Position 1: – Refugee Protection Specialist
Job Summery
Scope of work
The Ethiopian Investment Commission is recruiting an experienced Refugee Protection Specialist for the PCU, who shall provide technical and analytical support to the EOP in the areas of advancing the refugees’ rights to work of the program. He/ She shall be accountable to the Director of the Program Coordination Unit (PCU).
Specific Roles and Responsibilities of the Communications Specialist
The Refugee Protection Specialist shall be responsible for carrying out the following functions.

The Specialist’s tasks will include, but not be limited to:
The Refugee protection specialist is focal point of EOP for operationalization and sustainability of the rights to work for the refugees in the program intervention areas. S/he will lead and manage the refugee protection agenda for the EOP.
Responsible for addressing the needs and issues of refugee who holds residence permit, work permit and business licenses based on relevant national and international standards, including EOP PAD, EOP POM, Ethiopian Refugee Proclamation, Comprehensive Refugee Response Framework (CRRF), RRS guidelines (OCP, residence permits; work permits, GRM) and other relevant documents.
Help identify the special legal and protection needs of refugees holding residence permit, work permit and/or business license and liaising with RRS and UNHCR to ensure they are met.
In collaboration with RRS/UNHCR, he/she shall perform follow up when there is need for joint missions.
Researching and drawing up process maps for how to gain residence permits; work permits, register as own self-employed and register a new enterprise (Business Licenses);
Promote cooperation with national institutions in supporting the inclusion of refugees into the labor market as per the jointly agreed declarations and laws.
The Refugee Protection Specialist is mostly dealing with RRS /70% work time/ – namely with Livelihood unit, protection units and personnel in charge of work with refugees. S/he also cooperates with UNHCR, WB and other partners.
Contribute to the facilitation of operational cooperation between the implementing institutions.
Refugee Protection Specialist along with Safeguard Specialist will carry on the following areas:
Ensure RRS’s local facilitation and support branches are established and functional for refugee hosting community with 300+ of refugees in the community.
Facilitate the establishment of NRCs (Neighborhood Relations Committee) for all refuges hosting communities.
Ensure provision of community (consultation) led by RRS in refugee hosting communities.
Facilitate annual community intervention and implementation.
Ensure the functioning of refugee tracking system which was established in the first years of the program.
Provides support to RRS to ensure the special protection of vulnerable groups such as women, children, elderly, and disabled refugee is adequately provided.
proactively coordinating and preparing for team missions, completing relevant paperwork, liaising with internal and external stakeholders, drawing up a meeting schedule.
Participate in the internal and external meetings, drawing up agendas and producing minutes.
Maintaining an accurate and timely record, with timesheets, of all work undertaken.
Liaison with the communication specialist to collect and articulate case studies on achievements, impacts and lessons learned to various external and internal audiences regarding refugees’ protection.
Take responsibility for the capacity building of implementing institutions through technical assistance, institutional assessment, training and coaching in the areas of refugee protection, with a specific focus on RRS’s and MoLS’ TA program.
Provide inputs of the thematic area regularly to the director for the timely and professional completion of all reporting requirements of WB, program administration and other reporting bodies. Ensures that all information reported is accurate, documented, and reliable. Ensures the confidentiality and privacy of all information.
Perform other related duties as required and directed by the program Director
Job Requirement
Educational Qualification/years of experience Essentials: A master’s degree from a reputable and recognized university in Law, Sociology, International Relations; or related field with at least 7 years of relevant experience
Required Qualifications (Skill):
Experience managing multiple projects and stakeholder relationships under time pressure, including liaising simultaneously with numerous external parties.
Strong teamwork and organizational skills and attention to detail, including in relation to process management.
Experience in developing and delivering on time-bound plans that require involvement by numerous colleagues and some external parties.
Experience working with business, government or other organizations on refugee protection issues, and the ability to present and explain information and concepts clearly and compellingly in a presentation or workshop-style format.
Computer literate with capability in email, MS Office, and related business and communication tools.
Strategic and creative mindset.
Meticulous attention to detail
Fluency in English and Amharic languages
High levels of motivation and initiative.
Experience in social/community development and programs that facilitate employment is an advantage.

Position 2: – Program Support Officer
Job Summery
Scope of work
The Ethiopian Investment Commission is recruiting an experienced Program Support Officer for the PCU, who shall provide operational and analytical support to the EOP. He/ She shall be accountable to the Director of the Program Coordination Unit (PCU).
Specific Roles and Responsibilities of the Communications Specialist
The Program Support Officer shall be responsible for carrying out the following functions;
Program Support:
- Support the senior management, program/technical, M&E and implementing partners in annual planning and budgeting to develop the annual work plan; monitoring and evaluation plan, quarterly and annual progress review meetings, regular report compiling, and other required reports or products in EOP.
- Assist the implementing partners under EOP in preparation and review of budgets and work plans and ensure such plans are implemented accordingly.
- Assist in the day-to-day program implementation of activities and ensure activities are in line with the approved work plan and budget.
- Support technical team on any technical assistance and capacity strengthening activities for the implementing partners to enhance program quality and impact.
- Support the coordination of activities within the team of technical, program and operations staff.
- Contribute to the preparation and dissemination of internal and external reports and presentation, as well as all deliverables requested by government partners and donors.
- Support program and M&E team to ensure timely reporting of program activities and progress towards higher level goals and objectives per donor requirements.
- Admin Support
- Support and facilitate close and collaborative relationships between PCU and EIC and other Program partners to fast-track implementation.
- Lead and assist various units of the PCU in effective communications, organization of meetings, seminars, and workshops,
- Provide proactive support to the program team on operations, including supporting all finance, administration and procurement needs of program and technical team; coordinate with program team to ensure effective program implementation.
- Attend staff meetings and take minutes.
- Respond to emails and answer phone calls.
- Maintain office calendars and send out appointment reminders.
- Proofread and make copies of documents.
- Manage office supplies, travel, and logistics.
- Follow up and report on the management of contracts
Job Requirement:
Educational Qualification/years of experience Essentials: BA/BSc degree or MA/MSC degree or equivalent in management, Business administration, Economics, Development studies, or a related social science field with 7 years of relevant experience with BA/BSc or 5 years of relevant work experience with MA/MSc
Required Qualifications (Skill):
Previous experience as project assistant or similar positions with excellent collaborative working relationships with Government Ministries and development partners.
Excellent oral and written communication skills and a strong set of personal values
Excellent knowledge of English and Amharic languages.

