Creative Associates International InC. Ethiopia Project Office would like to invites competent and interested candidates for the following positions.
Position 1: Finance Manager – Ethiopia Civic Engagement Activity
Position Summary:
The Finance Manager will be responsible to (1) ensure contractual requirements are met, based on USAID policies and procedures; (2) develop and implement financial procedures in compliance with Creative and USAID policies and procedures; (3) oversee procurement actions, activity execution, subcontracts and consulting agreements consistent with USAID and Creative procedures, (4) provide financial training and guidance to program staff and partners.
Reporting: This position reports to the Deputy Chief of Party
- Ensure that the project meets all USAID contractual requirements and ensure compliance with USAID policies and regulations.
- Provide financial oversight, including the maintenance and monitoring of the project budget.
- Manage financial systems, files, and maintain Creative’s online accounting system
- Liaise between Creative Associates’ field and headquarters offices regarding all program financial matters and all internal or external audit requests, as needed.
- Process payment (check) requests and wire transfer requests for payments to vendors in compliance with contract requirements.
- Review and process invoices and in-field fee payments in accordance with Creative accounting procedures and contract policies.
- Manage personnel and payroll office staff and procedures.
- Participate in ongoing analysis, forecasting and review of project expenses.
- Track the transfer of funds between headquarters and the field office and manage accounting and finance records of in-country expenses, including developing tracking and monitoring all financial project activities, and maintaining current project expense data.
- Prepare monthly field expense reports, and report monthly expenses to HQ Offices.
- Provide Chief of Party with project’s current financial status
- Provide financial management and systems training for project staff.
- Provide mentoring and support to field office accountants.
- Travel to field location(s) as necessary and provide oversight to field office financial systems and processes.
- Provide training and guidance to grantees, local partners, and beneficiaries, as needed
- Review and approve the financial close-out of program activities, and verify documentation and information is complete.

Job Requirements
- Minimum Bachelor’s degree in relevant field (finance, accounting, business, etc.) required; Master’s degree preferred.
- Minimum of six (6) years of relevant work experience.
- Experience managing the finances for a project of similar size.
- Demonstrated experience and understanding of USAID financial rules, regulations and reporting preferred.
- Experience with USAID project finances and budgeting (preferred) or similar work for other donors/U.S. Government agencies.

Position 2: Finance Assistant -Ethiopia Civic Engagement Activity
Position Summary:
The Finance Assistant will be responsible for applying accounting principles and procedures to analyze financial information, prepare accurate and timely financial reports and statements and ensure appropriate accounting control procedures.
Reporting: The Finance Assistant reports to the Finance Manager.
- Manages day to day finance operations, including implementing Creative and USAID policies, procedures and systems, reviewing accounts payable documents for proper accuracy and completeness, and liaising with bank on all banking issues.
- Completes donor financial reporting, track spending, and supports the Finance Manager.
- Provides updated monthly cost reports and draft quarterly financial reports and monthly ad hoc reports on financial status of project expenses and budget information.
- Manages the process of clearing bills, payments, and vouchers from the regional offices; and the transfer of project funds from the central account to field accounts.
- Works closely with the home office in Washington, DC to ensure timely reconciliation of monthly expense reports and respond to any inquiries they may have.
- Works closely with state accounts to complete the monthly closing of books.
- Checks the payments submitted by sub-grantees and vendors on daily basis.
- Enters data into Accounting Software on daily basis.

- Bachelors’ degree or professional qualifications in accounting, finance, business administration or related field.

Position 3: MEL Officer – Ethiopia Civic Engagement Activity
Position Summary:
The Monitoring Evaluation & Learning (MEL) Assistant supports all aspects of MEL efforts for the program under the supervision of the MEL Officer. In support of activity implementation, action-based research, and program learning, the MEL Officer will contribute to the incorporation of MEL throughout the Activity Cycle and assist with program-level evaluation.
Reporting: The MEL Assistant reports to the MEL Officer.
Primary Responsibilities:

- Responsible for contributing to reporting on all MEL activities, results, outcomes, and outputs to MEL Officer, MEL/CLA Director, and COP.
- Monitoring the implementation of all project field activities and reporting on their overall outcomes and results.

