Position 1: Chief of Party
Job Responsibilities:
- Provide strategic and administrative leadership and direction, define, and implement activities to achieve the greatest impact toward project goals and objectives.
- Oversee technical direction and project delivery to ensure activities are in line with the performance framework and meet all standard operational policies and procedures.
- Oversee development, review, and monitoring of yearly work plans, project strategy documents, implementation measures, knowledge management, and sustainability efforts to ensure long- and short-term impact goals are achieved.
- Manage consortium partnerships and maintain collaborative partner relations, ensuring that all partners are aware of the project’s expectations and are actively involved in achieving the objectives while using the project management tools developed or adapted for the consortium.
- Support the DCOP in managing partners and providing financial and operations support that optimizes resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor.
- Report to BHA through both formal and informal debriefings, annual and semi-annual reports, ensuring timely submission of high-quality content.
- Maintain active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions.
- Represent the project and the organization in national, regional, and international fora, including technical conferences and policy briefings, and share information about project achievements and lessons learned within the organization and wider development community.
- Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility
Job Requirements
- Degree from an accredited university in, international development, or related field; equivalent experience may be substituted for graduate degree.
- Minimum of 10 years of experience in similar emergency response activities, and experience managing complex international donor-funded development activities in challenging environments
- Minimum of 8 years of project management.
- Experience working in fragile contexts leading emergency responses and programs
- Proven experience in administrative and financial management for large projects and significant knowledge of BHA compliance, rules and regulations
- Proven experience in developing and maintaining strong and effective partnerships.
- Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.
- Substantial experience managing diverse sub-grantees/sub-contractors, including INGO, NGO, local FBO and private sector actors.
- Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation.
- Strong communication skills, both oral and written.
- Fluency in English required.

Position 2: Monitoring, Evaluation, and Learning (MEL) Advisor
Job Responsibilities:
- Develop, manage and implement a monitoring and evaluation system (performance monitoring plan) across all project components that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, implementation science, learning, and adaptation.
- Provide training, assistance, and consultation, as needed, on interpretation and use of performance benchmarking measures, indicators, and reports.
- Lead collection of periodic data reports and compilation of narrative reports and submit to COP and DCOP.
- Communicate information obtained through MEL activities to program staff, and external stakeholders, including BHA, to enable informed decision making.
- Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data.
- Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
- Prepare the MEL section of the annual work plans, and of review or updates of it, as needed.
- Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan.
- Oversee baseline surveys and assessments and the implementation of the MEL system on a day-to-day basis.
- Lead mid-term and final evaluations to inform project to inform programming decisions.
- Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities.
- Lead learning agenda for the project and support integration of evidence into routine practice.
- Prepare inputs for regular and ad hoc reports.
Job Requirements
- Advanced degree (PhD or masters degree) from an accredited university in statistics, evaluation research, social science, international development, or a related discipline required; equivalent experience may be substituted for graduate degree;
- Minimum of 8 years of experience in MEL and research for similar programming.
- Experience with BHA, USAID, or FCDO funded projects for emergency response
- Experience developing trigger monitoring tools, performance monitoring plans and associated data collection tools, systems and methodologies.
- Demonstrated experience in use of qualitative and quantitative methods for data analysis;
- Experience supporting local, regional and national disaster risk management offices.
- Experience working on health and WASH programming in fragile contexts, including familiarity with BHA health indicators and approach.
- Experience in monitoring and evaluation of Cash and Voucher Assistance (CVA) for multi-sectoral humanitarian outcomes and associated data collection tools, systems and methodologies is an added advantage
- Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.
- Strong communication skills, both oral and written.
- Fluency in English required.

