DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

Position 1: Senior Business Development and Program Quality Manager- Re-Advertise
Vacancy Number: DCA-Eth/VA-021/2023
Position Objective
The position is to take the technical lead for DCA Ethiopia programme in terms of country programme development, resource mobilisation, organisational learning (MEAL), quality assurance and partnership development.
Purpose
- Responsible for the resource mobilisation to ensure sufficient growth of funding in line with the Country Programme. Ensure Quality program delivery by oversee MEAL activities and global commitments (Core Humanitarian Standards). Lead the capacity development support for DCA and partner staff ensuring that DCA Ethiopia humanitarian and development projects are designed and implemented with the required quality standards that will be determined by DCA commitment to accountability, innovativeness, learning, cross cutting issues and humanitarian standards while at the same time maintaining coherence between projects, DCA Ethiopian country programme and global strategy.
Engagement
- Lead the resource mobilisation and donor/stakeholder management in relation to fundraising. Lead proposal development for all funding opportunities relevant to DCA Ethiopia country program, including designing and drafting innovative, winning proposals, concepts notes, expression of interests and other documents in support of donor proposal submission.
- Build strong relations to donors and get donor intelligence ahead of calls. Take the lead in positioning DCA ET towards donors for funding opportunities.
- She/he will write sections of proposals that speak to our overall capabilities, while coordinating input from program technical team or support team members into proposals and budgets.
- Ensure quality and timely submission of back donor reports and DCA ET contribution to DCA Global Annual reports,
- Lead internal program audit and oversee project documents in PPD are uploaded as per global standards.
- Oversee DCA’s MEAL activities and adherence to CHS Lead the Country Program Results Framework and DCA ET contribution to Global Results Framework. Support in linking project indicators with country office and global indicators.
- Responsible to ensure that the organisation delivers on all internal M&E requirements in emergency and development programmes in a timely manner and with high quality information, including reporting on DCA global indicators and annual reports, total direct and indirect reach data
- Communicate top level learning / analysis reports and monitoring data to ensure that management can make informed decisions on a timely basis to scale up and face operational challenges.
- Build the capacity of DCA program staff in project management cycle based on the DCA PPM and PPD.
- Lead the drafting of DCA Partnership Management Manual/guideline and oversee the implementation.
Delivery
- Provide technical advice to ensure integration between projects, country programme and DCA global strategy.
- Responsible to Facilitate the evaluation of the DCA-ET Country Programme; technically support in the selection of the consultant to conduct the country programme evaluation and serve as the technical focal person for the evaluation process.
- Support the roll out of organisational learning framework across DCA and partner implemented projects.

Qualifications:
- Third Level qualification in a relevant discipline (Development Studies, DRR Management Agriculture and related field) from a recognized university.
- At least 10 years’ relevant experience, and at least 8 years in fundraising
- Adequate working knowledge of requirements and guidelines of donor.
- Good knowledge of project cycle management
- Excellent proposal and report writing skills, with close attention to detail.
- Proven track record of developing development and humanitarian program from key institutional donors: USAID, EU, ECHO, BPRM, Danida and others
- Practical experience in a both emergency and development contexts proposal development and MEAL, preferably with solid experience mainly on DCA priority sectors: Building resilient communities, emergency Food security and livelihood including Multipurpose Cash transfer, climate adaption, peace building and social cohesion, Women and youth empowerment and development, private sector engagement etc.

Position 2: MEAL Coordinator
Vacancy Number: DCA-Eth/VA-024/2023
Position Objective
The overall responsibility of the post is to coordinate and play leading role for the development of effective MEAL systems at field office level &lead field level MEAL and documentation system for evidence-based decision making and accountability.
Purpose
Manage data collection, analysis and interpretation to track project indicators; generate and communicate progress reports and human-interest stories; facilitate joint monitoring and learning forums; initiate and lead needs assessment, facilitate baseline and end-line survey, mid-term and terminal evaluations; provide technical guidance for DCA Gambella team on matters related to MEAL; and ensure adherence to international humanitarian standards.
Engagement
- Periodically track project outcomes/impact & oversee the appropriateness of methods used in attaining measurable results.
- Provide training (skills development) in planning, monitoring, evaluation and learnings to DCA and partner staffs.
- Lead, coordinate and facilitate collection, analysis and interpretation of baseline, post distribution monitoring, indicator tracking and end line data.
- Lead/facilitate the preparation of detailed implementation plans (DIP) and Indicators Performance Tracking Table (IPTT); and maintain them living document through periodic review and adjustment.
- Collect monthly and quarterly performance report from field- based project staff and monitor project progress and update team.
- Development of ToRs for needs assessments, mid-term, and terminal evaluations, monitoring and reporting guidelines etc.
- Support IT & database officer to generate and analyse data from the RedRose e-voucher system.
- Undertake monitoring field visits in the intervention areas (both for DCA direct implementation and partner-led projects), produce report and update the team based on the finding.
Delivery
- Develop effective MEAL plan for the projects.
- Lead/facilitate the preparation of detailed implementation plans (DIP) and Indicators Performance Tracking Tables (IPTT) and maintain them living document through periodic review and adjustment.
- Ensure that quality reports are submitted required by partners/donors and refugee coordination agencies on time and as per the requirements and guidelines of clients.
- Regularly monitor budget burn-rate) and proactively communicate to the team about status and risk of over and under expenditure.

