International Medical Corps (IMC) would like to invites competent and interested candidates for the following Positions.

Position 1: Senior Advisor, Global Sexual Reproductive Health (SRH)

MAIN TASKS AND RESPONSIBILITIES

  • Lead the development of the sexual and reproductive health program strategy and related plans in full collaboration with the health, GBV and MEAL advisory teams.
  • Lead the alignment and integration of SRH interventions with broader health systems, mental health and psychosocial care, gender-based violence and other relevant sector areas, in collaboration with other International Medical Corps staff.
  • Lead the development of SRH assessments, design, planning, implementation, and monitoring of programs.
  • Lead the sexual reproductive health agenda within International Medical Corps.
  • Develop, implement, and replicate innovative strategies to link SRH with other health services, such as mental health and psychosocial care, water sanitation and hygiene, nutrition and gender-based violence in collaboration with other International Medical Corps staff.
  • Develop the capacity building and mentorship strategy for the team.
  • Support the development of health assessments, design, planning, implementation and monitoring of programs for SRH interventions.
  • Provide technical input for program development and participate actively in writing of funding proposals, reports and external communications for International Medical Corps global for SRH.
  • Further develop and implement guidelines, protocols and standard setting for health interventions, including roll-out at field level in order to achieve the highest quality of program interventions.
  • Participate in the management (including the hiring, supervision and appraisal) of SRH technical HQ and senior field staff.
  • Contribute to the professional development of field and HQ technical staff through training, mentoring, and assisting with professional advancement on SRH program interventions.
  • Support field and HQ teams for the development, preparation and dissemination of publications related to SRH including technical papers, documents, guidance notes and communications materials.
  • Represent International Medical Corps at relevant technical coordination fora, donor meetings and with academic health institutions, as well as sharing evidence and best practice through formal and informal channels.
  • Participate in networking and knowledge management with a view to identifying and facilitating partnership opportunities.
  • Develop quarterly workplans and reports to share within International Medical Corps HQ and with the global technical team.

Job Requirements

 Typically, a Master’s degree in Public Health or related field preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.

  • Typically, 12+ years’ experience in design and implementation of health programs in developing countries, including at least 5 years in a senior technical or management position;
  • Demonstrable technical expertise and working knowledge of SRH, preferably in both conflict and post-conflict environments;
  • Experience in program development including proposal writing for grants and RFAs;
  • Demonstrated creativity, ability to apply innovative thinking and problem-solving skills;
  • Fluency in written and spoken English and fluency in French or Arabic is desirable;
  • Strong computer skills including Word, Excel, PowerPoint and SPSS.

Position 2: National MHPSS Program Manager

JOB SUMMARY:

Responsible for supporting the MHPSS Coordinator in conducting various day-to-day operations and strategic implementation of the program and ensuring that the objectives of the projects, with respect to all components are met in an efficient, effective and financially prudent manner.

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.

MAIN TASKS AND RESPONSIBILITIES

1. General Managerial task

  • Oversee the development of a matrix necessary for the follow-up of implementation progress that includes deadlines for submission of reports; follow up on indicators, documentation, etc.
  • When requested, develop the monthly budget projections in coordination with finance department
  • Provide recommendations regarding the implementation progress, follow up, budget reallocation of staff and program development.
  • Keep track of all programs spending according to budget lines and available resources.
  • Support program strategy development and updating, proposal development, prepare draft narratives and assist in budget design, as well as other necessary documents.
  • Oversee reporting in coordination with the Monitoring and Evaluation Team.
  • Liaise with relevant stakeholders, including MOH, MHPSS TWG Members and represent IMC in coordination mechanisms and external meetings and events
  • Develop and implement plans for MHPSS assessments and research

MINIMUM REQUIREMENTS:

  • MSc/BSc degree or above in mental health/Psychiatry or clinical psychology or other related field of study.
  • Three years’ relevant experience on clinical and two years on program implementation and management
  • Familiarity with national and international standards and guidelines for MHPSS programming and coordination.
  • Familiarity with IASC Guidelines on Mental Health and Psycho-social Support in Emergency Settings
  • Good knowledge of the mhGAP, community based mental health, Psychological First Aid and other MHPSS interventions and tools
  • Ability to work well with a cross-cultural team, in conflict and post conflict settings and under pressure.
  • Ability to read, write, analyze and interpret technical information in both English and local language. 
  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
  • Ability to effectively present information and respond appropriately to questions from senior management in the field and HQ, counterparts, government representatives and other stakeholders
  • An excellent command of verbal and written English and local languages

