The Lutheran World Federation World Service would like to invites competent and interested candidates for the following Positions.

Position 1: Hygiene & Sanitation Officer

Duties and responsibilities:

  • Implement sanitation and hygiene activities in the project intervention woredas in accordance with LWF/WS policies, priorities and standards.
  • Monitor and undertake field verifications on activities undertaken by hygiene promoters, health extension workers, and WASHCOs in the community to ensure an effective implementation of the project and so as to ensure quality, cost effectiveness, sustainability and environmental soundness.
  • Report regularly on Sanitation and Hygiene activities implemented in the project intervention kebeles and prepare weekly, monthly and project end reports and submit to the project team leader
  • Participate in the beneficiary selection, screening, verification and registration process
  • Prepare distribution lists as per the LWF guidelines and liaise with the kebele and woreda government structure to ensure proper distribution of WASH NFIs
  • Liaise with other sectors, particularly with the government water, health and education, to implement and monitor Sanitation and Hygiene activities in the targeted woredas and health institutions as well as within the community
  • Conduct Sanitation and Hygiene promotion campaign focusing on Cholera, its causes and prevention methods, to create awareness using sanitation and hygiene promotion tools
  • Jointly with the technical staff of government partners, update detailed needs and resource assessments and revise designs of technical plans as necessary, taking into account practical aspects of implementation, and relevant technical specifications and guidelines.
  • Establish sustainability mechanisms and structures that will emphasize community participation and reduce recurrent costs.
  • Ensure the needs of vulnerable group are included, mainstream gender, vulnerability, and environment protection in all sanitation and hygiene promotion activities.
  • Ensure accountability and transparency in all activities to the beneficiaries, line managers, partner agencies, and the Ethiopian Government.
  • Create cooperative and harmonious relations with beneficiaries, government and other implementing partners regarding promotion of best practices in Sanitation and Hygiene Promotion in Community and institutions.
  • Monitor usage of existing Sanitation and Hygiene Promotion facilities through visits and provide guidance to hygiene promoters and health extension workers.
  • Liaise with the Project Team Leader and provide support to the intervention woredas in latrine construction and WASH NFIs distribution through mobilization process
  • Conduct and coordinate basic and refresher trainings for the WASH committee, hygiene promoters and health extension workers as necessary and as per the plan.
  • Monitor WASH NFIs supply chain and stock levels.
  • Develop IEC materials and disseminate messages on Cholera and other water borne diseases
  • Develop a community disease awareness system at community level and liaise with all Health centers In-charges to monitor and report on prevalence of WASH related diseases.
  • Compile weekly, monthly plans and reports on general Sanitation and Hygiene Promotion project works in the project implementation area for strategic interventions.
  • Promote accountability and visibility across all aspects of the project.
  • Follow all LWF World Service Ethiopia Staff Rules, Collective Agreement and other Operational Manuals.
  • Perform any other duties as assigned by the Project Team Leader 

Job Requirements

Masters or Bachelor Degree in Public Health or Environmental Science or other related fields from recognized University/College

Required Experience:

Minimum of one year relevant experience for Masters’ Degree and three years for Bachelor Degree

 Key competencies:

  • Written and oral English Language skills required
  • Ability of planning for better future and crisis management
  • Interested to work under pressure
  • Knowledge of Afan Oromo language is Mandatory
  • Previous related experience in NGO setup is an advantage

Position 2: WASH Officer

Job Summary

To coordinate the operation, implementation, and monitoring of the WASH infrastructure interventions in the project that will be implemented in three woredas of East Hararghe Zone with the goal to improving the public health of the target population.

