Position 1: – Special Finance Advisor

The 21st-centruy partnership organizations which are established and operating to promote health service development in a partnership with governments, civil society, and private sector and people affected by the diseases. These partners support programs run by local experts in countries and communities most in need. The vision of these partners is to achieve a healthy world. These partners earmarked resources to support the country’s Health Systems Strengthening (HSS) activities.
Background Information – Job-specific
The number of grants that EPSS receives from development partners and its operational activities is steadily increasing both in volume and diversity. With this increase comes the responsibility to effectively and efficiently monitor program and financial performance of each grant and ensure that we are in compliance with applicable development partner’s requirements. Hence, it becomes more important for EPSS to improve its capacity to improve its financial management system and meet development partners’ expectation to be recognized as a dependable partner and to attract future funding.
- Despite the importance of its objectives and the dedication and effort of its staff, Finance, Internal Audit and Procurement Directorate lack sufficient skills and capacity to fulfill the challenging remit. Building the capacity of these directorates is a timely intervention in the face of the increasing amount of funding and operations.
- The objective of this position is to provide technical support to EPSS finance staff in the implementation of the grants and revolving fund financial management system as per policy and procedure of the prevailing standards, Ministry and donor requirements.
- This is local position; it is therefore open to Nationals of Ethiopia only.
- Detail responsibilities:
- Review and comment that the Developed disbursement plan is to the expected standard of the sector
- Assist the finance team to prepare accurate and timely financial report to appropriate bodies
- Make sure that draft financial statements are ready for external audit
- Develop workable plan of action to ascertain that audit findings and recommendations are taken care of systematically.
- Review the existing manuals, procedures, and practice to their compliance to the standard, partner’s requirement, nature of operation.
- Ensure that grants are properly managed, duly reported and awards are granted.
- Perform technical gap analysis in financial management at HO and Cluster, Hub levels
- Prepare capacity building plan, develop proposals, secure resources
- Implement capacity building initiatives like on-job training, supportive supervision intensive workshops etc…
- Assist resident finance staff to resolve accounting discrepancy
- Recommend, develop and maintain financial data base, computer software systems and manual filing systems
- Review existing practices, workflows, with the intention of simplifying processes as a way of facilitating automation.
- Work to establish necessary harmonization financial reporting system of government and grants
- Supervise the input and handling of financial data and report for the company automated financial system
- Interact with internal and external auditors in completing audit
- Build the capacity and coach junior staff of the directorate and regional staff.
- Other duties as assigned
- Accountability
- The senior Finance Officers are technically and administratively accountable to Fund Administration Directorate and branch manager respectively.
- The Government regulations will be applied to guide the day to day services of the adviser.
Number of posts: 01 (One)
Duty Station:- EPSS Head Office
Terms of Employment: One year with possible renewal based on performance.
Salary: 60,141.00 Birr /sixty thousand one hundred forty one Birr/
Job Requirements
Education:
- Minimum of Bachelor Degree in Accounting, Financing, Business Administration and Management or related field. Masters Degree holders in the similar disciple with relative experience can apply for the position. ACCA qualification is an advantage.
- Knowledge of IFRS, /IPSAS/ ERP is an added advantage
Work Experience:
BA – 16, MA – 14, PhD – 12 years professional work experience in budget monitoring & control and/or Accounting & Reporting and/or finance management related area for MA and BA holders respectively, skills in budget preparation, financial analysis and reporting are advantages, knowledge of government and public finance or business organizations accounting budgeting, and cost control system including grant management is/are required.
Additional Experience and Skills:
- Demonstrated experience in health project (grant) management and coordination.
- Competency in use of advanced computer software, internet and computer based management solutions;
- Familiarity with health systems policies and spectral reform processes,
- Ability to promote team work.
- Fluency in English, good communication and negotiation skills.
- Assist and advise Finance Coordinators in all financial accounting and management reporting process including Developing disbursement plan;
- Monitor expenditures and ensure all expenditures are within the allocated budget.
- Prepare timely financial report to appropriate bodies;
- Maintain long term and short-term cash flow projection to better monitor the cash balance;
- Ensure that the account are ready for external audit;
- Ascertain that audit findings and recommendations are taken care of;
- Ensure that the Head Office Home Office ledger RDF and program accounts are timely reconciled with branch records;
- Review expenditure for accuracy and completeness to the contract agreement;
- Prepare and review accounting document;
- Ensure compliance with the statutory financial management and grant management requirements of donors;
- Resolve accounting discrepancy
- Maintain financial database, computer software system & manual filing system,
- Supervise the input and handling of financial data and report for the company automated financial system;
- Interact with internal and external auditors in completing audit;
- Build the capacity and coach junior staff of the directorates fund and regional staffs;
- Handle Reconciliation and liquidation of funds as per respective requirement and agreements;
- Plan travel & facilitate trainings & backstop support to the EPSS hubs & selected health offices & facilities as deemed necessary
- Other duties as assigned
