Position 1: Policy LINK – Administrative Assistant
Responsibilities
The Administrative Assistant will be responsible for the following:
- Perform receptionist duties: receiving and directing telephone calls and guests, email communications, and in-person inquiries to appropriate staff members; take and relay messages.
- Schedule and confirm appointments for clients, customers, or supervisors.
- Conduct searches to find needed information, using internet or any other sources.
- In coordination with other operations members, maintain administrative project files and documents.
- Under direction of supervisor, provide logistical support for project events and activities, coordinate conferences and meetings, and support arrangement of both in-house and external events.
- Support the Finance and Operations Coordinator as needed in the coordination and follow ups on all transportation logistics for staff and visits.
- Support consultants and project staff with administrative processes and requirements.
- Maintain petty cash fund and replenishment requirements under direction of supervisor, ensuring that all transactions are recorded on the petty cash log, and proper approval signatures are obtained.
- Other administrative and operational support as needed based on evolving project requirements.
Reporting
The Administrative Assistant will report to the Finance and Operations Coordinator.
Supervisory Responsibilities
The Administrative Assistant will not have any supervisory responsibilities

Qualifications
Education and Experience
- Bachelor’s degree preferred and 2+ years of administrative assistance experience, or an equivalent combination of education and experience.

- Previous experience working with international NGOs or donors, such as USAID-funded projects is preferable.
Skills

Position 2: Policy LINK – Regional Administrative & Logistics Coordinator
Responsibilities
- The Regional Administrative & Logistics Coordinator will be responsible for the following within the assigned Policy LINK regional office:
- Ensure that daily administrative support is provided to the program team;
- Handle routine administrative tasks, to include calls, mail, photocopying, maintaining updated program contact lists, keeping bulletin boards orderly, and electronic communications and routing messages and information to appropriate individuals;
- Create, update, and maintain organized files and records including a system for tracking, monitoring and prioritizing tasks;
- Organize, manage, and process official DAI correspondence and other project documents, including incoming, outgoing, and interoffice mail as per the project’s filing protocol/record map;
- Ensuring confidentiality of information and management records is guaranteed;
- Reserve conference room and assist arrange meetings, trainings and/or project events;
- Maintain log of office and communication supplies purchases and distributions to staff;
- Coordinate with Addis Ababa operations team to book and confirm all hotel reservations, and other travel arrangements for project staff and official visitors;
- Assist consultants visiting the project regional office, provide local information on transportation, lodging and any other accommodation as needed;
- Keep inventory up to date in required systems, ensure that asset labels/tags are affixed to all project inventory and conduct regular inventory audits;
- Update and maintain office calendar of events at the regional level and share with Addis Ababa-based team;
- Organize logistics for office meetings, including taking notes as needed;
- Manage the petty cash account, ensuring that all transactions are recorded on the petty cash log;
- Monitor petty cash account usage, reconciliation, and participate as required;
- Ensure that proper approval signatures are obtained and that both parties, Payer and Receiver, verify the cash amount of the transaction;
- Accurately record petty cash transactions daily and report disbursements weekly to Finance Manager;
- Submit procurement requisitions and support administrative requirements of procurement, working with the Addis Ababa Procurement and Subawards Manager as needed;
- Collect invoices and follow up with vendor for submission of CRV;
- Request advances and process per diem payment for participants for events within the assigned region.
- Responsible to reconcile and settle any advance taken within the allowed timeframe as per the Field Operations Manual.
- Coordinate with IT support in Addis Ababa to ensure that computer equipment is operational including Internet access, email, electronic filing, and retrieval system, etc.
- Share relevant security alerts with LINK staff and consultants traveling within the region and proactively feed security updates and issues to the Addis-based Security Focal Point
- Ensure all security protocols and requirements are followed within the respective region;
- Perform other duties as assigned.
Reporting
The Regional Administrative & Logistics Coordinator will report to the LINK/Ethiopia Regional Program Manager for the assigned region with a dotted coordination line to the Addis Ababa-based Program Manager, Activity Implementation.
Supervisory Responsibilities
- The Regional Administrative & Logistics Coordinator will not have any supervisory responsibilities.

Academic Qualifications
Education:
- Bachelor’s degree (or equivalent) in business management, administration or logistics / supply chain required;
Work Experience:
- A minimum of 6 years of administrative, logistics, and/or office management experience required
- Prior work experience in the respective region on donor-funded programs (USAID preferred);
- Preference for experience supporting fast-paced donor-funded programs focused on agriculture, value chains, digital tools, food security, or similar technical areas.
Skills:
Attention to detail;
- Ability to balance competing priorities and information shared by colleagues, policy and procedure manuals, stakeholders, etc.;
- Accuracy in working with large amount of data;
- Ability to respond effectively to time sensitive demands and inquires;