Responsibilities:

  • Lead the response activities of water supply for cholera-affected communities in three different woredas of East Hararghe zone of the Oromia Regional State including monitoring of project quality, M&E and budget management;
  • Lead the development of procurement, activity and budget plan of the water supply activities
  • Work closely with the Project team in reviewing progress and results, identify gaps and solutions and share technical ideas for the project staff;
  • Support the project’s community mobilizers with  technical  and management inputs relating to project activity plan and implementation;
  • Ensure proper identification of infrastructure and sites for water trucking
  • Monitor water trucking monitors’ daily activities
  • Follow up and manage the overall water trucking activity
  • Produce study and design documents including: construction specifications, bill of quantities and construction schedule for the water and sanitation works to be carried out in the project areas as necessary;
  • Establish and train water users’ committees for each of the water supply systems rehabilitated/constructed; 
  • Primarily responsible for planning, implementation, monitoring and evaluating the overall interventions of WASH in close coordination and consultation with the respective project staff;
  • Ensure an efficient utilization of resource such as construction materials, manpower, properties, etc.
  • Regularly participate in the woreda and zonal level WASH Cluster or other coordination meetings and provide updates to the immediate supervisor/project team leader:
  • Prepare periodic reports and submit in time;
  • Prepare monthly update as per the agreed reporting template;
  • Follow procedure as outlined in LWF World Service Ethiopia Staff Rules, Collective Agreement and other Operation Manuals;
  • Perform any other duties as assigned by the line manager or designate.

Qualification and Experience:

  • MSc. or Bachelor Degree in Water Supply Engineering or Water Resource Engineering or Hydraulic Engineering or any other related discipline
  • A minimum of 2 years’ relevant experience for MSc and 4 years for BSc degree

Key competencies:

  • Excellent written and oral English language skills required
  • Ability to lead a team
  • Ability of planning for better future and crisis management
  • Ability and Interest to work under pressure
  • Knowledge of the Afan Oromo language is advantageous
  • Previous related experience in NGO setup is an advantage

Position 3: Team Leader

Job Purpose:

The Project Team Leader who will be responsible for the overall planning, executing and reporting of the project that will be implemented in three woredas of East Haharghe Zone with the goal to improving the cholera prevention capacity and public health of the target population

Responsibilities:

  • Provides overall leadership to the LWF emergency projects activities in the three target closely with the Woreda health office, water office and woreda administration office and relevant line offices to ensure effective implementation and mutual accountability;
  • Coordinate and supervise overall administrative an operational activities of the project;
  • Promotes, implements and upholds the vision, mission, core values and relevant objectives of the LWF country strategy;
  • Lead the overall planning, implementation and monitoring of WASH and health –related activities of the project;
  • Follow up and participate in assessments and stakeholder mapping of the project
  • Build relationship and work with networks on WASH, Health and resilience building issues and advance the ideas of health in meetings at woreda and zonal level;
  • Represent LWF in woreda, zonal and regional level cluster and other coordination meetings/forums;
  • Administer project personnel under his/her supervision and such responsibilities include all managerial activities like hiring, suspending, taking and /or recommending disciplinary actions in accordance with the labor law and the policy and guidelines of the organization
  • Monitor project expenditures on daily, weekly and monthly basis to ensure that it is with in the approved budget;
  • Prepare weekly, monthly and quarterly updates and reports and submit to the immediate line manager
  • Prepare project work plan, procurement plan and working budget and submit to the immediate supervisor
  • Ensure proper operation of the project office, build and facilitate team work among project staff’.
  • Responsible to ensure that the project meets its defined objectives and achieve set targets.
  • Facilitate capacity building initiatives to staff and local level actors on various issues including WASH and health;
  • Collect, analyze, document and share learnings from the project implementation
  • Document and share photos and stories;
  • Follow all organizational procedures as outlined in LWF’s policies, staff rules, and operation manuals and.
  • Perform any other duties as may be assigned to him/her by the program office or her/his designate.

Qualification and Experience:

  • Masters or Bachelor Degree in WASH related disciplines, environmental science or related field of study from a recognized university with a minimum of 2 year relevant work experience for Master’s Degree and 4 years for Bachelor Degree.

Additional requirements:

  • Strong communication skill in English (written and oral)
  • Ability to interact with people
  • Strong knowledge and experience working in WASH and Health
  • Good skills in reporting and monitoring
  • Experience in project management
  • Knowledge of Afan Oromo is mandatory
  • Previous related experience in NGO and emergency response setup
