Danish Refugee Council would like to invites competent and interested candidates for the following positions.

Position 1: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Location: Afar Zone 2

Employment Category:  H2

Reporting To:  MEAL Manager

Salary: USD 540.00 to USD 656.00 based on you work experience and educational qualification

OVERALL PURPOSE OF THE ROLE:

The Monitoring, Evaluation, Accountability and Learning Officer will provide technical support to all projects and oversee all MEAL activities, including assisting project teams in defining indicators, developing data collection tools and data collection methodologies, leading data assessments and project audits, establish accountability systems and engage in capturing learnings in the Afar field office. The Officer will collaborate closely with the Addis Ababa-based MEAL Manager, Accountability Coordinator and program team to ensure compliance with DRC’s MEAL requirements and best practices.

Experience and technical competencies: (include years of experience)

A minimum of 3 years of MEAL experience within the humanitarian or NGO field.

Demonstrated experience translating log frames and results frameworks into monitoring plans, developing data collection tools and protocols, leading data collection and management process, designing and managing databases, and analyzing data.

Sound technical skills in CHS, accountability, and establishing functional CFM systems

Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis.

Excellent analytical, presentation, and report writing skills.

Experience using software applications such as Excel, Access, or statistics software such as SPSS, STATA.

Previous experience with electronic or mobile data collection.

EDUCATION: (include certificates, licenses, etc.)

University degree in statistics, economics, social sciences or related discipline.

LANGUAGE:

Excellent proficiency in written and spoken English and Amharic required;

Proficiency in local languages preferred

Position 2: HINGO Deputy Director

Salary: USD 2,466.00 – 2,999.00 per month which specific amount will be determined up on candidates experience and educational relevancy

Workplace: Addis Ababa with frequent travel to the field

OVERALL PURPOSE OF THE ROLE:

There are currently 74 INGOs members of the HINGO Forum, with operations throughout Ethiopia. The HINGO Forum Secretariat is currently composed of 4 dedicated staff ensuring appropriate information flow, INGO strategic representation, advocacy, coordination and support to the HINGO members. A Steering Committee composed of 8 elected INGO Country Directors, as well as the HINGO Forum host, DRC. While the focus of the work of the HINGO forum has been primarily with Country Directors at the Addis Ababa level, the need for more support in improving information, coordination, representation and supporting effective and principled humanitarian operations in the different regions of Ethiopia, especially in the North of the country, is regularly highlighted.

The HINGO Forum Deputy Director is a senior management position and is responsible for facilitating coordination amongst humanitarian directors and area managers, and external stakeholders in the different regions where significant humanitarian response is implemented. The coordination entails ensuring effective information exchange, as well as representing and advocating on common positions and agreed interests of the HINGO Forum and wider NGO community.

The HINGO Forum Deputy Director is responsible for building and sustaining productive relationships between NGOs and regional governments, UN, humanitarian partners including INGOs and NNGOs donors and diplomatic missions to the Region and nationally.The HINGO Forum Deputy Director is also responsible for regular communication on Forum performance in the regions to the HINGO Forum Director and Steering Committee.

Experience and technical competencies: (include years of experience)

  • Minimum 3 years as in a senior leadership level role with UN, NGOs and/or Donor agencies or equivalent in an emergency context.
  • Demonstrated representation and coordination experience in multi-agency forums
  • Experience in developing and updating TORs, Strategy documents, SOPs, and other management documents and tools.
  • Proven in-country experience liaising with UN missions or agencies.
  • Significant experience in the development of advocacy, policy and key messaging documents
  • Strong understanding of the IASC coordination architecture, integrated missions, Humanitarian principles and the Transformative Agenda
  • Proven experience in incident/crisis management.
  • Fluent English, and strong interpersonal, communication, and networking skills.
  • Proven ability to prioritize tasks and meet deadlines under pressure.
  • Computer literate, able to use common software packages.
  • Previous work experience in Ethiopia is preferred
  • Be flexible to travel at short notice to difficult and risky areas.
  • Proven ability to work effectively with minimal supervision.

EDUCATION: (include certificates, licenses, etc.)

A degree in a relevant field, or equivalent experience.

