Position 1: Senior RMNCAH-N Officer

Essential Functions:

  • In collaboration with regional team leader responsible to managing and overseeing the implementation of planned RMNCAH-N programs activities in Afar region.
  • Collaborate in operational planning and carrying out field-level activities and ensure their effective implementation.
  • Provides technical assistance at health system and community level to support the achievement of specific LHA targets. This includes areas such as demand creation, service readiness assessment, capacity building of healthcare providers through training and mentorship, and quality improvement initiatives.
  • Organizes and facilitates training sessions and mentorship programs for healthcare providers working in public health facilities. The Officer will play a crucial role in strengthening the skills and knowledge of healthcare providers to deliver high-quality healthcare services.
  • Coordinates and monitors the timely execution of program activities under his/her responsibility. This involves ensuring that program activities are carried out according to planning and monitoring the progress and outcomes.
  • Play a pivotal role in strengthening referral networking among healthcare facilities in the region. The Officer supports establishing and maintain effective referral systems to ensure seamless and coordinated care for patients.
  • Provides technical expertise and assistance on RMNCAH-N programs to guide healthcare providers in delivering high-quality healthcare services. 
  • Effectively plan field level operational activities, implement, and monitor activities.   ensure that activities are on track, deadlines are met, and resources are utilized efficiently.
  • Build relationships with public health facilities and district health systems.
  • Collaborates with various stakeholders, including healthcare providers, government authorities, and community members, to ensure the successful implementation of RMNCAH-N programs.
  • Provide   assistance in introducing improvement tools implemented through LHA to the public system.
  • Identify with other technical staff and counterparts’ lessons learned and potential best practices related to RMNCAH-N, participate in the documentation and dissemination of best practices.
  • Collaborate to work other relevant activities as provided by his supervisor.
  • Travel up to 80% of the time and support other regions as needed.

Salary Range: $12,522-$14,070 or 705,364 – 792,563 Birr

Job Requirements

REQUIREMENTS

  • Bachelor’s/master’s degree in public health and nursing with minimum of 6 years’ experience or
  • 7 years for first degree & 5 years’ experience for master’s degree.  
  • Experience in managing and implementing health programs, preferably in the areas of reproductive, maternal, newborn, child, and adolescent health (RMNCAH-N).
  • Experience in working with pastoral communities of applied region.
  • Demonstrated experience to effectively provide technical assistance and competency-based training to counterparts on maternal health, Family planning, newborn, child health nutrition intervention.
  • Experience in training facilitation and mentorship of healthcare providers.
  • Demonstrated experience in coordinating and networking with various stakeholders, including public health facilities and district health systems.

Position 2: Zonal Cluster Coordinator

ESSENTIAL FUNCTIONS:

  • Assume overall leadership and coordination of USAID/E LHA implementation in the South Omo Zone of the Southern region.
  • Lead development of annual operational planning, execution, and monitoring of all LHA within the cluster, ensuring adherence to established timelines, objectives, and quality standards.
  • Coordinate the LHA team, including staff from consortium partners, and build partnerships with government counterparts and relevant partners to ensure effective collaboration, clear communication, and efficient utilization of resources.
  • Closely monitor and oversee the implementation of planned activities by the LHA field team and local implementing partners, ensuring compliance with project guidelines and protocols.
  • Liaise with different advisors from the central office for technical support, seeking guidance and expertise to ensure the successful implementation of LHA in the zone.
  • Compile periodic performance reports based on demand, collecting relevant data and information to assess the progress, achievements, and challenges of the LHA activities.
  • Supervise and guide staff /Program Officers/ assigned to the respective zone, fostering a supportive and productive work environment.
  • Represent LHA, and EngenderHealth in relevant regional forums, meetings, and workshops, advocating for the project’s objectives and actively engaging with stakeholders.
  • Actively establish and maintain functional partnerships with relevant stakeholders, including government agencies, NGOs, community leaders, and other organizations, to enhance collaboration and ensure the success of the LHA implementation.
  • Ensure that all activities align with established plans, comply with regulatory/ compliance requirements, and adhere to organizational quality assurance standards.

