Position 1: Clinical Officer
DUTIES/TASKS:
- Examines in and outpatients /clients in line with standard medical procedures using various types of diagnostic mechanisms.
- Administers and prescribes drugs based on analysis of examination, test reports and findings, and counseling services.
- Provide SRH services (Safe abortion care, comprehensive family planning, ANC and PNC consultation, general health) to visiting clients per after required training and competency assessment.
- Adherence to national medical practice protocols and MSIE clinical protocols while providing clinical service.
- Adherence to the duty of care statement and client-centric care standard set by MSIE.
- Adherence to clinical record keeping and documentation in an electronic health record system
- Puts the interest of clients/patients above all other considerations and ensures the confidentiality of all cases.
- Undertakes any other related duties that may be assigned to him/her.
Other Responsibilities
- Support in center service promotion and demand creation by doing field visits to nearby referral points, organizing community conversation sessions and distributing referral cards to referral points, and motivating the current client to refer other needy clients
- Actively participate in center business development related tasks assigned by supervisor
A. Qualification Requirements

Minimum 2 years of experience in the provision of Clinical Services and experience on SRH services Provision is preferred

Position 2: Clinical Nurse
DUTIES/TASKS
General:
- Provides nursing services, within defined scope of practice, to patients based on patient assessment and care planning procedures
- Performs nursing interventions such as taking vital signs, applying aseptic techniques including sterile dressing, ensuring infection control, monitoring nutritional intake and conducting specimen collection
- Administers medication and observes and documents therapeutic effects
- Provides pre-operative and post-operative personal and comfort care
- Monitors patients’ progress, evaluate effectiveness of nursing interventions and consults with appropriate members of healthcare team
- Provides reproductive health/family planning education to individuals and their families.
Safe Abortion Nurse Role
- Conducts safe abortion of pregnancies upon request and/or occasioned by medical, economic, or social reasons;
- Supplies to patients various forms of pregnancy termination procedures (pills, implants, injection, MVA procedures, drainage, etc.,) upon instructions by gynecologist;
- Carries out emergency treatment of pregnant women to stop symptoms such as bleeding, vomiting and nausea;
- Provides counseling on preventing unwanted pregnancies; correct use of pregnancy termination procedures;
Instrument Nurse Role:
- Prepares all surgical instruments, sets and medical supplies required for operation in accordance with accepted standards,
- Assists doctors intra-operatively (as a Scrub Nurse, Circulating Nurse, etc.) and makes the instruments ready for other operations as required.
- Ensures proper receipt, storage, safe keep, issuance and timely placement of orders of surgical instruments and medical supplies for theatre by pre-establishing re-order level and regular replenishment of enough stocks.
Operation Theatre/Scrub Nurse Role:
- Prepares patients for surgery by washing, shaving and sterilizing the patients’ operative areas, weighs, lifts, turns, and positions patients; shaves patients prior to operations;
- Assists in surgery by laying out instruments, setting up equipment, assisting surgical teams with gowns and gloves and passing instruments to surgeons
- Cleans and sterilizes the operating room and instruments.
- Supervises patients’ exercise routines,
- Sets up and provide leisure activities for patients,
- Accompanies patients on outside recreational activities and perform other duties related to patient care and comfort
- Transports patients by wheelchair or stretcher for treatment or surgery
- Carries messages, reports, requisitions and specimens between departments
- Makes beds and maintains patients’ rooms
Antenatal Care Nurse Role:
- Takes blood pressure, temperature and pulse of pregnant women throughout their pregnancy as part of regular follow-up;
- Carries out laboratory tests of patients as part of evaluation of health conditions of pregnant women with unusual diagnosis and reports to gynecologist
- Provides counseling to those pregnant women having physiological or social difficulties;
- Observes or monitors pregnant women’s status and documents patient care on charts;
- Administers first aid in emergency situations;
- Administers suppositories, colonic irrigations and enemas
- Performs other procedures as directed by supervisor
Related Duties/Tasks:
- Ensures the maintenance of high-level standards and applies universal precautions to prevent infection (e.g. HIV/AIDS) from blood or other body fluids of patients
- Accounts for all assets under his/her custody during regular stock taking and audit as and when required.
- Prepares and submits periodic reports as required.
- Maintain inventory of supplies; accounts for all assets under his/her custody during regular stock taking and audit as and when required.

