Johns Hopkins Bloomberg Center for Communication Programs would like to invite qualified and interested job seekers to apply for the following different positions.

Position 1: – Finance Officer

Main Purpose of Job:

The Finance Officer main purpose of job is to handle all financial transaction of the assigned cluster office

Duties and responsibilities

  • Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to senior management.
  • Follow up the adherence of internal policies and procedures and donors’ rules and regulations at assigned project offices.
  • Engage in proper documentation (appropriate numbering, PAID stamp, Labeling the box file, etc.) of the project office financial documents.
  • Assist program staff in managing the project budgets and support them to build systems and processes on financial skill to reduce risks.
  • Review the status of all sub-grants by activity and overall grant budget and propose ideas where necessary for the request of revision, extension, or any appropriate action accordingly.
  • Maintain grant records, compile, submit monthly, quarterly, and annual financial reports, including the status of VAT receivables, and updated budget records in the system with all revisions made on the grant.
  • Follow up the implementation of review feedback and timely report to immediate supervisor for unresolved issues.
  • Follow up on balance sheet accounts clearance of the respective projects and prepare aging analysis for timely action
  • Review all project offices monthly bank accounts reconciliations and bring to the attention of immediate supervisor for long outstanding reconciling items.
  • Follow the implementation of internal controls over cash management at project offices.
  • Ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with Project guidelines and regulations
  • Verify that appropriate segregation of duties exists to ensure effective support of the field office and to protect the integrity of the country office finance
  • Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with Project’s policies and procedures and donors’ grants and contracts requirements
  • Oversee sub-grant monitoring and compliance including organizational assessments, review of financial reports/ advance requests, and financial tracking; develop sub-grant monitoring plans; perform and document compliance visits;
  • Recommend and revise finance guidelines in order that they adhere to JHU and donor requirements
  • Conduct risk analysis and trends, and recommend proper financial controls are in place
  • Coordinate with the functional units (Finance, HR, Administration, Supply Chain and IT Solutions) to provide support on cost-effectiveness, efficiency and compliance with the SCI policy and standards
  • Work closely with cluster manager and Senior Finance Manager.

Reports To: Cluster Manager/Snr. Finance Manager

Place of Work: Amhara Region based in Bahir Dar & Oromia Region Based in Jimma

Required no: 1 (one) for each region

Duration of Employment: 1 year with possible extension

Desired Qualification and Experience

  • Bachelor’s degree in finance, or another relevant field
  • Minimum 6 years’ experience managing finance for funded projects; in-depth knowledge of field financial management rules and regulations
  • Proven ability to prepare budgets and donor financial reports
  • Strong analytical, leadership and interpersonal skills; demonstrated ability to lead and work effectively in team situations
  • Experience as a coach/mentor to train staff and develop the financial skills of colleagues
  • Excellent oral and written communication skills in English

Position 2: – Business Development & Work placement Officer

Specific responsibilities

Business and technical skills development

  • Assist in exploring potential self-employment business areas in the targeted geographic areas
  • Support in facilitate skill training, internship and job placement for youth in wage employment opportunities
  • Assist in track best practices and knowledge about business engagement in the region
  • Follow up routine tasks of the program implementation at site level as required by the project
  • Assist in identifying target youth who pass through community service for self employment and wage employment
  • Support the provision of basic life, business and technical skills training to young women and men job seekers based on the requirements of potential employers in partnership with training service providers and employers
  • Assist in identifying business opportunities for new youth-led MSEs and wage employment in the target regions and respective project areas
  • Support in identify enterprises and other actors for apprenticeship and on-the job training
  • Assist in facilitating the provision of tailored business skills training to young women and men-led MSEs (including soft, financial literacy and digital skills
  • Assist in facilitating the provision of business development services (such as business management, finance, HR and technical) to enhance the growth of existing SMEs to create more jobs for young women and men

Networking and linkage with employment and work opportunities:

  • Support in creating a mechanism to identify and engage private entrepreneurs for a youth internship program that serves as hands-on experience and skill provision
  • Assist in developing a follow-up mechanism to monitor the status of youth who are engaged in self-employment scheme
  • Support in establishing alliances with educational institutions, financial institutions, and businesses
  • Assist in the identification of potential business development services providers in the respective area
  • Support in facilitating the provision of regular coaching and mentoring for new youth-led MSEs and wage-employed youth to ensure effective management of their businesses and employment retention
  • Support to facilitate brokering and professionalization of market linkages between input supply and youth-led MSEs for efficient logistics and cost management

Financial inclusion:

  • Assist in facilitating the link of youth to available financial inclusion mechanisms for loan opportunities
  • Assist in improving accessibility of various means of matching for young women and men job seekers in the targeted regions
  • Support to link youth-led MSEs with selected financial institutions to increase access to young women and men-friendly financial products and services

Reports To: Cluster Manager

Place of Work: Amhara Region based in Bahir Dar & Oromia Region Based in Jimma

Desired Qualification and Experience

  • BA degree in Business development, Business Management, economics, marketing, community development and adult education, and/or related courses such as social work, business management, and communications studies
  • At least 5 years of previous experience working with youth enterprise development, employment generation or youth engagement activities
  • Understanding of enterprise and rural development value chain, agribusiness development and market linkages
  • Excellent facilitation skills, ability to train, mentor, and manage teams
  • Ability to work in a fast-paced dynamic environment with multiple partners
  • Proven knowledge of Ethiopian finance, private enterprise, investment, and trade issues
  • Strong grounding in corporate social responsibility
  • Knowledge of donor programming, approaches, and policy
  • Relevant computer software skills and familiarity with accounting software (including, at a minimum, the standard applications in MS Office)
