Position 1: Project/Grant Accountant
Job Responsibilities:
- Organize and lead the management of project grant activities as outlined in the detailed implementation plan and approved annual budgets in line with CRS financial management and sub-recipient policies and standards, donor requirements, and good practices.
- Work with RFSA Partners to review and explain budget levels, timelines, allowability, etc. and plan quarterly/yearly expenditures. Process financial documents (advances and liquidations) submitted by RFSA Partners and verify that they are accurate and validated by support documentation.
- Ensure learning properly accompanies project grant activities throughout the project cycle. Support accountability through coordinating project evaluation activities regarding budgeting and compliance to CRS and USAID regulations and guiding partners in their efforts to reflect on project experiences. Analyze budget and expenditure implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and budget implementation schedules.
- Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize partners and promote project grant activities and impact.
- Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation in line with requested budgets and expenditure reports and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
- Support and coordinate capacity building and technical support activities (financial management and compliance) to ensure assigned project grant activities are implemented per CRS and donor financial and compliance guidelines and standards as well as managing risk.
- Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of spending analysis reports for CRS expenditures as well as those of Partners.
- Participate on the sub-recipient financial monitoring process to conduct regular monitoring on RFSA partners’ internal control system, support partners to develop internal control improvement plans and make a close follow up and support for the actual implementation of these plans.
- Coordinate provision of any logistical and administrative support to staff and partners.
Education and Experience:
- Bachelor’s Degree in Business Administration, Finance, Accounting, or other relevant field. Masters preferred.
- 2 years’ experience for 2nd Degree or 5 years for 1st Degree ideally in the field of Business Administration or Finance, with an NGO.
- Additional education may substitute for some experience.
- Experience working with partners, participatory action planning and community engagement.
- Staff supervision experience a plus.
- Experience monitoring projects and collecting relevant data.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
Personal Skills:
- Analysis and problem-solving skills with ability to make sound judgment.
- Good relationship management skills and the ability to work closely with local partners.
- Proactive, results-oriented, and service-oriented
- Attention to details, accuracy, and timeliness in executing assigned responsibilities.
Required/Desired Foreign Language
Good written and verbal communication skills in English and Afaan Oromo; ability to draft and edit reports is desired.
Written and verbal skills in Amharic a plus
Travel – Field travel up to 25% is required.

Position 2: Finance Officer
Job Responsibilities:
- Review and supporting documentation of financial transactions to ensure all required documents are accurate and complete.
- Help ensure maintenance of all data required for processing financial transactions for assigned accounts in the Insight financial accounting package.
- Record delegated financial transactions following appropriate authorizations. Review various accounts to detect irregularities.
- Help evaluate subrecipient financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions.
- Help in training field staff on Insight financial accounting system and ensure timely settlement of travel and procurement advances.
- Prepare delegated financial reports, as needed, and assist CO finance team to prepare financial reports.
- Help share information with subrecipients and staff on financial accounting policies and procedural compliance issues.
- Compile supporting documentation (liquidation/receipt package) to support processing of financial transactions. Communicate with staff, subrecipients, partners, suppliers to follow up on required documents.
- Give support to Field Admin assistant for handling payment by cheque/transfer payments in accordance with CRS payment guidelines and signatory of Admin Manager.
- Prepare tax payment payroll sheet, check against tax documents, and process payment.
- Review and verify withdrawals/transfers of cash from the bank to pay CRS suppliers or service providers
- Ensure Statutory payments like income tax, withholding tax and Pension are paid as per the government payment deadlines.
- Technically review and guide the work of Admin assistant and ensure all CRS financial procedures are followed.
Education and Experience:
- B.A. degree in Accounting, Finance, Economics, Business Administration strongly preferred. Courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
- Minimum of two years accounting experience, preferably with an international or local NGO, or a financial/banking institution.
- Familiarity the relevant public donors’ regulations a plus.
- Proficient in Excel and experience with Word and PowerPoint. Knowledge of Insight financial accounting package or similar financial reporting software a plus.
Personal Skills:
- Excellent analytical skills with ability to detect and report inconsistencies
- Excellent organizational skills with great attention to detail
- Ethical conduct in accordance with recognized professional and organizational codes of ethics
- Proactive, resourceful, solutions oriented and results-oriented
- Ability to work collaboratively
- Required/Desired Foreign Language