Position 3: Midwife Nurse
DUTIES/TASKS:
- Takes active part in the provision of services in the labour and maternity ward;
- Provides labour follow-up and attend normal deliveries;
- Ensures all instruments needed for delivery services are readily in place;
- Assists normal delivery including vacuum assisted vaginal delivery;
- Provides immediate new born care;
- Provides immediate postnatal follow up and timely consultation when problems arise;
- Assists postpartum women in initiating breast feeding postpartum women on danger signs, family planning and HTC;
- Provides counselling to labouring and postpartum women;
- Assists doctors as Theatre Nurse and undertakes all standard measures required for procedures;
- Prepares all surgical instruments, sets and medical supplies required for operation in accordance with accepted standards;
- Assists doctors intra-operatively (as a Scrub Nurse, Circulating Nurse, etc.) and makes the instruments ready for other operations as required;
- Co-works with the scrub nurses in the OR as a runner/ circulator;

Position 4: Technical Assistant
Key activities of the consultancy assignment
1. Develop key research questions/framework to inform the literature review and a consultation workshop.
2. Conduct a stock-taking/literature review of how and where private sector investments in RMNCH have been focused on so far (review of existing reports/literature.
3. Plan and facilitate a consultation workshop with private sector partners, including from MSIE/MSI, to elicit ideas and perspectives on meaningful engagement of the private sector, including what has worked well thus far and what can be done moving forward.
4. Develop a 15-20 pages report and 3-5 page briefing summarizing key findings and recommendations,
Deliverables and Timeline
- Deliverable 1: 5 days following the contract commencement: Inception report Document with key research questions/framework to inform the literature review and the consultation workshop including a list of literature for review.
- Deliverable 2: 20 days -draft report of the desk review
- Deliverables 3: 5 days -Concept note for the consultation workshop including the agenda and the proposed invitees.
- Deliverable 4: 5 days(following the workshop)- Consultation Workshop proceeding completed
- Deliverable 5: 5 Final full report(15-20 pages) and 3-5 page briefing summarizing key findings and recommendations. The briefing shall build on the literature review and the workshop and the interviews.
Consultant Qualifications
This consultancy requires the services of a competent consultant with conducting a desk/literature review and organizing consultative workshops at acceptable standards and cost.
The lead consultant should have the following qualifications:
- Profound understanding of the private sector engagement in the health sector and MSIE’s support
- At least 7 years of work experience with the private sector and or direct experience in brokering engagement of the private sector on health programs;
- Direct experience with private sector stakeholders and approaches in RMNCH.
- Demonstrated ability in analytical and report drafting work;
- Demonstrated experience in leading/facilitating consultations;
- Excellent written and verbal communication skills in English;
Management And Logistical Support
The selected consultant will report to the private sector support Lead and Deputy Country director who will confer with other technical specialists as needed. The consultant is expected to have or arrange for all the logistical means required to carry out the study. Upon award of the contract, a detailed timeline and reporting schedule will be determined between the consultant and MSIE.
Type of Contract
This will be a lump sum contract payable as follows:
- 20% on acceptance of the Inception report
- 40% on acceptance of workshop proceeding and the draft report
- 40% on acceptance of the final full report and briefing.
Intellectual Property
MSIE shall solely and exclusively own all rights in and to any work created in connection with this agreement, including all data, documents, information, or other proprietary rights in and to the work. Such ownership includes the right to make further use of the data, results, reports and other findings resulting from and specific to the work performed under this consultancy with no prior notification to or approval from the other party.
Submission of Proposals and Selection Process
Qualified consultancy firms are requested to submit a proposal to MSIE.
- Technical proposal: Includes a brief description of the consultant’s organization, an outline of the recent experience of the consultant that is most relevant to the assignment, comments and suggestions on the Terms of Reference, a description of methods and approaches, and work schedule and planning for deliverables.
- Financial Proposal: This will include a summary of all costs and a breakdown of remuneration and reimbursable expenses.
- Submit evidence of similar work done in the past and reference letters from organizations for similar work done.
- The consultant/firm shall submit a complete technical proposal with a secured soft copy and a signed, sealed, and complete financial proposal in an envelope. The submission can only be made in person.