Salary Range: $12,522 – $14,919 or 705,364 – 840,387 Birr

Job Requirements

  • A bachelor’s or master’s degree in a relevant field such as Medicine, Public health, or a related discipline.
  • 7 years for first degree & 5 years’ experience for master’s degree.
  • Additional certifications or training in project management, coordination, or leadership would be beneficial.
  • Proven experience in managing and coordinating health projects or programs, preferably in lowland or pastoralist contexts.
  • Experience working with international or national NGOs, government agencies, and desirably USAID-funded programs.
  • Demonstrated knowledge and understanding of Public Health systems, RMNCAH-N health interventions, and health service delivery in a pastoralist context.
  • Strong experience in operational planning, implementation, monitoring, and evaluation, including the ability to develop work plans, track progress, and report on project outcomes.
  • Experience in team management and coordination, including leading and supervising staff members and promoting effective teamwork.
  • Familiarity with working in partnership with consortium partners, local implementing partners, and relevant stakeholders.
  • Excellent communication, negotiation, and interpersonal skills to effectively engage with diverse stakeholders, including community members, and government officials.
  • Knowledge of lowland health issues, cultural sensitivities, and contextual understanding of the South Omom of the Southern region.
  • Travels up to 60% of the time and supports Zones and Woredas as needed.

  • Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders
  • Fluency in English language proficiency is strongly preferred.
  • Ability to be assigned to roving duties as needed at field sites.

Position 3: Regional Team Leader (RTL)

ESSENTIAL FUNCTIONS

  • Assume responsibility for the overall management and coordination of USAID/E LHA implemented in Afar region.
  • Lead the operational planning of project activities, ensuring alignment with respective project objectives and timelines liaise and collaborate with government counterparts and essential stake holders.
  • Lead the implementation of project activities, monitor, and ensure achievements of KPIs against set objectives and project targets.
  • Lead and coordinate the day-to-day implementation of project activities, such as training, workshops, review meetings in Afar region, closely monitor progress, ensuring adherence to quality standards and desired outcomes.
  • Provide overall support, coaching, and guidance to program staff, such as RMNCAH-N officers under their supervision, ensuring the proper and effective implementation of project activities.
  • Prepare regular reports on the performance of each project activities, including program progress, outcomes, and financial spending, providing accurate and timely information about each project performance.
  • Build a cohesive team among staff assigned to each EngenderHealth projects and consortium partners implementing the USAID/E LHA, promoting effective collaboration and teamwork.
  • Collaborate with different teams within EngenderHealth, including the program, logistics, and finance teams, to ensure seamless project implementation and coordination with effective and efficient resource management.
  • Thoroughly review the terms and conditions of each project, including specific reporting deadlines, budgetary restrictions, and programmatic guidelines.
  • Develop a comprehensive compliance plan that addresses financial management, program implementation, reporting, and documentation.
  • Ensure compliance with specific grants related to each project, in terms of financial management, program implementation, and reporting and documentation following established guidelines and regulations by EngenderHealth.
  • Provide functional supervision of program officers and administrative staff assigned to Afar region, fostering a supportive and productive work environment.
  • Build the capacity of the regional team, closely monitor the status of implementation of the various TAs provided to the region and ensure that the TAs delivered as per the regional context, guideline and standards.
  • Represent EngenderHealth in relevant regional forums, engaging with stakeholders such as government agencies and local partners, advocate for project objectives and foster partnerships.
  • Actively work to establish functional partnerships with relevant stakeholders in the region, including government agencies, implementing partners, and community organizations, EH sub grantees, fostering collaboration and synergy between projects to enhance project impact.

Salary Range: $16,905 – $17,919 or 952,258 – 1,009,377 Birr

Job Requirements

  • A Bachelor’s or Masters’ degree in a relevant field such as Medicine, Public Health, or Project Management.
  • Eight years of related work experience for BA/BSc holders and 6 year for Masters’
  • Higher education or specialization certifications in project management or leadership is preferred.
  • Proven experience in managing and coordinating projects,
  • Demonstrated experience in leading the planning, implementation, monitoring, and evaluation of project activities. This includes experience in developing work plans, tracking progress, and reporting on project outcomes.
  • Strong leadership skills with the ability to build and manage a cohesive team.
  • Experience in supervising and providing guidance to Health program officers and administrative staff is desirable.
  • Familiarity with managing projects funded by different grants and ensuring compliance with donor requirements.
  • Experience in monitoring financial spending and reporting on grant-specific outcomes is desirable.
  • Experience in establishing and maintaining partnerships with various stakeholders, including government agencies, implementing partners, and community organizations.
  • Knowledge and understanding of the cultural dynamics and social context of Afar region.
  • Excellent communication, negotiation, and interpersonal skills to effectively engage with diverse stakeholders, including government officials, partners, and community members.
  • Familiarity with public health issues and health service modality interventions, particularly related to Afar region. Understanding the health system and challenges of the region is advantageous.

  • Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders
  • Fluency in English language proficiency is highly preferred.
