Position 1: Project Coordinator (PC)
Major Duties and Responsibilities
Support to Project Management
- Ensure that the assigned project is being implemented in line with signed project documents, budget, log frame, and operational plan
- Support capacity building of the branch staff to achieve better results through the implementation of project activities together
- Ensure that the projects are implemented in accordance with the SRC, ERCS and donor policies and guidelines
- Undertake regular support and monitoring visits to project sites and participate in project events when required
- Ensure that governance structures, such as project steering committees, are operational and mobilized in line with project documents
- Ensure best practices and lessons learned are documented
- Suggest new ideas for projects and interventions
- Participate in field assessments for the development of new projects and actions
- Support the development of new project proposals
- Support to Administrative, Financial, Procurement and Logistical Supervision
- Monitor project’s financial management in coordination with ERCS/ SRC program coordinator, ERCS/ SRC Senior Finance and Administration Officer and ERCS project accountant.
- Ensure that project cash and fund requests are submitted within deadlines
- Ensure that qualitative financial reports are submitted within deadlines to ERCS and SRC
- Follow up on issues raised by SRC/ERCS teams related to project expenditure
- Supervise the storage of all project assets, including their input in project inventory, in accordance with procedures and tools
- Ensure that procurements comply with financial procedure and policies
- Support to Reporting
- Ensure high quality and timely completion of monthly, quarterly and annual progress reports as per prescribed templates and timetable
- Provide report translation when required
- Ensure the maintenance of an up to date library of project documents, project case studies, articles and photographs
Support to Coordination and representation
- Maintain close collaboration with the ERCS/ SRC Programme Coordinator
- Coordinate with stakeholders in the project
- Maintain a strong, collaborative relationship between zonal, regional ERCS and SRC, ensuring regular coordination

Job Requirements
- Academic Qualification and Professional Experience
- Master’s Degree in Social Science, Disaster Risk Management, Project Management or related field of studies with over 3-4 years of professional experience working in the International Humanitarian & Development organization managing projects funded through international donor agencies
- Bachelor’s Degree in Social Science, Disaster Risk Management Project Management or related field of studies with over 4-6 years of professional experience working in the International Humanitarian & Development organization managing projects funded through international donor agencies
Competencies and Skills
- Sound technical expertise in DRM field.
- Knowledge and experience in project cycle management.
- Good IT skills in particular in Microsoft Office Applications (i.e. Word, Excel, Outlook, PowerPoint) etc.
- Be able to adapt to the situation, and able to work under highly stressful conditions.
- Showing full responsibility for tasks assigned, presenting a motivated and persevering personality with a good spirit of cooperation, proving good analytical skills.
- Good planning, management and coordination skills, respecting deadlines and proving an ability to organise a workload comprised of varying and changing tasks and responsibilities.
- Demonstrated capacity in supervising/training others to develop project management skills.
- Experience working in multicultural and multi-national team.
- Taking responsibility, motivated and persevering personality, spirit of cooperation, good analytical skills,
- Knowledge of the Red Cross’ fundamental principles and the Red Cross Movements is an added advantage.

- Good communication skills (fluency in both written and spoken communication) in Regional Local Language, English and Amharic.

