About ERCS

The Ethiopian Red Cross Society (ERCS) is a humanitarian organization established in 1935. It provides emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services to communities affected by natural and manmade disasters. ERCS also runs disaster risk reduction programs to create resilience households and communities. It has a structure consisting of 12 Regional Offices, 34 Zonal Branches, 131 District/Woreda Branches, 599 Woreda Red Cross Committee, and 5871 Kebele Red Cross committees. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities it serves.

Ethiopian Red Cross Society (ERCS) would like to invites competent and interested candidates for the following Positions.

Position 1: Senior Accountant

Key performance Areas:

  • Coordinates the recording, analysis and financial statement preparation activities of core cost and projects in accordance with the Society’s policies and procedures in place;
  • Prepares appropriate classification of codes for each transaction for recording; Analyzes the recording of transactions and performing posting; Prepare financial statements;
  • Ensures that the financial reports of branches are properly tracked, recorded and consolidated with that of the National Secretariat, statement of income and expenditure account, cash flow statement, balance Sheet and other financial statements issued timely and properly;
  • Follows up the evaluation and analysis of monthly trial balances, quarterly statements of income and expenditure account and of any other financial information and the provision of qualified information for management decision making;
  • Checks the agreement of the balances of subsidiary ledgers and that of control accounts in the general ledger and tests the equality of debit and credit totals (trial balance) of the general ledger account balances;
  • Closely follow up the timely collection of receivables and payment of payables and make sure that all receivables are payables are fully cleared at the end of every quarter and no balance is carried forward
  • Examines and checks all registers for correctness and the register totals for general ledger posting; Prepares periodic and end-of-period financial reports and statements resulting from subsidiary and general ledger accounts;
  • Extracts account balances from the general ledger and prepares schedule of accounts upon request by management or to complete the accounting cycle;
  • Organizes maintenance of books of accounts, journals, ledgers and supporting documents in accordance with standard practices and accounting manual;
  • Prepares appropriate classification of codes and postages of all relevant transaction documents on the various control and subsidiary ledger accounts; and proposes additional or new codes if necessary;
  • Verifies that closings and auditing of books of accounts are carried out in due course;Verifies correctness of statement of accounts for receivable and payable accounts as well as bank reconciliation; Verifies Follows up the entry of financial transactions are in accordance with the accounting system in place of the Society;
  • Checks that financial documents, ledgers, journal vouchers and supporting documents are maintained and organized in accordance with the accounting system of the Society;
  • Ensures that all transactions of  disbursements and receivables are journalized and posted into respective ledgers timely;
  • Make sure that all payables and receivables are cleared on quarterly basis and no outstanding balances of payables and receivables are carried over to the next period; Ensures that the Society’s accounting documents are properly organized;
  • Ascertains that account records are maintained in the proper classification of codes per the accounting procedure of the Society; Verify the correctness of the calculation of the deductions from the employee salary;
  • Provides branch offices with professional assistances in performing accounting activities; follows up the financial reports of the branches;
  • Facilitates and follows up the preparation and communication of project financial reports as per commitments made with funding agents and pertinent financial policies and procedures of the Society;
  • Ascertains that closings of books of core cost and  project accounts of the Society are carried out in due course; Follows up and facilitates the timely delivery of reports from branches; Arranges and organizes financial documents for auditing by internal and external auditors;
  • Ensures that financial documents, ledgers, journal vouchers and supporting documents are maintained and organized in accordance with the accounting system of the Society;
  • Conducts pertinent studies on how to improvise the day-to-day activities of the work unit; Prepares and submits monthly, quarterly, biannual and annual reports on the performance of the work unit; Make sure that no receivables and payables are outstanding at the end of the year

Position 2: Protection, Gender and Inclusion Coordinator

Job Purpose:

The Protection, Gender and Inclusion (PGI) Coordinator under line management of the head of Disaster Risk Management/Disaster Preparedness and Response in Ethiopian Red Cross Society (ERCS) will support ERCS both at headquarters and regional level and IFRC operations teams to:

  • Provide technical advice and support to Ethiopian Red Crescent Society (ERCS) to ensure specialized and mainstreamed Protection, Gender and Inclusion (PGI) in strategy, approach and dedicated activities as an integral part of emergency operations and in long-term, preparedness and recovery programmes.
  • The person will also seek to ensure Inclusion of all in all ERCS operations and programmes by building capacity and understanding among staff and volunteers to ensure no is left behind and no one is left out regardless of age, gender, religion, ethnicity, health status etc.
  • The position will provide strategic and technical advice and training to build the capacity of ERCS staff and volunteers to integrate a more systematic approach to PGI throughout the programme and disaster risk management cycle. This will include supporting and promoting the use of innovative approaches to information sharing, community participation and feedback, behavior and social change communication and evidence-based advocacy of protection risks.
  • The position will provide and implement guidance to others within a defined scope and programming in ERCS. He/she will ensure that humanitarian assistance promotes the dignity, access, participation, and safety of all girls, boys, women and men based on their different needs, capacities and vulnerabilities, and without discrimination based on age, gender, disability, religious, race, or legal status.
  • Enhance the impact, reach and efficiency of emergency response operations through the integration and coordination of PGI activities and approaches. This includes PGI specialisation, mainstreaming, advocacy, programme design, staff support and training, and strengthening community relationships.
  • Ensure there is operational capacity to identify protection risks including child protection and sexual and gender-based violence and take action to prevent, mitigate and respond to Violence, exploitation and abuse, including appropriate reporting and referral mechanisms