Position 3: Policy LINK Ethiopia, Regional Program Coordinator
Job Duties and Responsibilities:
- The Regional Program Coordinator is expected to work within activity teams, supporting the Regional Program Manager to implement and track progress on the regional work plan. S/he is expected to embody Policy LINK’s core purpose and principles, and ensure all decision-making is rooted in the purpose and principles. S/he will contribute to a learning environment in which personal and team growth is supported, with a shared understanding that the “team” always comes before the “individual.” Specific duties and responsibilities include:
- Actively engage in and contribute to the preparation of regional annual work plans, activity descriptions, concept notes and activity trackers.
- Participate in and in many cases lead the execution, monitoring, and follow up of program activities to ensure tasks and deliverables are implemented according to approved activity descriptions, work plans, budgets, principles and procedures, and other compliance requirements.
- Collaborate with Operations and Finance teams to organize and facilitate regional stakeholder engagement activities such as workshops, trainings, seminars, and dialogues. Tasks may include ensuring venue, required equipment, materials, managing RSVPs, and travels arrangements.
- Support and maintain effective networking, communication, and relationships with regional stakeholders on matters regarding program activity, expectations, logistics, deliverables, timelines, and compliance requirements.
- Support the Regional Program Manager in preparation of periodic performance reports, success stories and/or case studies.
- Ensure activity team minutes, resolutions, and action plans are compiled, shared and actions followed up.
- Ensure proper documentation of relevant program activities, data, and records, including accurate compilation of activity descriptions, work plans, tools, minutes, conference reports, M&E reports, and other activity records and materials required for MEL, financial and program compliance.
- In collaboration with the Regional Program Manager, collect event and activity related monitoring data (such as participant records) and share with MEL team. Provide quality assurance for event and activity specific data (cleaning, verifying) before sharing with MEL team.
- Perform any other duties as required in consultation with the Regional Program Manager and other C4FS staff.

Required Qualifications
Education
- Minimum bachelor’s degree in agriculture, Rural Development, Development Studies, Economics, and other food security related fields from a recognized university.
Work Experience
- Minimum six years of work experience in management and/or technical assistance on agricultural development, resilience, livelihood, and food security programs, preferably in international development organizations or private companies.
- Good understanding of resilience and humanitarian work, policy systems and programs, value chains, or market-based approaches in the agriculture and food security sectors in Ethiopia.
- Experience working with multiple stakeholder groups within a development program context
- Knowledge of the region of assignment (either Oromia, Amhara, or SNNPR-Sidama)
- Prior work experience on donor-funded agriculture and food security programs (USAID preferred).
- Demonstrated monitoring, data compilation, and report writing experience.
- Strong and demonstrated stakeholder management experience.
Skills

Position 4: Policy LINK Ethiopia – MEL Coordinator
Responsibilities
The MEL Coordinator is answerable to the MEL lead and will be responsible for the following:
- Provide support in developing, updating, and implementing a monitoring, evaluation and learning plan that aligns with the Activity’s overall goal and objectives.
- Collecting routine data on day-to-day basis and support cleaning and analyzing to track progress.
- Coordinate and work closely with national and sub national/regional activity staff as well as partners and stakeholders for timely data collection and reporting.
- Support uploading and entry of cleaned participant and other activity data into Policy LINK data systems (namely, Airtable) in a timely manner.
- Support the analysis and visualization of data in Airtable, powerbi and tableau softwares.
- Support in designing surveys and coordinate and conduct supervision of Activity surveys and assessments such as Institutional Architecture Assessment (IAA).
- Support in coding and analysis of qualitative and quantitative data using dedoose, powerbi and tableau or other applicable software as needed.
- Provide training and technical assistance to Activity staff in the overall MEL system, performance indicators, data collection tools and reporting.
- Travel to regions/sub national or other activity locations for data collection, verification, and supervision.
- Maintain quality of data through continuous/routine data quality control and periodic data quality assessments.
- Facilitate and proactively participate in learning sessions such as After-Action Reviews, Policy LINK learning events, and other Pause and Reflect sessions including activity performance review sessions and document lessons.
- Assist with the preparation of internal and external reports including bi-weekly and monthly updates and quarterly and annual progress reports.
- Support the MEL lead in Development Information Solution (DIS) reporting.
- Work directly with Activity teams and the Developmental Evaluation (DE) team on monthly Outcome Tracking activities.
- Work with and support the communication manager in collecting data for documenting best practices, success stories, activity highlights and other story telling.
- Support and be part of the Activity teams in annual activity work planning at regional and national levels
- Working closely with the activity team leaders, support the process of tracking activity deliverables to be uploaded to TAMIS.
- Work and respond to other demanding adhoc requests as assigned by the MEL lead.
Reporting
- The MEL Coordinator will report directly to the Activity MEL Lead. S/he will closely work with Activity staff at regional and national levels.
Supervisory Responsibilities
- The MEL coordinator will not have any supervisory responsibilities.

Education
- A bachelor’s degree in statistics, economics, international development, project management, monitoring and evaluation, demography, or other social science fields from a recognized academic institution.
- A master’s degree in a relevant field, such as international development, project management, management information system, or evaluation, could be an added advantage.
Work Experience
- A minimum of five years of proven experience in monitoring and evaluation or quantitative and qualitative research in an NGO or donor funded environment. Experience in the USAID MEL system will be an advantage.
- Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups discussion and key informant interviews.
- Demonstrated experience on data/database management using different software such as Microsoft excel, air table, dedoose, powerbi and tableau.
- Experience in partner and other third-party monitoring.
- Knowledge of CLA and experience in using M&E data for decision making, learning and adaptation.
- Experience in project management and understanding of project cycle management.
- Experience in providing capacity building to staff and partners
