Job Summary:
Project Manager- Urban Slum Upgrading is a key position leading the national program development for urbanization issues and managing projects/teams focusing on urban slum upgrading and housing settlements. This position holder will deal holistically with policy and strategy formulation and program design and implementation, including urban development and planning, construction technology/housing support services and urban environmental management in the urban and semi urban slum context. This person is also responsible for developing, in conjunction with the Project Sponsor/donors, a definition of the project, then ensures that the project is delivered on time, to budget and to the required quality standard (within agreed specifications). He/she ensures the project is effectively resourced and manages relationships with a wide range of groups (including all project contributors) and concerned government organizations. The Project Manager is also responsible for managing and supervision of the quality of all the construction activities related to Urban Slum Upgrading (USU) and manages the work of contractors and consultants, allocating and utilizing resources in an efficient manner and maintaining a co-operative, motivated and successful team.
Essential Duties and Responsibilities:
- Holistically design and implement urban slum upgrading projects and strategy, including urban planning and development, water/sanitation/hygiene, construction technology/housing support services, solid waste management and development in the urban slum context.
- Identify suitable projects for HFHE in the urban development sector and be responsible for the identification, formulation, preparation, appraisal, supervision and evaluation of projects.
- Oversee and manage project budgets and redevelopment plans for urban housing and WaSH projects funded by various donors.
- Support the development of urban and housing policy and strategies for slum area development in HFHE in consultation and coordination with relevant government agencies and partners.
- Undertake review of urban development and housing policy, related legal and regulatory framework and assess the progress towards achieving sustainable economic development and poverty reduction Participate in country teams and provide inputs around urban development and housing issues for Country Partnership Strategy and Country Operations Business Plans.
- Advise and Managing -Slums and Housing Settlement to the national program development for urbanization.
- Managing projects/teams focusing on urban slum upgrading and housing settlements.
- Develop Project proposals and concepts related to housing development and WaSH
- Organize stakeholders or community forums, interact with community groups, government stakeholders and partners to ensure the projects are well communicated.
- Supervise projects; play a key role in following up the progress of projects; supervise and monitor procurement activities for goods, works and services in accordance with HFHE’s rules; review bid documents, and manage contracts.
- Lead a multi-disciplinary team of experts as Task Manager in the preparation and appraisal and implementation of urban development, housing, and WaSH projects
Duration of the contract: Two (2) years with possibility of extension.
Job Requirements
Minimum Required:
- BSc degree in Urban Development and Management, Civil Engineering, Urban Planning, Project Management, Construction Technology Management, with a minimum of 8 years work experience.
- Extensive experience guiding and undertaking, technical analysis and integration of social inclusion and/or gender issues in project designs, assessments, management plans, studies, and in procurement and contract documents.
- Proven excellent communication, presentation and report writing skills essential.
- Experience in planning and conducting public consultations with a wide range of stakeholders in government and civil society, and in analyzing and communicating results.
- Capability to manage complex tasks with minimal supervision, and to work under time pressure.
- Commitment to the mission, vision, and values of Habitat for Humanity International.
