Position 1: Project Finance Specialist
Major Duties and Responsibilities:
- Assist the PCU in the overall planning, managing, coordinating, and reporting of the EDRMC, PMU and PCU in managing the financial activities of the Project in accordance with the related World Bank guidelines and government of Ethiopia’s financial management rules and procedures.
- Ensure that financial transactions are correctly recorded in the accounting system and in the right code, financial reporting is accurate, timely and in the format required and that all the supporting documents are correctly filed and stored in accordance with Bank’s regulations.
- Monthly financial briefings to relevant PCU.
- Ensure thorough and effective budgetary control in the Project.
- Maintain a continuous overview Maintain transaction level budget control systems and carries out budget utilization comparison periodically as per the directives thereon & Controls expenditure against budget.
- Of funding levels and pay particular attention to share support costs, including staff salaries.
- Set up project accounting systems, keep records of all project transactions and ensure regular reconciliations and preparation of interim and annual financial statements.
- Ensure internal control arrangements are maintained consistently throughout the life of the program/project including proper controls regarding approval and authorization; segregation of duties; cash and bank management; safeguarding of assets and properties (including fixed assets and inventories); payroll management; taxes obligations; contract management; advances and prepayments; payables are in place; reconciliations, etc.
- Maintain project fixed assets register and ensure continuous update, annual inventory counts and reporting.
- Ensure all required documentation for financial audits in cooperation with Coordination staff and PMU.
- In close coordination with PCU maintain a system to monitor and forecast cash requirements to meet project expenditures.
- Establish monthly cash requirements for the office and requests timely replenishments from PMU.
- Advise the PCU on all financial matters.
- Brief new staff members or staff assigned to the field on finance matters.
- In close coordination with existing staff, coordinate replies to finance related audit comments.
- Prepare documentation for payment transactions including but not limited to cash advances, petty cash, in-house transfers, checks and transfer forms.
- Prepare bank payment in check payment.
- Prepare all staff expense reimbursement, cash/travel advances and payments to vendor/supplier/partner.
- Ensure that outstanding audit issues (as per audit findings) and recommendations are well taken, and the appropriate corrective actions are taken; and report the action taken to the project management and the Project coordination (at MoWE) immediately after the date of receipt of the Audit report.
- Perform other duties as required and directed by the immedieate suppervisor.
JOB REQUIREMENT
Qualifications and Experience
- University degree in accounting or accounting and finance is required. MA in accounting, public finance, business administration, business management, Accounting qualifications (ACCA/ CPA) or related fields is a plus.
- Minimum 8 years’ experience in working with government agencies.
- At least 4 years specific professional experience in accounting or finance which should be at a specialist or supervisory level.
- Experience with World Bank financed project financial management or financial management of projects/programs funded by development partners.
- Proficient use and knowledge of Peachtree accounting system and other MS programs including spread sheets, Word, and database.
- Knowledge and proficient use of IFMIS/IBX has an added advantage

Position 2: Project Monitoring & Evaluation Specialist
Major Duties and Responsibilities:
- Develop, implement, and strengthen monitoring, inspection, evaluation procedures and impact indicators for the project success.
- Monitor component 1, and sub-components 2.2 and 2.3 activities and progress towards achieving the FMP development objective.
- Recommend further improvement of the project logical framework.
- Provide feedback to the PCU on project strategies and activities.
- Suggest strategies to the PCU for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
- Assist the PCU in the preparation of reports on the findings and lessons learned from project implementation.
- Participate in annual project reviews and planning workshops and assist the PCU in preparing relevant reports.
- Organize and conduct training on M&E results for project and EDRMC staff.
- Report monthly, quarterly, semi-annual and annual progress on component 1, and sub-components 2.2 and 2.3 activities to the PCU.
- Work with other stakeholders to harmonize the M&E system for the EDRMC.
- Liaise with existing DRM projects and create synergy with the FMP.
- Perform other duties as required.
- Perform other duties as required and directed by the immedieate suppervisor
JOB REQUIREMENT
Qualifications and Experience
- University degree or Master’s in Disaster Risk Management, development studies, Business Administration, economics, public policy and management, or related field.
- Minimum 08 years of experience in working with government entities.
- At least 04 years of progressively responsible professional experience in a performance monitoring and/or evaluation, managerial role in the position in Governmental sectors or NGO or UN agencies.
- Working experience in Ethiopia is essential

