collaborating partners on the ground including public and private stakeholders at federal, regional, and local levels.
  • Lead activities to strengthen the capacity of target climate smart crops and forage seed multiplication and production.
  • Formulate and implement activities with emphasis on commercialization through awareness and demand creation and accelerated multiplication of EGS and certified seed to reach smallholder farmers to achieve impact at scale.
  • Provide technical support to Ethiopia Seed Activity partners in designing and implementing market responsive seed system to increase farmers’ access to improved crop and forage seed.
  • Work with extension and delivery systems to scale-up best models to improve access to seed by farmers who have not benefitted from improved seed.
  • Support activities as needed to strengthen digital seed production and marketing information network for target crops and forages.
  • Support as needed the development and adoption of Quality Declared Seed protocol/framework for targeted crops and forages seed production system.
  • Coordinate with ESA partners to develop sustainable production of breeders, pre-basic and basic seed of crop and forage varieties.
  • Closely work with public and private seed companies to increase certified seed production, field-based promotional activities, and adoption of improved varieties by the target communities.
  • Lead the development of approaches for promoting seed entrepreneurship amongst women and youth.
  • Provide technical support to public and private seed companies in specific areas such as seed business management including production (pre-basic and basic seed production) and marketing.
  • Organize meetings (technical and partner meetings), training (staff, partners, farmers), and workshops (seed marketing, annual review, and planning) as needed.
  • Engage local stakeholders (seed companies, NARS, NGOs, Farmer Organizations, Farmer Cooperatives and Private Sector) on strategies, policies, and research needed to address bottlenecks in crop and forage seed systems through workshops, briefs, and periodic physical engagements.
  • Closely work with gender advisor to ensure gender- and market-responsive seed systems interventions and extension approaches, including facilitating demonstration of new varieties to generate demand.
  • Identify opportunities for learning, research, and publications in the area of seed systems development. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda.
  • Support the Technical Director, MEAL Manager and Chief of Party with data to support the development of evidence-based briefs for the Seed Activity learning agenda.

Typical Background, Experience & Requirements:

Education and Experience

  • MSc/BSc degree in Seed science and technology, crop science, breeding, and any relevant field preferably with working experience in the seed sector.
  • Minimum of 5 years of work experience in the seed sector for MSc or minimum of 8 years of work experience in the seed sector for BSc.
  • Broad knowledge and experience in key components of the seed value chain including variety evaluation and release, seed production, seed quality assurance, and integrated seed system development.
  • Broad knowledge and experience in technical procedures, institutional arrangements, regulatory frameworks, and national seed policy for the development of a functional seed system.
  • Knowledge and experience in key components of the seed value chain including seed multiplication, seed quality assurance, seed marketing, and integrated seed system development.
  • Demonstrated experience working in seed sector development and in building public-private partnerships.

Knowledge, Skills and Abilities

  • Demonstrated skills in the facilitation of public-private partnerships.
  • Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
