Ethiopost is the principal postal service provider in Ethiopia, with over 600 branches across the country. Our new vision is to be a global leader in postal services and a preferred partner in logistics, financial and government services. We are presently undergoing digital transformation and seek to expand our service offering to include digital financial services (DFS).

Ethiopost would like to invites competent and interested candidates for the following positions.

Position 1: Risk Manager – Digital Financial Services

Core Purpose of the Job

Manage the overall risk profile of the DFS operations, lead risk management, and determine ways to minimize risks and liabilities.

Key Responsibilities:

  • Primary responsible for IT and operational compliance on all security process controls in collaboration with the Agent Network Manager and IT Manager.
  • Develop a comprehensive risk management framework for the DFS operations in collaboration with functional unit managers.
  • Establish policies and protocols to identify and address risks in the DFS operations; conduct periodic reviews, make recommendations, and implement modifications and improvements.
  • Conduct risk assessments in the DFS operations periodically by collecting and analysing documentation, processes, data, and reports.
  • Develop contingency plans and solutions (such as insurance, safety, and security policies, and business continuity plans) to reduce and control risks and liabilities.
  • Prepare and present risk reports and proposals to executive leadership and senior staff.
  • Train staff and management on the risk management framework, policies, and protocols periodically.

Reporting to: Head of Digital Financial Services

Tenure: 1yr   (Renewable)

Job Requirements

QUALIFICATIONS: Job Requirements (Education, Experience, and Competencies)

Education:

A degree in risk management, business administration, economics, finance, or related disciplines.

A professional certification in risk management.

Professional education in digital finance is a plus.

Knowledge, Skills, and Experience

A strong understanding of digital financial services and related risks.

Minimum of 5 years experience in a risk management function.

Thorough understanding of policies and best practices of risk management.

Proficiency in risk management, financial analysis, and related software.

Other Competencies

Position 2: IT Manager – Digital Financial Services

Core Purpose of the Job

Continuously evaluate the technology needs of the Digital Finance Business Unit and design and implement solutions to meet identified needs towards achieving business objectives.

Key Responsibilities:

  • Understand the technology (hardware, software, networks) requirements of the digital finance strategy and lead the planning and budgeting for acquiring technology solutions required to meet the business objectives. .
  • Lead the identification, sourcing, evaluation, contracting, and management of vendors of technology solutions required to execute the new digital finance strategy, starting with Agency Banking/Agent Network Management solutions.
  • Implement the required technology solutions in collaboration with the central IT team.
  • Lead the training of staff and business partners (e.g. agents, merchants) on using new digital finance technology solutions/systems.
  • Design and implement continuous monitoring of the digital finance technology solutions to ensure high levels of efficiency and minimal downtimes.
  • Continuously diagnose the digital finance technology systems problems, inefficiencies, and weaknesses and implement solutions to address identified issues.

Reporting to: Head of Digital Financial Services and Head of IT

Tenure: 1 Year (Renewable)

QUALIFICATIONS: Job Requirements (Education, Experience, and Competencies)

Education:

A Degree in computer science, information systems, or related disciplines.

A qualification in agile project management would be a plus.

Knowledge, Skills and Experience

  • A strong demonstrable understanding of how integrated technology solutions work
  • A strong understanding of IT infrastructure, networks, and security systems.
  • Minimum of 3 years management experience in IT management function.
  • At least 5 years experience in programming, developing, and implementing IT solutions
  • Experience in rolling out digital finance or banking solutions is a definite advantage.
  • Experience with various operating systems and databases.
  • Experience in IT project management, preferably agile
  • Experience in team management and coaching
  • Customer Centricity – a demonstrable experience in designing and implementing solutions with the customer as the centre vs. the technology

Position 3: Head, Agent Network Development, DFS

Core Purpose of the Job

Drive, develop, and manage, the expansion of Ethiopost’s agent network, ensuring its efficiency and effectiveness, and fostering strong relationships with agents and partners.

Key Responsibilities:

Agent Network Strategy and Expansion:

  • Design and execute strategies for growing and sustaining a robust and vibrant agent network aligned with the business goals and market dynamics.
  • Identify target markets, assess market potential, and define network expansion plans to increase the reach and penetration of our digital finance services.
  • Develop knowledge material to facilitate the recruitment, on boarding, and training of agents, including continuous supportive supervision and ensuring they meet the required qualifications and possess the necessary knowledge and tools to deliver high-quality services to customers.

Agent Network Management:

  • Implement robust systems and processes to effectively manage the agent network, including performance monitoring, support mechanisms, and incentive structures.
  • Establish clear KPIs and performance metrics for agent network teams and agents, regularly track and evaluate their performance, and provide constructive feedback to drive continuous improvement.
  • Proactively identify challenges and bottlenecks in agent network operations and develop solutions to optimize efficiency and enhance the agent and customer experience.
  • Develop and maintain standard operating procedure manuals for all activities related to agent network operations.