Position 3: Finance Specialist
Job Responsibilities:
- Ensures that all policies and procedures are in compliance with IRC and BHA policies, procedures, and requirements.
- Establishes project’s finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementation.
- Manages project finance activities and schedules to meet the financial reporting requirements and deadlines specified by New York HQ and BHA. Prepares quarterly accrual reports, expenditure reporting, and burn rate projections.
- Provides project management and program staff with monthly actual-to-budget expenditure reports and analysis for project funds and facilitate the review and discussion.
- Ensures balance sheet reconciliations are completed monthly and on a timely basis and review final reconciliations and trial balances with the Chief of Party.
- Closely monitors all financial activities, and keeps the Chief of Party advised of all situations which have the potential for a negative impact on internal controls or financial performance.
- Directs the preparation of and approval of all BHA financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Chief of Party and HQ prior to submission.
- Enforces internal control policies and procedures.
- Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
- Establishes project finance roles and responsibilities matrix; ensures job descriptions are current; recruits and maintains qualified staff to perform finance functions.
- Develops and implements a training program for the project’s finance staff.
- Ensures constructive performance reviews are completed on a timely basis and facilitates discussion of performance and career options with project finance staff.
- Supervises all project office bank relations and bank account activities including negotiation of fees, interest and currency exchange rates.
- In compliance with IRC policy, establishes policies regarding cash holding limits, cash movements and foreign currency holdings of the project.
- Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliations.
- Designs, implements, and monitors systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate IRC to future spending.
- Supervises the preparation of Cash Transfer Requests to New York and ensures that appropriate cash balances are maintained to facilitate project implementation.
- Assists with the preparation and revision of project budgets.
- Prepares the annual and monthly cash budgets based on approved funding.
- Prepare monthly pipeline analysis (spending forecast) for the project in coordination with the technical team, discuss with CoP, review and adjust accordingly to reflect realistic forecast data
Job Requirements
- A bachelor’s degree from an accredited university in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or a master’s degree in Accounting.
- Minimum of 8 years in similar financial, compliance, or operational role in managing and supporting USAID and BHA funded projects and international donor projects in similar contexts,
- Experience with budgeting and financial reporting requirements on multimillion-dollar BHA-funded projects;
- Experience with financial management and reporting on projects with substantial subaward components;
- Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures
- Familiarity with BHA rules and regulations and compliance requirements including applicable CFRs.
- Extensive experience in working with computerized accounting systems (ERP), standard spreadsheet and database programs and strong and demonstrated/practical advanced excel skill.
- Must have a proven track record of proactively identifying and communicating potential problems and proposing solutions.
- Excellent interpersonal communication skills and professional patience and be able to interact, partner and thrive in a diverse environment.
- Ability to work with diversified team with negotiation skills.
- Good written and verbal skills in English.

Position 4: Deputy Chief of Party
Job Responsibilities:
- Support the COP in providing strategic and technical leadership and direction, defining and implementing activities to achieve the greatest impact toward project goals and objectives; serve as Acting COP in the COP’s absence.
- Closely monitor the implementation of project activities against approved work plans and budgets and ensure timely completion of results and achievement of objectives.
- Ensure project delivery meets all standard operational policies and procedures.
- Oversee project management of multi-million dollar project in full compliance to BHA regulations, terms, and conditions.
- Support the COP in managing consortium partnerships and maintain collaborative partner relations, ensuring that all partners are aware of the project’s expectations and are actively involved in achieving the objectives while using the project management tools developed or adapted for the consortium.
- Support reporting to BHA through both formal and informal debriefings, annual and semi-annual reports; lead review of periodic programmatic reports and their ensure timely submission to the COP.
- Assist COP in maintaining active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions.
- Work closely with project staff and partners to identify, document and disseminate best practices.
- Represent the project and the organization in public, as assigned, and support the distribution of information about project achievements and lesson learned.
- Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility.
- Conduct other activities as assigned by the COP
- Ensure that IRC and donor visibility standards are maintained by all implementing partners.
- Ensure that a broad range of communications products are developed and disseminated to inform stakeholders on the objectives and achievements of the project.
- Lead strategy review and ensure that staffing structure is fit for purpose.
Job Requirements
- Degree from an accredited university in international development, or other related field; equivalent experience may be substituted for graduate degree.
- At least 8 years of experience in managerial roles in comparable programs, including contracts, including substantial supervisory experience; previous experience as a DCOP or project leader on Institutional Donor funded programs preferred.
- Significant knowledge of BHA compliance, rules and regulations required.
- Substantial experience managing diverse sub-grantees/sub-contractors, including INGO, NGO, local FBO and private sector actors.
- Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.
- Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation.
- Strong communication skills, both oral and written;
- Fluency in English required.
