Ethiopian Red Cross Society (ERCS) would like to invites competent and interested candidates for the following positions.

Position 1: Senior Accountant

Key performance Areas  

  • Checks payment requests against adequate budget coverage and verifies correctness of arithmetic accuracy for approval
  • Follows up the budget and the project budget execution;
  • Examines and checks all registers for correctness and the register totals for general ledger posting;
  • Prepares Monthly Income and Expenditure, Fund status and Budget VS expenditure report   and Bank reconciliation
  • Verifies that closings and auditing of books of accounts are carried out in due course;
  • Ensures that the ERCS’ accounting documents are properly organized;
  • Facilitates and follows up the preparation and communication of project financial reports as per commitments made with funding agents and pertinent financial policies and procedures of the ERCS;
  • Follows up and facilitates the timely delivery of reports from branches;
  • Arranges and organizes financial documents for auditing by internal and external auditors;
  • Make sure that no receivables and payables are outstanding at the end of the year;

Work Unit: Accounts Division

Reports to: Account Manager

Terms of employment: Contract for one year  

Qualification Requirements:

 Second/First degree in in Accounting/ Accounting & Finance/  & Accounting Software

6/8 years related work experience, out of which 2 years in a senior position(s)

Position 2: Senior WASH Officer, EC2R project

Key Performance Areas

Project Design and implementation

  • Prepare and design multi-sectoral rapid needs assessments in collaboration with other humanitarian organizations.
  • Prepare detail designs for new planned water, sanitation infrastructure civil works with consultation of line managers, Partner National Society, budget holder department and implementing branch.
  • Enthusiastically involve in any multidisciplinary study team that require respective expertise.
  • Undertake technical and financial planning and liaise with the relevant budget holder departments
  • Responsible to prepare bid and contractual documents based on the construction guideline available in the organization
  • Design and roll-out health promotion campaigns at community level for both host communities and Internally Displaced People
  • Promote and ensure community participation and initiatives through all possible methodologies in all project phases
  • Manage all Water and Infrastructure project resources based on the system laid by the organization.
  • Direct and support ERCS on major engineering works
  • Train and coach branch (WASH outreach workers) to excel on their work based the planned activities.
  • Manage the hardware parts of the project based on the frameworks set by the organization.
  • Facilitate and perform handing over of completed project to direct beneficiaries, local authorities or other humanitarian organizations through respected line offices.
  • Ensure that the planned activities are performed with in the given time frame and budget allocated while respecting the quality aspects.
  • Organize the mobilization of the required amount of construction materials and human resources prior to the project execution.
  • Responsible to support, assist and follow up on contract procedures and processes on construction based on a given detail plans or specifications
  • Responsible to check payment certificate/documents of contractual works as per the terms of agreement engaged with to be ready for agreement.

Financial Management

  • Under the guidance of PNS and budget holder department:
  • Participate on the preparation of detailed project budgets and budget revisions
  • Responsible for ensuring proper, efficient and timely utilization of allocated program/project budget, including purchasing of quality construction materials;
  • Responsible to control the budget allocated to the sector and ensure that activities are implemented according to quality required and agreed plans.

Reporting

  • Prepare periodical progress reports (monthly, quarterly, biannually and annually)
  • Responsible to keep and maintain records, data and documents related to the construction related works
  • Put an effort to document changes made due to the construction interventions

Networking

  • Create appropriate linkage; working procedures and information sharing with different PNS and ERCS’s program staff/movement partners’ and external stakeholders (WASH cluster, NGO and Government Sectorial ministries, Bureaus’);
  • Create funding opportunities for new emergency WASH projects;
  • Integrate the WASH project with other sectors of the program staff and stakeholders.

Monitoring & Evaluation

  • Undertake Monitoring and Evaluation of WASH projects based on the M&E formats developed by ERCS or PNS.
  • Facilitate and participate agreed monitoring sessions during the implementation of WASH projects
  • Document learning from implemented projects and share for others across the organization
  • Conduct and document annual learning reviews;

Mainstreaming

  • Design and create appropriate methods/ways and implement to mainstream all cross cutting issues like protection, community engagement and accountability, gender, inequality, HIV/AIDS, DRR and climate change in line with ERCS or PNS guidelines.
  • Ensure that all cross cutting issues like protection, community engagement and accountability, gender, inequality, HIV/AIDS, DRR and climate change are mainstreamed in the implementation of WASH activities

Work Unit: –   ERCS-Disaster Risk Management (DRM) department

Reporting to: – Health and WASH division manager

Terms of employment:-Contract for one year

Qualification Requirements:

  • MSc/BSc in field of civil, hydraulics, irrigation, water resources or any water related engineering disciplines, or any other relevant fields of study.
  • 6/8 years of experience at increasing capacities in WASH sector;
  • Three years in NGO setting related to rural water supply and sanitation and previously Red Cross experience is an asset.

