Position 1: Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist
Location: Tigray Region (Shire)
Salary Range: USD 946.00 – 1,151.00 per month which specific amount will be determined up on candidates experience and educational relevancy
Responsibilities:
Support to Proposal development and mission strategy
- Ensure full compliance with DRC’s Global MEAL model and DRC Ethiopia MEAL framework in Shire area office
- Participate in program design and proposal discussions, including support on MEAL components of project proposals including log frame design and budgeting for M&E.
- Maintain DRC MEAL systems and tools used to track project implementation progress and analyze the information to measure project results and progress and used for decision making purposes.
Planning monitoring, evaluation and reporting
- Develop and operationalize MEAL plans for all projects in Shire based on project documents and existing MEAL systems
- Conduct regular monitoring visits to all projects to ensure projects are on the right track and implemented based on the desired and provide timely feedback to inform decision making
- Provide technical guidance in the design and implementation of M&E activities for all sectors in the area office
- In close collaboration with the Addis Ababa-based MEAL Manager and the program team, ensure proper use of sector-specific data collection tools at Shire field office. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.
- Take the lead in coordinating field-level assessments (e.g. baseline, midline, endline, PDMs), and the provision of support towards data analysis and reporting
- Ensure timely submission of monitoring data through approved tools and mechanisms on a monthly basis including indicator tracking tools and analyses them
- Produce monthly analysis reports with updates on the implementation status of all assigned projects. This will entail flagging areas of concern, developing recommendations for corrective actions to share with the Area Manager, implementing teams and MEAL Manager, and documenting lessons learned.
- Perform validation analysis of programmatic reports and facilitating improvements of record keeping and programmatic data reporting
- Engage in program team in PIP development and actively participate in organizing kick off meetings, review meetings and close-out meetings
- Engage in internal project data quality assessments and audits
- Coordinate with regional technical lines bureaus and the Refugees and Returnee Services (RRS) for reporting purposes and during project monitoring exercises and terminal evaluations
- Engage in reviewing government a donor reports and verifying consistency between collected data, means of verification, the PMT
Accountability and lesson learnt
- In collaboration with the country-level Accountability Coordinator, assume responsibility for the implementation of functional and confidential complaint and feedback mechanisms in compliance with DRC Ethiopia’s Beneficiary Feedback and Response Mechanism, and all associated tools and SOPs, in the Shire area office.
- Engage in capturing lesson learnt from different projects on regular basis, document and disseminate them for internal and external stakeholders and incorporate them project designs.
- Maintain a database of MEAL tools, reports and lessons learned
- Identify and conduct MEAL-related capacity building training DRC’s program and partner staff on MEAL technical and conceptual areas in Shire field office including CHS standard, CRFM, etc and support program teams are well equipped and apply into their work.

Experience and technical competencies: (include years of experience)
- Minimum 3 years of experience in humanitarian settings mainly in MEAL engagements
- Demonstrated experience translating log frames and results frameworks into monitoring plans, developing data collection tools and protocols, leading data collection and management process, designing and managing databases, and analyzing and reporting data.
- Sound technical skills in CHS, accountability, and establishing functional CFM systems
- Proven technical skills in both qualitative and quantitative data collection and analysis and data visualization.
- Excellent analytical, presentation, and report writing skills.
- Experience using software applications such as Excel, or statistics software such as SPSS, STATA.
- Previous experience with electronic or mobile data collection such as Kobo toolbox.
- Experience in facilitating MEAL trainings and capturing and disseminating lessons
- Ability in managing several activities effectively with desired quality and detail as well meeting deadlines.
EDUCATION: (include certificates, licenses, etc.)
University degree in social sciences, economic development studies, statistics, project management or related field.
LANGUAGE: (indicate fluency level)
- Proficiency in English and Amharic required
- Knowledge of local language- Tigrigna is an asset

Position 2: Finance Assistant/Cashier (Maternity Cover)
Location: Addis Ababa
Employment Category: I1
Salary Range: USD 470.00 – 572.00 per month which specific amount will be determined up on candidates experience and educational relevancy
Responsibilities:
Finance and Cash Management
- Handle Country Officer cash and cash transactions carefully and safely;
- Prepare receipt, payment, and other vouchers as required;
- Pay all cash payments upon approval of authorized DRC managers;
- Keep office petty cash to an appropriate authorized limit and make timely replenishment;
- Assist CO staff in daily financial activities;
- Undertake monthly salary payment to staff and remit taxes and pension to the concerned authorities;
- Ensure full documentation before effecting any payment;
- Conduct regular cash count;
- Ensure monthly closing and cash follow status report is produced on time, in both electronic and hard copies;
- Maintain proper filing systems of financial documents;
- Ensure accounting records are kept updated, are reliable and are maintained according to DRC accounting practices;
- Ensure timely and accurate encoding of all financial movements;
- Record expense & revenue on DRC Dynamics
Payment and cash flow
- Maintain cashbooks/DRC Dynamics and accounts records and ensure payments are allocated to the correct project and budget line;
- Ensure all relevant documentation is collected, checked and attached to payment vouchers;
- Handle all cash, including petty cash and local bank accounts, and maintain and balance daily cash books;
- Collect cash money and deal with any other business with the bank;
- Manage cash balances to ensure that sufficient balances are maintained for ongoing activities while preventing too high balances to avoid incurring high exchange rate charges.
- Ensure telephone and electricity bills are paid in time every month;
Other Duties
- Replace Finance Officer during absence.
- Perform other relevant duties as assigned by line manager.

- A minimum of 1 year for BA holder and 2 years for Diploma holder relevant experience is required,
- Strong communication and interpersonal skills;

- Ability to use ERP systems & MS Office with advanced excel proficiency;
- Ability to work cooperatively with staff from diverse cultures.

BA Degree in Accounting, Finance, Business Management or other directly related field from University or higher education
LANGUAGE: (indicate fluency level)
- Excellent skills in speaking, reading and writing English.