Position 3: MEAL OFFICER- Adi Arkai – Re-advertise

MAIN TASKS AND RESPONSABILITIES

Assessments, Surveys and Evaluations

  • Provide technical support on methodology and implementation to sectors conducting surveys.
  • Develop survey or evaluation TOR and coordinate the implementation.
  • Review survey questionnaires for relevancy and potential bias
  • Analyze survey data for potential errors.
  • Review all survey reports prepared to ensure data relevance and consistency.
  • Review and standardize data collectors training to ensure high quality data collection.
  • Timely plan and initiate all pre and post intervention assessments and surveys.
  • For internal evaluations coordinate necessary staff and resources to conduct evaluation
  • Review all evaluation reports prepared to ensure data relevance and consistency.
  • Together with the relevant field team always undertake Post Distribution Monitoring (PDM) whenever or wherever
  • there is distribution to beneficiaries. And report back the findings with photos on regular basis.

Data Management

  • Support in piloting and management of the DHIS2 database to improve monitoring and data management within the organization. ·
  • Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected.
  • Regularly review data received from field offices to ensure correct usage and quality of data management systems.

Beneficiary Accountability

  • Together with the country senior M&E officer, field office managers and other relevant staff’s setup beneficiary complaint handling committee at field office level.
  • Facilitate the responses to the feedback/complaints raised by beneficiaries and other stakeholders.
  • Ensure the complaints raised by the beneficiaries and action taken are appropriately documented into the logbook using the form for this purpose and reported to the country office.
  • Provide a compiled report on the process, findings, and challenges of beneficiary complaint handling mechanism on monthly basis to his/her supervisor.
  • Always involve in drafting beneficiary selection criteria for distribution and monitor the distribution is done based on these criteria.
  • Make sure that beneficiaries are aware of the precise quantity and quality of items they are supposed to receive so that they can identify when there is problem by providing clear and appropriate information to them based on the information sharing guideline.
  • If required provide training to the field staffs on beneficiary accountability focusing on CHS, Sphere standards and others.
  • In collaboration with other relevant staffs conduct regular satisfaction assessments of the beneficiaries using innovative methodology such as the Listen Learn Act (LLA) or other forums of qualitative assessment; FGDs or KII and report back to the field office manager and country MEAL team.

Networking

  • Attending field level coordination forums (M&E) when delegated by the line supervisor and ensure strong representation of IMC and update IMC program & management staff on the issues.
  • Keep abreast of new M and E tools and approaches and share to the IMC Ethiopia staff.
  • Represent IMC in any MHNT for IDPs and PHEM meeting organized at project site.
  • Prepare and submit biweekly, monthly, quarterly, donor and government reports timely to field offices.
  • Perform other duties as assigned.

Reporting and M/E

  • Regularly collect information and data from woredas and prepare monthly project updates and regular progress reports on outbreak response activities undertaken at field site.
  • Assist mobile health team staffs to enable them to compile the field-based reports and prepare simplified reporting formats. Representation
  • Represent the organization during outbreak technical meetings at zonal level. Additional Tasks:
  • Collaborate with other actors working in the target community. ·
  • Be flexible and be able to give assistance with different activities not included in this primary job description. · Implement other PHEM related activities as per direction from Senior Health program manager.

MINIMUM REQUIREMENTS:

  • Typically, Degree in Information Technology, Statistics, Demography or related discipline, public health with M&E experience. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, at least 3 years of experience in monitoring and evaluation of programs, preferably with a non-Government organization + years of relevant and progressive experience in Emergency projects.
  • Knowledge on humanitarian accountability and understanding of the current accountability initiatives.
  • Experience in analysing data · Knowledge on research and data collection methods and familiarity with statistical tools such as SPSS, Epilnfo, SMART, STATAT and others (at least two).
  • Excellent oral and written English communication skills.
  • Knowledge of local language is Mandatory.
  • Excellent interpersonal skills and the ability to work well in team environment