Relationship Management:

  • Identify and evaluate potential partnerships, negotiating contracts and agreements to expand the agent network and increase service coverage. Build and nurture these relationships.
  • Support regional/branch agent network teams with product materials and bespoke proposals to facilitate engagement with prospective strategic partners/agents at the regional/branch level.
  • Ensure ongoing support, guidance, and training to agents, ensuring they have the necessary tools and resources to deliver exceptional service to customers.
  • Collaborate with internal teams, such as technology, marketing, and customer support, to ensure seamless integration and support for agent network operations.

Risk Management and Compliance:

  • Ensure compliance with regulatory requirements, industry standards, and internal policies within the agent network in collaboration with risk and legal managers.
  • Implement effective risk management practices, including fraud prevention measures, data security protocols, and operational controls within the agent network.
  • Regularly assess and mitigate risks associated with agent network operations, monitoring for compliance and taking corrective actions as necessary.

Performance Analysis and Reporting:

  • Develop and maintain reporting mechanisms to monitor the performance of the agent network, analyze key trends, and identify areas for improvement.
  • Prepare and present comprehensive reports and insights, highlighting network performance, agent productivity, and customer satisfaction metrics.
  • Utilize data-driven insights to drive strategic decision-making, refine agent network strategies, and enhance operational efficiency.

Job Requirements

Education:

A degree in marketing, sales, business administration, operations management, or related disciplines.

A qualification in project management is a plus.

Knowledge, Skills, and Experience

  • Strong knowledge of digital financial services, mobile banking, agent banking, or similar domains.
  • At least 3 years experience in an agent or distribution network management role in any sector..
  • Demonstrated experience in developing and executing agent or distribution network expansion strategies.
  • Experience in designing and delivering operational training to staff.
  • Experience in project management is a plus.
  • Proficiency in MS Office Suite and familiarity with digital finance software or platforms.

Position 4: Digital Finance Project Lead

Core Purpose of the Job

Deploy strategy to shape and direct the digital finance business within Ethiopost. Provide strategic leadership in developing relevant partnerships, products/use cases, and the use of technology innovatively to improve and automate the delivery of digital financial services while creating value and a positive user experience for both partners and consumers.

Key Performance Areas:

  • Ensure the development of digital financial services by putting in place a business strategy, strategic growth plan, and providing clear direction and structure for the digital finance business.
  • Deliver agreed business goals in accordance with overall business strategy with a high focus on workflow processes and optimising the user experience (UX).
  • Ensure compliance with national legal and regulatory requirements for digital financial services in partnership with the legal division.
  • Provide overall direction for digital finance by scanning and identifying new opportunities, analysing changes in the competitive landscape, analysing trends, costs, forecasts and implementing them for business success.
  • Partner with the sales and regional teams to ensure that the distribution network has a presence across the country and that it is managed to deliver on the expected strategy.
  • Develop and maintain strong strategic partnerships to facilitate business development and growth.
  • Develop SLAs with vendors to manage the different platform performance, upgrades, and other modifications.
  • Strategic management of the overall financial performance of each product/use case, closely monitoring revenues and expenses for each.
  • Evaluate operational processes for the digital finance business and foster a customer-centric culture.
  • Ensure all relevant activities, trends, revenues and costs in the digital finance business are reported on effectively and timely.
  • Establish a well-resourced operations team to support the entire digital finance business delivery, using existing human resources and external recruitment where necessary.
  • Maintain cordial relationships with other Ethiopost divisions/departments and support the digital transformation initiatives as technical advisor.

QUALIFICATIONS: Job Requirements (Education, Experience, and Competencies)

Education:

A Degree in Finance, Business Administration, Technology, Engineering or Marketing

An MBA/Master’s Degree is a definite advantage.

Work Experience:

  • Minimum of 5 years’ Senior Management experience in Technology, Distribution and/or Financial Services
  • 2+ years’ C-suite experience in Technology, Financial Services and/ or Fintech is a definite plus.

Knowledge and Skills

  • Leadership skills build partnerships and lead the project team to success
  • Comprehensive knowledge of digital financial services, the DFS ecosystem, and risks in DFS
  • Comprehensive knowledge of legal and regulatory requirements of DFS in Ethiopia
  • Ability to establish policies and priorities to manage and evaluate projects
  • Ability to develop comprehensive and detailed business cases to drive a business initiative, including budget management
  • A good understanding of technology and technology requirements for the successful implementation of DFS
  • Knowledge and skills in product and services management, including product development, roll out, and product performance management
  • Effective oral and written communication and stakeholder management, including senior management, government, regulators, financial institutions, academia, and the general public