  • At least 3 years’ experience working with INGOs and/or international agencies on similar duties
  • Demonstrated leadership and management skills
  • Documented skills in developing proposals, budgets and reports

Position 3: Protection Team Leader (Roving)

Salary: USD 757 – 921 per month which specific amount will be determined upon the candidate experience and educational relevancy

Workplace: Addis Ababa (Deployment to Dabat, 80% of time)

OVERALL PURPOSE OF THE ROLE:

Working under the direct management of the Protection Manager, the roving protection team leader will be responsible for contributing to the technical supervision and implementation of DRC’s protection program in the areas of operation. The role will mainly oversee the implementation of the protection activities in the Alemwach refugee site in Dabat.  The team leader will also be responsible for the day to day management of the protection unit covering the areas of general protection. S/he will supervise the Protection Officers and Protection Assistants. S/he will collaborate with the Protection manager  and protection coordinator to ensure effective, relevant and holistic protection programming delivering activities in line with protection standards. Furthermore, the TL is expected to provide support to the project cycle management, proposal development and program strategy.

Experience and technical competencies: (include years of experience)

  • MA/Bachelor degree in social sciences, law, social work, international development, or other relevant field from a recognized institution
  • Minimum 4 years of experience in an entry to mid-level position, preferably in the field of humanitarian response and refugee protection working for an international NGO, UN agency or relevant ministry or local authority.
  • Experience in refugee protection
  • Experience in project management
  • Strong inter-personal skills and staff management skills
  • Commitment to learning and implementing organizational policies and procedures
  • Full proficiency in Microsoft Office package
  • Strong planning, organization and problem-solving skills with the ability to work both independently and within a team in a demanding work environment
  • Integrity, strong work ethic, and ability to consistently meet deadlines under pressure
  • Experience of working in emergency and refugee camp setting
  • A sensitive approach to external representation
  • Excellent proficiency in written and spoken Amharic and English.

Position 4: Sanitation and Hygiene Assistant

OVERALL PURPOSE OF THE ROLE:

Under the direct supervision of the WASH Manager, the Hygiene and Sanitation Assistant is responsible to plan, develop, monitor and evaluate the assigned Sanitation and Hygiene promotion component of the WASH projects

Job Requirements

  • Have technical background and knowledge in environmental health and
  • 2 years of demonstrated work experience in designing and implementing hygiene and sanitation programs in emergency settings.
  • Knowledge and experience in proper excreta disposal, solid waste management;
  • Excellent interpersonal, organizational and time management skills;
  • Capable of training IDPs and motivating community support;
  • Ability to understand the cultural context of the community, Experience in participatory techniques and community mobilization;
  • Positive and professional attitude, able to organize, maintain and prioritize work under pressure and able to work in an insecure environment;
  • Excellent communication skill, preferably with the host community and IDPs
  • Accountability & responsiveness within areas of responsibilities

• BSC degree in environmental health science, environmental engineering, public health, water supply and sanitation or other related fields

  • Excellent skills in speaking, reading and writing English

Position 5: WASH Assistant

OVERALL PURPOSE OF THE ROLE:

 Under the direct supervision of the WASH Manager, the WASH assistant, for pump, plumbing, and construction, will support the implementation of the emergency WASH project in Zone in Afar

Experience and technical competencies: (include years of experience)

  • 2 years of work experience. Experience with community development work;
  • Capable of training beneficiaries and motivating community support;
  • Physically fit for works related to plumbing and pump installation;
  • Ability to understand the cultural context of the community, Experience in participatory techniques and community mobilization;
  • ·Positive and professional attitude, able to organize, maintain and prioritize work under pressure and able to work in an insecure environment;
  • Accountability & responsiveness within areas of responsibilities;

 EDUCATION: (include certificates, licenses, etc.)

Diploma in plumbing, pump technician, water engineering or other relevant field.

LANGUAGE:

  • Excellent skills in speaking, reading and writing English and Amharic
  • Knowledge of Afar language an advantage

Position 6: Monitoring Evaluation Accountability and Learning (MEAL) Specialist

OVERALL PURPOSE OF THE ROLE:

The MEAL Specialist will provide technical support to all projects and ensure all the required MEAL activities are implemented in Gambella area office. The specialist will ensure that the area office’s MEAL activities are in line with the country office MEAL framework as well as DRC global MEAL model. The specialist will work closely with Addis Ababa-based MEAL Manager, Accountability Coordinator, MEAL specialist and program team to ensure compliance with DRC’s MEAL requirements and best practices.

Job Requirements

  • A minimum of 4 years of MEAL experience within the humanitarian or NGO field.

  • Advanced English proficiency required.
  • Fluency in Amharic required.
  • Local language Nuer, Agnuak is an asset
