Inter Aide has been present in Ethiopia since 1988 and specializes in development programs for vulnerable rural families. RCBDIA, established in 2006, has a strong presence in Wolayita zone and can effectively influence institutions on behalf of ARIA. Both organizations have extensive experience in gravity water schemes and aim to transfer these skills to Ethiopian institutions through this new project.
Inter Aide France would like to invite qualified and interested job seekers to apply for the following different positions.
Position 1: Design & Contract Unit Senior Advisor
Position description:
The Design & Contract (D&C) Unit Senior Advisor work under the direct supervision of RCBDIA General Manager acting as Head of the Design & Contract Unit and in close collaboration with Inter Aide (IA) Water Supply Coordinator acting as head of the Quality and Support (Q&S) Unit and Water Service Unit Head. These 3 Units form the ARIA (alliance of RCBDIA and Inter Aide) rural water supply program.
- Over the years ARIA has developed specific gravity fed water supply design adapted to community based maintenance in rural area called “Maintenance friendly design”. The objective of the upcoming project is to accompany the government in practicing and adopting these designs.
The Design & Contract Department aims at:
- Mobilize, train & support WWO design expert in conducting field assessments and surveys
- Mobilize, train & support ZWD design expert in making robust, maintenance friendly designs
- Support ZWD Contract expert in writing robust contracts that bind contractor to build quality construction
- Redaction of template contract for all types of works in collaboration with the Regional Task Force
- Redaction of template design for all type of works in collaboration with the Regional Task Force
- The Design & Contract team members are composed of experience ARIA staff with strong design capacity, deep field knowledge. The department need to be reinforced on government support (especially at higher level), on the formalization of design and on contracting.
The Design & Contract Unit Senior Advisor will:
- Support RCBDIA General Manager in managing this ARIA D&C Unit
- Take direct responsibility in the formalization of template document by drawing on the experience of all the team members and ZWD design experts
- Understand deeply this “Maintenance friendly design” approach and should be able to design simple network autonomously
- Spend a lot its time on the field (>60%) to help the ARIA team and WWO ensure that design and contract are field adapted and find adaptations if necessary
- Take any other responsibility as assigned to him by the coordinator to ease the implementation of ARIA and government WS activities.
Duty Station: Wolayita Sodo with frequent travel in Gamo, Woalyita & Kembata
Type of employment: full-time position on contract base (one year with possible extension)
Job Requirements
Qualifications and work experience requirements:
- BSc/MSc in Engineering linked with design or construction of water works
- At least 5 years work experience
- Work experience in water design and/or writing water works contracts
Skills and interests required:
- Very Good contract writing skills in English and Amharic
- Interest in field works
- Very good use of technical drawing software (Autocad) and MS Excel
- Able to be very flexible to understand ARIA approaches and try to translate it into process

Position 2: – Quality & Support Unit Senior Advisor
Position description:
The Quality and Support (Q&S) Senior Advisor work under the direct supervision of Inter Aide (IA) Water Supply Coordinator acting as Head of the Quality and Support (Q&S) Unit and in close collaboration with RCBDIA General Manager acting as Head of the Design & Contract Unit and Water Service Unit Head. These 3 Units form the ARIA (alliance of RCBDIA and Inter Aide) rural water supply program.
The Q&S Unit aims to:
- Prepare and enable the environment for smooth implementation of “maintenance friendly” water schemes in cooperation with regional government and civil society.
- Trains and support Water works contractors to ensure that they are capable to build construction of the best quality following ARIA standards and designs.
- Support WWO Scheme administration expert and contractors in mobilising community for the preparation and the construction of the Water supply works in targeted rural areas.
- Define precise validation procedure using stringent standards for rural water supply works
- Support WWO Construction supervision expert in supervising and validating contractor using these procedures.
- Making the link between the different stakeholders of the project to ease the process and find solution to any implementation problems.
- The Q&S team members are composed of very experience ARIA staff with strong mobilization capacity, engrained quality standards and deep field knowledge. The department needs to be strengthened in the formalization of validation procedure.
The Q&S Unit Senior Advisor will:
Support IA Coordinator in managing this ARIA Q&S Unit
- Take direct responsibility in the formalization of the validation and control procedure by drawing on the experience of all the ARIA team members
- Spend most of its time on the field (>80%) to help the ARIA team and WWO apply those procedures, and propose improvement of those procedures
- Take any other responsibility as assigned to him by the coordinator to ease the process and coordination of ARIA / government water supply activities.

Job Requirements
Qualifications and work experience requirements:
- BSc/MSc in Engineering linked with water works
- At least 5 years work experience
- Work experience in validating contractors works
- Work experience in water supply works would be a plus
Skills and interests required:
- Very strong in quality check and validation of works on site
- Good Writing skills in English and Amharic
- Interest in field works and collaboration with government offices.
- Able to be very flexible to understand ARIA approaches and try to translate it into process