Job duties and responsibilities:

  • Act as a technical resource to ERCS at Headquarters, regions and branches.
  • Create a solid understanding of PGI among the staff, board, volunteers in ERCS (HQ, regions, branches).
  • Train, identify, support and coordinate ERCS PGI focal points in different branches.
  • Advice needs assessment efforts to ensure that; Information gathering activities are conducted and documented safely and confidentially; sex-age disability-disaggregated data is used to inform the response.
  • Work with sector leads to ensure the specific needs, vulnerabilities and capacities of the affected population (including gender, age, and disability, and health, legal and social status) inform the design and implementation of relief and recovery programs, including emergency appeal and plans of action.
  • Design strategies and programmes in line with assessment findings and tailored to reach the specific needs of a particular group or groups (i.e., persons with disabilities, SGBV prevention and response, child protection) whilst integrating effectively with other sectors and existing capacities.
  • Review Emergency Plans of Actions, DREFs, and Emergency appeals and provide technical support and advice on PGI including technical support in implementation.
  • Work with sector leads to ensure that all programmes and operations are implemented in accordance with the IFRC Minimum Standards for Protection, Gender and Inclusion in Emergencies and the response promotes the dignity, access, participation and safety of women, men, girls and boys including with disabilities.
  • Design and deliver capacity building activities for ERCS staff, volunteers and community members: build understanding and ownership of PGI, support the implementation of the PGI Minimum Standards, reduce PGI risks in the operational environment, and build sustainable local capacity.
  • Support the development of appropriate incident management, reporting and case management systems and referral pathways for the operations team to prevent, mitigate and respond to violence, exploitation and abuse. Where necessary, act as a technical advisor for the management of incident reports. Work with Community Engagement and Accountability (CEA) colleagues and the protection/GBV cluster to harmonise approaches to complaints hotlines and other mechanisms.
  • Advocate for PGI issues with key stakeholders internal and external to the RCRC to ensure appropriate awareness of PGI issues, their ramifications and how RCRC teams are responding to PGI risks and needs.
  • Work with Community Engagement & Accountability (CEA) colleagues to analyse and utilise community practices, groups and information sharing methods. Help design effective information dissemination tools, reporting systems and ensure a safe approach to community communications by the broader operations team that encourages community feedback and sharing of information.

Coordination, representation, relationships and reporting

  • Work in coordination with other movement partners on PGI
  • Coordinate with protection and gender inter-agency fora and engage in dialogue with local actors to ensure that PGI risks are addressed.
  • Enhance national partnerships and coordinate with key partners, humanitarian agencies and UN through working with ERCS and other movement partners.
  • Collaborate with sector leads, PGI focal points, to support production of internal and external PGI reports, evaluations, and case studies etc. that demonstrate the impact of PGI and amplify community voices.

Education Required:

Relevant university degree or similar professional qualification MA/Bachelor’s degree in Social/ Behavioral Sciences i.e., sociology, anthropology, Human Rights, gender, psychology, Counseling, Public Health

Work Experience Required:

  • 8/10 years of relevant work experience out of which 4/6 years on managerial positions.
  • Experience in a PGI related role (protection, gender, sexual and gender-based violence, disability rights)
  • Ability to facilitate trainings and workshops on technical matters
  • Experience of working in emergency operation
  • Ability to work on MS applications e.g., Word, Excel and PowerPoint
  • Experience in beneficiary communication, social mobilization, communication with communities, community engagement and accountability or community for development in the region
  • Possesses working knowledge of protection, gender and inclusion issues in humanitarian and development settings, specifically in the context of Ethiopia
  • Experience of designing and implementing protection risks and needs assessments
  • Experience in working in a constantly evolving context and ability to identify and address protection risks while respecting the cultural perspectives in that context.
  • Work experience with other international organizations, large NGOs and/or governmental development agencies.
  • Strong communications skills and robust knowledge of information sharing tools, and the ability to implement them.
  • Highly organized, with ability to work well in a team.
  • Ability to multi-task and work under stressful conditions to meet deadlines.

Preferred

  • Experience with the Red Cross/Red Crescent Movement
  • Experience in planning targeted and appropriate PGI strategies.
  • Work experience with other international organizations, large NGOs and/or governmental development agencies.

Languages

  • Fluently spoken and written English and Amharic
  • Preferable to understand other local languages.
