Ethiopian Public Health Institute would like to invites competent and interested candidates for the following Positions.

Position 1: Accounting and Finance

SPECIFIC TASKS / ACTIVITIES /

The Finance Specialist the following specific duties and responsibilities.

  • Has the responsibility to review, checks and verifies the supporting documents for payment request and prepares cheque for signature by signatories.
  • Ascertains that all relevant documents are in place and appropriate before payment approval is made.
  • Closes monthly reports and prepares periodic financial reports upon request
  • Codes expenses with correct budget line account and charges the appropriate class/program.
  • Prepares bank reconciliation every month and takes necessary action if corrections are needed.
  • Ensures that payments are made as per budget allocation.
  • Closes account books and prepares audit report at fiscal year-end.
  • Follows up and reminds monthly and annual bill settlements and contracts and statutory payments.
  • Follows up on finance management and ensures appropriate utilization of funds.
  • Follows up petty cash expenditures and verifies documents for petty cash replenishment.
  • Deals with and follow up bank activities like timely transfers, deposits, withdrawals and collection of advices, cheque books and bank statements.
  • Performs timely work and travel advance settlement for staff and partners.
  • Performs proper and explanatory filing system for petty cash, journal vouchers, and check transaction vouchers of the office.
  • In consultation with supervisor, ensures that payments are made as per budget allocation.
  • Recommend and makes all the necessary efforts that will help to improve the accounting system.
  • Performs other activities as instructed by supervisor.
  • Carry out any other related tasks as may be required by his supervisor.
  • Provide assistance as required by other projects and government regular work

METHODOLOGY

The Finance Specialist   will work closely with Finance and Procurement Directorate and other Project Management teams to assist in the financial activity and improve the efficiency /quality of work in accordance to Government of the Democratic Republic of Ethiopia regulations & procedures and World Bank guidelines and procedures.

REPORTING

He/she will be based in the project implementation unit in Addis Ababa and will travel to regions when it is necessary.

CONTRACT DURATION AND REMUNERATION

The contract will be for one year but extendable depending on the satisfactory performance and the need of business continuity.

Job Requirements

 MA/BA degree in Accounting Finance, management ,public financial management ,Business administration with  At least 10 years of working experience for first degree holders or 8 years for post graduate degree holders, preferably with experience in the areas of internationally financed development programs or World Bank  and European union guidelines and procedures.

  • Good knowledge of Microsoft word, Excel and Peachtree Accounting software.
  • Good Command of English speaking and writing
  • Strong organizational and multitasking skills, with the ability to perform well in a fast-paced environment
  • ·Knowledge of and experience on Integrated Management Information System (IFMIS) is mandatory

Position 2: Data Manager

Roles and responsibilities

  • . Discover efficient ways to organize, store and analyze research data on health with attention to security and confidentiality
  • . Demonstrate advanced data management skills, strong understanding of
  • databases and data analysis procedures
  • Develop and implement Data Management Plan (DMP) and procedures
  • . Ensure timely data flows and data security to and from NDMC as well as within NDMC
  • . Use different statistical software such as CSPro, EPI-Info, Stata, SPSS, R etc.
  • .  Develop data entry platforms, data dictionary using the above software
  • .  Understand existing data sharing policy and practices
  • .  Establishes data quality standards work with research data reporting directorates within EPHI and outside of EPHI to ensure that data standards are met
  • .  Prepare datasets for analysis and respond to data sharing requests as per the centers policy
  • .  Develop data tracking mechanisms from different data sources
  • .  Demonstrate advanced statistical knowledge and skills to analyze heterogeneous epidemiologic data, surveillance data, clinical data, evaluation data, nutrition data, biomedical data and others
  • . Enforce institutional and national data sharing policies for effective data management
  • . Develop and maintains a public access or limited access data research portal
  • . Present and re-present NDMC activities at national and international for a
  • . Coordinate and facilitate data mapping, digitizing, and centralizing existing and new data sources in the country
  • . Mentorship and supervision of data encoders/data clerks and data reviewers
  • . Provide training to data encoders/ data clerks
  • . Supervise different data sources in the country.

Job Requirements

MSC degree in Biostatistics, Statistics, related field

  • 8+ years proven experiences on health and health related data management and analysis
  • Health Sciences/biostatistics backgrounds  and experiences
  • .  Experiences in managing big health and research data
  • .  Analytical skills, technical and computer skills, attention to details, decision making, problem solving, time management and organization skill, communication skill, ability to learn new things, ability to meet deadlines
  • .  Professional, enthusiastic, hardworking and “can do” attitude
  • .  Capable of independently managing time and the tasks associated with a fast-paced research agenda and strong organizational objectives
  • Demonstrate inter personal communication skills

Position 3: Public Health Data Search and Reviewer

Roles and responsibilities:

  • Work on all data sources inventory in potential research institutes and agencies,
  • Assist in data mapping, and digitize and collecting available data.
  • Develop and implement standardize techniques to search for the literature to acquire national and subnational data through literature, EPHI, university, research institutes, etc.
  • Provide a comprehensive set of quality control (QC) tools that enable an efficient and consistent data review process.
  • Apply tools that support both automated and semi-automated analysis of data to detect errors in a feature’s integrity, attribution, or spatial relationships with other features.
  • Detect and store errors during analysis to facilitate corrective workflows and data quality reporting.
  • Responsible to ensure all data and documentation, including source data and summary reports from laboratories, are of the highest quality, ensuring data accuracy and integrity.
  • Review all data (source data and summary reports) for accuracy, conformance to procedures and specifications, and proper documentation in accordance with NDMC’s SOPs.
  • Responsible for discussing data interpretation and questions with individual analysts and elevate to Management, if necessary, to determine data disposition.
  • Review all source data for conformance to applicable specifications
  • Facilitate data or documentation corrections with analysts to ensure all records are complete and appropriate references are made.
  • Ensure investigations are assigned, completed and referenced for data or documentation, as appropriate, prior to the release of data
  • Verify all laboratory testing was conducted, where appropriate, in accordance with SOPs
  • Review of laboratory notebooks and other source data (e.g. printouts, logbooks, executed forms, etc.) for completeness, and archival, as appropriate.
  • Interact closely with Quality Management and all team members to identify and aid in the implementation of data security, integrity or efficiency improvements
  • Work on multiple projects in a concurrent manner on a routine basis.
  • Assist in training and mentoring analysts on the interpretation of data and use of electronic data systems.
  • Demonstrate a consistent high-level integrity, professional discipline and dedication to quality compliance and improvement.
  • Communicate regularly and effectively with all levels of the organization.
  • Assist in office work/secretarial services

Job Requirements

  • Master in Public Health/biostatics having health sciences background
  • 8 years of experiences
  • Experience in data related.
  • Demonstrated data clerk experiences.