Position 3: Senior Drm Technical Specialist
Major Duties and Responsibilities:
- Provide technical, analytical, and advisory inputs to implement FMP Component 1 “Strengthening Institutional and Coordination Capacity for DRM” and Sub-Component 2.3 “Community-Level Flood Preparedness and Awareness raising” as well as Sub-component 2.2 “Hydromet Services and Impact-based Flood Early Warning Systems”. Support the strategic direction and provide technical guidance and supervising the FMP in support of government institutions and other stakeholders.
- Support staff, annual planning, and strategic development processes to ensure the integration of results to build a quality driven focus on DRM, including the development of quality outputs, measures of success and quality indicators.
- Review of technical documents, study reports, assessments and evaluations and policy drafts, and provide inputs to ensure quality of these documents.
- Contribute to the strengthening of capacity for the staff involved in the implementation of the FMP DRM-related activities for which the EDRMC plays a role.
- Create and coordinate partnerships among the various platform entities, implementing partners, other actors for a timely, resource-bound, and effective implementation of the FMP DRM-related project activities for which the EDRMC is the implementing or supporting entity.
- Explore opportunities for cross learning with other country’s experiences within the region and outside and support EDRMC, the FMP team and partners to be actively engaged in those kinds of learning and experience sharing events, as deemed necessary for FMP implementation.
- Identify new projects in the area of disaster risk reduction and management, to address various natural disaster/ manmade hazard situations, such as earthquakes, floods, river erosion, landslides, drought, pandemic, and other vulnerabilities, as applicable.
- Prepare institutional map to articulate the roles of various ministries, departments and agencies in pre- and post-disaster risk assessment, information management, planning and implementation, and their relationship with sector and geographic (national to local level) agencies with recommendations for institutional strengthening and capacity building and awareness raising.
- Prepare TORs for any technical activity related to the FMP Component 1, and sub-Components 2.2 and 2.3 with input from technical team members.
- Undertake the existing capacity gaps of a training program and materials to engage and train national and local stakeholders in multi-hazard disaster risk analyses, modeling.
- Encourage partner and stakeholder collaboration through activities including joint work planning, regular meetings that facilitate knowledge sharing, and/or working groups organized along geographic or technical lines.
- Develop systems to identify major risks and their management and to reduce risks in DRM implementation.
- Monitor the situation in the country, with relevance to early warning indicators for any natural or man-made disasters.
- Support PCU in preparation for workshops, stakeholder consultation workshops, knowledge products, and conferences.
- Liaise with existing DRM Projects and create synergy with the FMP.
- Perform other duties as required and directed by the immedieate suppervisor
JOB REQUIREMENT
Qualifications and Experience
- Universty BA and MA degree with professional combined experience after graduation in the following fields of study:- Disaster Risk Management & Sustainable development, Natural Resource Management, Environmental Science, Climate Change and Society, Environmental Management, or related field.
- At least 10 years of proven experience in humanitarian response planning, disaster management, early warning system, governance, policy development, and related field.
- From those of at least 06 years experience in the positions in Governmental sectors or NGO or UN agencies.
Working experience in Ethiopia is essential

Position 4: Project Coordination Unit Leader/Senior Program Specialist
Major Duties and Responsibilities:
- Ensure timely and duly coordination of the project and implementation of all activities listed in the project document in accordance with the rules and regulations of the World Bank.
- Ensure accurate and timely submission of monthly, quarterly, biannual, and annual activity progress reports and financial reports to the PMU EDRMC Deputy Commissioner.
- Coordinate overall project activities with relevant national, regional and woreda levels and internally with the various relevant Directorates of the EDRMC.
- Work with the PMU to monitor project funds, ensuring the funds are used for the proper purposes, proper activities, and with the efficiency and transparency.
- Ensure project deadlines are met.
- Assess project risks and issues and provide solutions where applicable.
- Encourage partner and stakeholder collaboration through activities including joint work planning, regular meetings that facilitate knowledge sharing, and/or working groups or technical lines.
- Provide advice, mentoring, coaching and on-the-job training for relevant PCU staff, and advise them to plan and execute all stages of the procurement cycle in accordance with the World Bank and national procurement procedures.
- Facilitate project audits.
- Ensure a highly effective, regular, and detailed communication with the deputy commissioner of EDRMC.
- Deal with claims, bid challenges and litigations relating to contracts and procurement
JOB REQUIREMENT
Qualifications and Experience
- MA degree with professional combined experience after graduation in the following fields of study:- development management, project management, Business Administration, management, Disaster Risk Management, development studies, leadership or related qualification from a recognized.
- A minimum of 10 (ten) years general experience with strong experience in leadership, strategic planning, program or project management, project planning, implementation, and progressively increasing responsibility in managerial position.
- 06 (Six years) experience in project management and implementation of development and DRM projects as team leader.
- Relevant work experience with UN agencies, international non-government organizations, and bilateral and multilateral donors is an asset.
- Experience in procurement, processing of payments, project budgets, and other administrative processes in development organizations are an asset.