Other Skills & Competencies

  • Field experience in managing international humanitarian operations in WASH.
  • Practical experiences in planning and managing community and institutional infrastructure and WASH interventions in development and emergency contexts
  • Experience in designing and constructing community level water, sanitation and public infrastructure facilities. Experience on public health and community engagement and accountability is an asset.
  • Experience working on gender sensitive and disability inclusive designs
  • Ability to work well within a team and take responsibility to deliver results.
  • Excellent interpersonal, communication and presentation skills
  • Ability and willingness to live and work in harsh and difficult physical conditions in an area of potential insecurity.
  • Capacity to work & build strong relationships with Partners, local government offices;
  • Demonstrated experience supervising construction projects, preparing supervision reports
  • Relevant skill in computer application and graphic and engineering software packages (MS Offices, WaterCAD and Auto CAD…).
  • Self-driven and result oriented
  • Fluency in English and Amharic, both verbal and written
  • Commitment to Red Cross values.

Position 3: Project Coordinator for Ethiopia Crises to Resilience (EC2R) Health & WASH project

Key Performance Areas:

Project Management

  • Manage all aspects of the EC2R Health and WASH projects duties, such as preparation of plans, following up on timely and quality implementation and reporting of the project progress. Take timely and appropriate action to address delays and challenges in relation to project implementation when needed.
  • Facilitate implementation and monitor the progress on implementation of the project’s activities against the plan of action, indicators, and approved budget.
  • Support regional/zonal branch field teams in timely planning, implementation, monitoring and reporting (including financial) of all project activities.
  • Provide daily management and supportive supervision of project activities in operational areas of the project, including regular field visits to project sites, providing trainings and technical assistance, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and accurate completion of duties within the agreed timeframe.
  • Ensure the preparation and timely submission of quality financial and narrative reports as per ERCS procedures and donor requirements, deadlines and reporting formats.
  • Closely follow up the transfer of budget from FCDO to ERCS and from ERCS to the branch, monitors the proper and efficient utilization of the budget with emphasis of identifiable and verifiable expenses of the project approved budget.
  • Ensure the Community Engagement and Accountability (CEA) approach is included in data collection, implementation, monitoring and evaluation of the project execution.
  • Report regularly to the Health and WASH division and provide update to FCDO delegation in Ethiopia on the status of the project activities, challenges faced and actions taken related to the implementation of the project; consult the NLRC on programmatic areas that demands attention.
  • Maintain and ensure the confidentiality of all related information of the project by implementing the National Society’s relevant policy and procedures.

Coordination & Representation

  • In consultation with the Health and WASH division manager, liaise with external partners, including government partner offices, NGOs and other relevant stakeholders.
  • Act as a liaison between the project and relevant stakeholders to ensure efficient inclusion of the high risk and vulnerable groups of the community.
  • Establish and promote smooth communication among NLRC, ERCS HQ, regional branches and field level staffs, project beneficiaries and the community at large.
  • Contribute to coordination and sharing of lessons learned, good practices and tools with ERCS and other stakeholders.
  • Represent the project in meetings and workshops when needed. Prepare reports, briefings, background information, narratives, and statistical reporting as necessary and required for the DRR department.

Project design & development

Support the ERCS with development of new project and program proposals within his/her field of expertise.

Qualification Requirements:

  • MSC and/or BSC degree in Public health, project management, environmental health, environmental engineer, and another relevant field of expertise.
  • 8/10 years related experiences, out of which 2/4 years in Managerial position experiences.
  • Relevant 3 years NGO supported Health and WASH project/programme management experience and expertise is required.

Key competencies

  • Excellent coordinator and communication skills with strong interpersonal and coaching skills.
  • Demonstrated orientation on results, process, and people.
  • Cultural awareness is essential and previous experience in a multi-cultural environment.
  • Proficiency in English language (written and oral).
  • Commitment to Ethiopian Red Cross values and ethical standards.