Qualifications:
- Minimum of first Degree in statistics, economics, development studies or another related fields.
- BA, BSC, MA, MSC degree in similar fields and Six years of relevant experience with BA/BSC and four years relevant experience with MA/MSc
- Good knowledge of the refugee’s operations in Ethiopia; more specifically in Gambella
- Experience in working with NGOs/ humanitarian agencies.
- Excellent communication and Organization skills, judgement and tact and the ability to work both independently and as part of a team.
- Good report writing skills and manipulation of digital data collection and analysis packages.
- Good knowledge of the operational area is advantageous.

Position 3: Senior Humanitarian Program Manager (Re-Advertise)

Position Objective
The Senior Humanitarian manager, under the supervision of the Head of Programs, will lead on strategic planning, context analysis, technical advice, partnership management, assessment of programme proposals, monitor, coordinate, and manage the humanitarian portfolio of DCA Ethiopia both in refugee and affected host community contexts.
Purpose
The overall responsibility for all humanitarian projects and programmes. The position contributes to the humanitarian response capacity development of DCA Ethiopia through introducing new and innovative ways of working and better preparedness and contingency planning.
The position will provide technical support to all Area program and satellite field offices for effective planning and implementation of the projects.
Engagement
- Oversee the planning implementation, monitoring and evaluation of DCA’s Humanitarian programme.
- Establish and maintain formal and informal communication mechanisms with government, local partners, donors, and other stakeholders in the humanitarian sector.
- Represent DCA in different Humanitarian forums and clusters at national level or other coordinating fora such as Ethiopian Cash working group, Agricultural task forces (ATF), Emergency food cluster, Save the children lead ECHO cash consortium etc
- Facilitate the preparation of consortium level Memorandum of Understanding (MOU) as required and Cooperation Agreement and closely follow the implementation of these agreement.
- Maintain coordination and partnership with consortium member organizations and other DCA Humanitarian Programme implementing partners.
- Provide overall technical and capacity building support to DCA’s Humanitarian programme/project implementing partners.
- Technically support head of program, senior business development program managers in the identification of new business opportunities reflecting DCA Ethiopia humanitarian Strategy, and that all thematic areas are adequately resourced.
- Lead and coordinate new proposal development for DCA’s humanitarian portfolio and finalization to ensure quality and on-time submission.
- Compile regular update for Humanitarian Projects to DCA HO and donor as required.
Delivery
- Ensure proper project management, procurement, communication and visibility plans of Humanitarian Projects as per the requirement of the donor are prepared and followed.
- Consolidate timely and high-quality project progress report on quarterly, bi-annual, and annual bases and submit to DCA HQ and donor.
- Ensure technical quality of the humanitarian projects both at the planning and implementation stages.
- Collaborate with MEAL to ensure that monitoring & evaluation and accountability processes are in place and compliant with DCA MEAL benchmarks and ensuring that feedback is incorporated into programme design and learning disseminated.
- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
- Ensure humanitarian program budget utilization and establish systems to improve financial management and utilization of unit budgets per plans and commitments made to donors and government, and that appropriate revisions and adjustments are made as required.
- In Consultation with the HOP, develop strategic direction for the humanitarian programme.

Qualifications:
- Third Level qualification in a relevant discipline (Development Studies, DRR Management Agriculture and related field) from a recognized university.

- Understanding of the humanitarian system and of emergencies and refugee crisis in Ethiopia.
- Knowledge of humanitarian standards and principles and cross cutting issue.
- Adequate working knowledge of requirements and guidelines of donor, including EU/ECHO, BPRM, UNOCHA, and other key institutional and private donors.
- The candidate must demonstrate using examples of working in some DCA priority areas (Digital Multipurpose Cash Transfer, emergency food security and livelihood, triple nexus approach, climate resilience, gender and governance)
- Demonstrable experience (through examples) of financial analysis and budget management at a management level. Strong skills in monitoring program performance (both activities and finances) and able to advise, support and adjust to reach set goals, objectives and strategic aims.
- Good knowledge of project cycle management.
- The candidate must demonstrate using work-based examples of providing excellent interpersonal & communications skills, being persuasive, working in a team but also dealing effectively with people in external organisations; Excellent proposal and report writing skills, with close attention to detail.
- NGO experience highly desirable