Position 5: ECEA – GESI & Youth Advisor
Position Summary:
The Gender Equity, Social Inclusion (GESI), and Youth Advisor leads the integration of GESI and youth empowerment within the Ethiopia Civic Engagement Activity and improves the quality and relevance of social inclusion including gender and youth in program activities. The GESI & Youth Advisor provides guidance on gender, social inclusion, and youth mainstreaming through project implementation and will take the lead on ensuring GESI/ youth policy and practice are inherent in all programmatic operations and activities.
Reporting: The GESI & Youth Advisor reports to the Program Director.
Expected Outcomes:
- The project’s youth empowerment strategy is implemented in compliance with the project work plan and client expectations;
- The project’s gender equality and social inclusion strategy is implemented in compliance with the project work plan and client expectations;
- The project meets or exceeds required GESI and youth indicators established in the Monitoring & Evaluation Plan (MEL Plan) and client reporting requirements; and
- The project successfully strengthens organizational capacity in project partners, government, and stakeholders to incorporate gender equality, social inclusion, and youth empowerment strategies and approaches that contribute to sustainability beyond the life of project.
- Responsibilities
- Contribute to the baseline GESI analysis during program start-up; working with project team and partners to co-design and implement a GESI strategy and GESI auditing tools.
- Conduct staff and partner capacity analysis and strengthening, to ensure that all staff are engaged and allied to work as one-team to support and mainstream youth empowerment and GESI.
- Facilitate youth and gender analysis and maintains ongoing monitoring and evaluation of gender focused initiatives and activities.
- Identify and engage relevant local stakeholders to support integrated youth and gender analysis and assist in socializing interventions.
- Provide oversight and contributions to the activities and grant development process that will ensure that the process is equitable, accessible, and inclusive to youth, minority, and women-owned and operated entities.
- Work with technical team and potential beneficiaries, partners and/or grantees to ensure that all programmatic capacity strengthening provided by the project exemplifies best practice in gender, youth, and inclusion.

Qualifications
- Strong background in and understanding of youth empowerment.
- Bachelor’s degree in social studies, women’s studies, international development, or a related field. master’s degree preferred.
- At least six (6) years demonstrated experience working with one or more of the following: youth and/or gender and social inclusion, preference for experience in all three areas.
- Demonstrated experience in developing and implementing GESI and youth empowerment plans in culturally, politically, and security sensitive environments.
- Youth, gender, social inclusion programming experience under donor-funded projects, preferred. USAID experience preferred.
- Experience and knowledge of issues related to women, youth, and social inclusion in the context of governance, conflict prevention, and resilience-building are required.
- Experience and knowledge of issues related to women, youth, and social inclusion in Ethiopia.

Position 6: IT Assistant – Ethiopia Civic Engagement Activity
Position Summary:
The IT Assistant will be responsible for providing technical support to all IT related issues for the project including but not limited to installation and testing of workstations, printers, client software, upgrades, and configuration.
Reporting: The IT Assistant reports to the Operations Manager.
Primary Responsibilities:
- Implement and document network operations, processes and procedures.
- Deploy and implement office network according to HQ specifications.
- Serve as the office Network Administrator.
- Identify and solve possible problems in the network.
- Install and configure computer hardware operating systems and applications.
- Ensure functionality of necessary office equipment and requisitioning new equipment and supplies as needed.
- Supervise installations performed by third parties such as cabling, Internet connection, etc.
- Supervise and follow-up on equipment maintenance performed by other contractors.
- Support and troubleshoot users in the office on their daily work.
- Implement and enforce security on the network and prevent misuse of the IT resources.
- Participate in writing IT office policy.
- Creating, updating, and maintaining records and databases of IT equipment.
- Responsible for IT inventory and assets; work closely with the operations and security manager and procurement team to monitor distribution and location of IT equipment by performing a yearly inventory check-up.