He/ She shall be accountable to the Director of the Program Coordination Unit (PCU).
Specific Roles and Responsibilities of the Communications Specialist
The Communications Specialist shall be responsible for carrying out the following functions.
Core duties:
Revise the developed EOP communication strategy and implement the strategy that includes media outreach and social media content creation.
Driving the project communications strategic planning and implementation process: working in coordination with the project coordinator to develop and deliver a communications and advocacy strategy for the project.
Execute the communication strategy and action plan utilizing online, social, televisual, and print media. Monitor and report to the project coordinator on their impact and effectiveness.
Research and write press releases, and content for the EIC website, infographics, blogs, and newsletters.
Provide supports in awareness creation and campaigns, and organization of trainings,
Organizing and facilitating public events, producing communication materials, leaflets which can promote EIC in general and EOP, specifically.
Acquire and maintain a detailed knowledge of the program’s policies, principles, and strategies, and keep up to date with relevant developments.
Manage collateral, website properties and social media, and other communication channels:
Oversight of all collateral, and relationships with external communications vendors, such as design and website development agencies, graphic designers, photographers, and printers, with support from the project coordinator and deputy coordinator.
Overseeing media engagement, conducting media monitoring, and considering brand risks: keeping tabs on how the project is being understood and represented across all external engagements and by target audiences.
Lead the set-up and preparation of all EOP sponsored events.
Develop and maintain an EOP/EIC website to include: EOP information, upcoming events and activities, all Success Stories, recruitment advertisements, approved reports, pamphlets, and other documents as needed.
Write and/or oversee the preparation, production, and dissemination of both routine and complex outreach products (e.g., backgrounders, media packets, news releases, op-eds/articles, radio/TV broadcasts, PowerPoint presentations, brochures, Q&As, videos, websites, speeches, briefing notes, feature stories, etc.) that promote the image of the project to key internal and external audiences.
Prepare and provide awareness raising training and orientations about the program, and investment promotion works.
Support to operations
Providing support in the process of producing reports, visual presentations and other types of content pertaining to the project
Work across all components and partners to support communication and marketing production needs for events, activities, meetings, and other informational needs.
Handling media requests and supporting the project leadership team in media engagements.
Prepare communications packages and write/disseminate both routine and specific products (e.g., news releases, backgrounders, PowerPoint presentations, brochures, websites, speeches, briefing notes, tweets, Facebook posts, etc.) to promote the strategic and timely flow of information and key messages about project operations to key internal and external audiences.
Work with key internal role-players to brainstorm content ideas, in line with the program’s strategy,
Support and evaluate results of communication campaigns with the team.
Other duties may be directed from the program coordination unit director.

External relations
Initiate and sustain effective professional relationships with key internal and/or external constituencies (Regional stakeholders, Development partners and private sector).
Identify opportunities for and forge strategic partnerships both inside and outside the EIC to improve dialogue and outreach and to strengthen the project’s overall effectiveness and image.
Build and maintain relationships with journalists and key external role-players
Job Requirement
Educational Qualification/years of experience Essentials: A master’s degree from a reputable and recognized university in Communications, International Relations, Journalism, or related field with at least 7 years of work experience in communication related activities
Required Qualifications (skill):
Demonstrated experience developing and implementing a comprehensive communication strategy.
Practical experience creating creative collateral and managing websites, including experience in infographics, videos, short text explainers, blogs, etc. and discussing functionalities with technical IT experts.
Exceptional written and verbal communication skills in English, with experience writing about complex topics in simple, accessible ways.
Ability and interest in digesting complex policy documents and ability to follow international and national policy discussions on investment and industrialization, with the aim of “translating” key messages and concepts pertaining to the project for broader audiences.

Deliverables
Provide inception report for scanning the duties expected from the position holder, in time bounded.
Review and update the communication strategy developed as part of the program Operation Manual (POM).
Facilitate the approval of the strategic communication strategy and POM by the World Bank
Provide training and/or orientation to the implementing partners and program staff about the tool and POM.
Carry out the communication strategy related need assessment for the program hosting partner, EIC.
Update/develop the communication strategy of the program.
Update the organizational website for inclusion of latest updates about the EIC including EOP implementation status and events.
Take lead in capturing and documenting the events organized in connection to EOP.
Follow up the disclosures of different deliverables and updates of the implementing partners on their respective websites. This can include annual planning and reporting of physical performances and budget management as per the requirements stipulated in the financial agreement with the World Bank.
Provide technical support to the implementing partners regarding updating their respective organizational websites.
Provide performance report, monthly, quarterly, and summary report before his/her departure, in any case