Position 2: Surveillance Officer
Spesific Responsibilities:
- Conduct supportive supervision and mentorship for Woreda Health Offices (WrHO) and health facilities (HFs) regarding EWARS (Preparedness, Early warning/surveillance, Response & Recovery components of PHEM)
- Provide capacity-building trainings on various PHEM agendas for PHEM officers, HCWs and HEWs.
- Assist WrHOs/HFs to conduct the early warning, alert and response tasks (EWARS)
- Provide technical assistance to WrHOs/HFs to conduct both event and indicator-based surveillances.
- Provide Technical Assistant (TA) to strengthen cross-border surveillance activities at point of entries.
- Assist public health risk communication & community engagement tasks (RCCE)
- Provide technical support to ensure the surveillance data qualities like report timeliness, completeness, etc are kept at national/international standards.
- Assist WrHO, HFs and ZHD in EWARS/PHEM data management and visualization, report-write ups, and dissemination.
- Assist in periodic surveillance reports productions like weekly epidemiological bulletin, feedbacks, SitRep/SpotRep, technical reports, presentations, and ad hoc reports on a weekly, monthly, and quarterly basis.
- Support emergency coordination platforms like PHEOC, RRT, TWG, DRM Council and DMAT in order to establish a functional PHEM system.
- Participate in public health emergencies responses and investigations like epidemic/pandemic response, health and nutrition emergency response and the likes.
- Participates and represent the organization in different regional/sub-regional level review meetings, annual work plan, conference calls, coordination forums, etc
- Prepare different proposals and budget plans to implement surveillance agendas and emergency response.
- Prepare all weekly/quarterly progress reports, annual project report, ad-hoc technical reports, success stories and timely submit to the central team using required formats.
- Monitor and evaluate progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators.
- Collaborate and work with key technical and program stakeholders on different PHEM agendas.
- Execute other responsibilities as required by the central team.

Reports to: Senior PHEM Advisor
Location: Zonal Level
Duration: of Employment 1 year, possibility of extension Based on performance
Note: The duty station of the officers may be changed during activity implementation if the situation of the activity required necessary change
Minimum Qualification:
- Master in any health backgrounds in Field Epidemiology/Epidemiology is a plus, or other public health fields from a recognized academic institution.
- At least five (5) years’ work experience at regional or sub-regional level in the field of Public Health Emergency Management (PHEM)
- Deep understanding and knowledge of the Early Warning and Alert Response System (EWARS), particularly public health surveillance and emergency response
- Having previous work experience in PHEOC is an added advantage.
- Experience of conducting trainings, supervision and mentorship
- Experience in proposal development, scientific report write ups and disseminations, as proven with publications.
- Excellent ability in software’s like Microsoft offices, Power BI, DHIS2-PHEM, ODK, SPSS, etc
- Fluency in English and regional Working Language required

Position 3: Leadership Development Officer
Specific Responsibilities
- Provide technical support on leadership development skills by planning and implementing different methods appropriate for local context
- In collaboration with LDM advisor cascade the capacity building training on leading in emergencies using guidelines and tools for Zonal and Woreda PHEM leaders, and activity leadership officers.
- Follow the implementation of standard operating procedures (SOPs) on PHEM leadership development at Zonal, Woreda & Kebele levels.
- Conduct supportive supervision and mentorship for zonal & Woreda PHEM officers, and health facilities (HFs) to strengthen local leadership capacity for health emergency management.
- Develop work plan that details the activities needed activities for the development of PHEM leadership capacity at zonal, woreda and community levels.
- Provide technical assistance to woreda PHEM leaders in conducting simulation exercises (tabletop, drills, functional exercises, and full-scale) and after-action reviews to facilitate learn by doing, identify capacity assets and gaps, and develop improvement plans to strengthen public health emergency management.
- Assist the integration of leadership development plans into the Public Health Emergency Preparedness and Response Plans at zonal and woreda levels.
- Prepare all weekly/quarterly progress reports, technical reports, and success stories in the assigned woredas.
- Monitor and evaluate progress towards annual work plans, expected outputs and results related to PHEM leadership capacity development in activity focus woreda and zones.
- Collaborate and work with key technical and program stakeholders on different PHEM agendas.
- Perform other duties and responsibilities as assigned by the activity senior management team.

Qualifications
- Master in Management/Leadership in a health-related field or management field required
- At least 5 years of experience in leadership and management role at regional or sub regional level
- Knowledge of and experience related to public health emergency management is highly preferred.
- Proven experience in facilitating training, supervising and mentoring technical staff.
- Demonstrated conflict management, team building, written and oral communication, presentation, and negotiation skills.
- Experience organizing and working with teams to produce high-quality deliverables.
- Previous experience supporting a USAID-funded project, a plus
- Ability to work under tight deadline
- Fluency in English and regional working language required.
- Excellent skills in MS Excel, Word, PowerPoint.
- Willing to travel assigned woredas frequently