Position 7: Office Assistant – Ethiopia Civic Engagement Activity
Position Summary:
The Office Assistant is responsible for providing administrative, financial, and organizational support to the Ethiopia Civic Engagement Activity to ensure compliance with USAID rules and regulations as well as Creative’s policies and procedures.
Reporting: The Office Assistant reports to the Operations Manager.
Primary Responsibilities:
- Assist Operations Manager with managing daily administrative operations including contract administration, logistics, inventory, operations budgeting, and other activities of the project, maintaining compliance with USAID policies and Ethiopian Law.
- Ensure that administrative records and contracts are well-organized, maintained and updated.
- Maintain and inventory stock or office supplies in accordance with project budget.
- Maintain updated inventory list logs and additional documentation.
- Manage the visitor, mail, and delivery logs.
- Secure vendor invoices under the guidance of the Operations Manager.
- Prepare monthly payments of operations related services, ensuring adherence to operational budget.
- Prepare monthly cash request of operations department.
- Facilitate arrangements of approved events, workshops and filed trainings.
- Coordinate logistics for international staff member visits.
- Collaborate with all staff members to maintain a travel schedule for the office to be shared with all staff and HQ management (travel includes international and domestic travel).

Position Summary:
The Procurement Specialist will be responsible for reviewing overall procurement processes to ensure compliance with Creative policy and procedures, tracking procurement of goods and services through the procurement cycle, ensuring that adequate competition is achieved for procurements, providing regular procurement mentoring to project staff to support project implementation, and coordinating with Creative HQ Procurement.

Position 9: Communications/Outreach Manager
Position Summary:
The Communications/ Outreach Officer will provide strategic direction to, and support the design and dissemination of, a broad range of communications products that will inform a diverse group of program stakeholders on the work of the project. The Communications/Outreach Officer will be responsible for assigning and monitoring the work of communications-related contract staff and freelancers, and working closely with Creative’s Home Office Communications Unit in Washington D.C., to design and implement communications strategies, approaches and outreach materials and activities that effectively promote the program and results to an international and regional audience. The Communications/ Outreach Officer will be based in Addis Ababa and will work closely with the Creative Home Office team, with the responsibility to manage communications activities across all the project’s implementation locations.
Reporting: This position reports to the MEL/CLA Director.
Responsibilities
- Design and manage the implementation of a comprehensive communications strategy to create, build, and maintain the positive image of the project to stakeholders and the public;
- Incorporate required communications activities, outreach initiatives, and events into the project’s annual workplans to achieve the program’s internal and external communications goals;
- Review and revise communications products for external publication;
- Ensure compliance to the project’s Branding and Marking Plan;
- Support and manage the design and development of written, video and other communications materials and in-person activities that promote communication between the project and the USAID Mission, including project content suitable for dissemination on USAID channels;
- Support the editing, formatting and use of photos and graphics for USAID quarterly and annual progress reports and other major USAID-required project documents;
- Collaborate with the HQ Communications team on an as-needed basis to produce success stories, PowerPoint slides and other communications materials and tools for external-facing audiences; and
- Resolve and mediate communications difficulties and crises on an on-going basis.
- Manage the activity’s contractors and freelancers.
- Provide administrative and technical support to outside subcontractors and consultants (such as public relation firms, translators, photographers, videographers, etc.) who prepare communications products funded by the project to ensure quality of content and design and compliance with USAID branding and marking requirements;
- Liaise with the USAID mission’s communications team and participate in the USAID communication Community of Practice.
Writing and editing:
- Write and/or review assigned press releases, success stories, features and briefs, social media content, and content for USAID updates, newsletters and quarterly and annual reports; and
- Collaborate with HQ Communications to create and disseminate content through Creative’s channels.
- Edit quarterly and annual reports for USAID.
Outreach & events:
- Maintain strong relationships with public relation companies providing technical assistance for the project;
- Support the organizing of events, inaugurations, and webinars based on the needs of the project in collaboration with project staff, USAID, local governments, and other stakeholders; and
- Coordinate all communications aspects of in-person events and webinars, including promotion, program content for programs, registration materials and related items within the project and with USAID as appropriate.

Qualifications
- Bachelor’s degree in communications, marketing, journalism, public relations, or a related field is desired.
- Minimum of six years of professional experience.
- Minimum of four years of specific experience working in the communication sector (media, journalism, policy and behavior change).
- Willingness and ability to travel in Ethiopia.
- Good sense of communication and human relations.
