Job Description
The Nile Basin Initiative [NBI] is an intergovernmental partnership of nine Nile Basin states to develop the river in a cooperative manner, reduce poverty, reverse environmental degradation, share substantial socio-economic benefits, and promote regional peace and security (www.nilebasin.org). The NBI is guided by a Shared Vision to achieve “sustainable socio-economic development through the equitable utilization of, and benefit from, the common Nile Basin water resources”.
The Eastern Nile Subsidiary Action Program (ENSAP) of the NBI is launched by Egypt, Ethiopia, and the Sudan to initiate concrete joint investments and action on the ground in the Eastern Nile sub-basin in the areas of power generations and interconnection, irrigation and drainage, flood preparedness and early warning, watershed management, development of planning models and joint multipurpose programs. ENSAP is governed by the Eastern Nile Council of Ministers [ENCOM] and implemented by the Eastern Nile Technical Regional Office [ENTRO] in Addis Ababa, Ethiopia. Funding for ENSAP accrues from Eastern Nile countries and varied bilateral and multilateral development partners, mainly through a Nile Basin Trust Fund managed by the World Bank.
The Integrated Development of the Eastern Nile (IDEN), the first ENSAP project, was agreed in 2002 with a first set of seven subprojects aiming at tangible win-win gains in the areas of watershed management, flood preparedness, early warning and response, irrigation and drainage, power supply interconnection and regional power trade and later the Joint Multipurpose Program. Some of these projects have successfully completed their preparations and advancing to implementation. ENTRO now intends to recruit competent professionals to fill the positions of Monitoring and Evaluation Officer (M & E Officer). This position is an ENTRO national position.
Major Duties and Key Responsibilities:
Under the overall supervision of the Executive Director, the Monitoring and Evaluation Officer (M & E Officer) will provide technical expertise and leadership for the M&E planning and implementation of the overall ENSAP and related projects.
The M&E Officer will play a key role in ensuring effective NBI programs’ coordination and integration at national, sub-regional and regional levels.
This is carried out through strong coordination with the Senior Regional Project Coordinator of ENTRO.
The work will include Formulation of results frameworks in consultation with ENTRO SRPC and Project Coordinators when new ENSAP project proposals are developed , manage the preparation and implementation of the M&E related actions, including consolidating annual work plans,
Revising work plans, participation plans, training plans, and the required budget adhering to the required approval process;
Monitoring and reporting on all NBI and ENSAP programs, including the M&E information on project specific development outcomes, interventions, implementation arrangements, the overall ENSAPT development outcome (to capture results), and NBI objectives and goals;
Provide the leadership and technical guidance for ENSAP and related programs to achieve M&E related targets, outputs, and performance indicators, ensuring quality and appropriateness of all M&E activities;
Implement and ensure the sustainability and flexibility of the result-based system and Monitor closely and consolidate timely, accurate and quality periodic progress reports (technical, financial and other required reports) on ENSAP projects based on the NBI Results-Based System or any other adopted system by NBI/ENTRO.
Terms of Employment: Initially for 1 year, with 6 months’ probation period, renewable for additional years subject to satisfactory performance and availability of funds. The workstation is ENTRO in Addis Ababa, Ethiopia.
Qualifications and Competencies.
Education:
- Advance university degree (at least M.Sc. level) or higher related to the areas of in Water Resources Planning Management and Development or Economics or other closely related development field.
- Advanced training in M&E related fields is an advantage.
Experience and competencies:
- At least 8 years of working experience in M&E related fields, with recognized technical expertise.
- Familiarity of the use of Result-Based System in M&E and can demonstrate writing, analytical, presentation and report, Supporting complex projects, in M&E system with different sources of data and multiple indicators, and planning for complementary evaluation.
- Excellent consensus-building, multi-cultural, and inter-personnel skills. Strong team building and mentoring capabilities and experience also demonstrated skills in networking with ministry level-partners, donors, private sector, national and international NGOs, and local community-based organizations is desirable.
- Excellent written and spoken communications, including high-level fluency in the English language and an ability to transmit ideas and information in a clear, accurate and effective manner
