Position 1: Enterprise Development Officer

Job Summary

The South West and Gambella Cluster Enterprise Development Officer is responsible for implementing the Omo-Konso Cluster / Gamo-Gofa Cluster MaYEA program enterprise development component in selected in selected Weredas of each zones in each regions.. He / She will work within the wider MaYEA program team and other IIRR staff. He / She is accountable to the respective cluster coordinator and coordinates with the CSSW sub-national technical leads, other program officers within his/her cluster and the other IIRR cluster office. Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of the Cluster’s enterprise development component to adhere to universal and MasterCard Foundation, IIRR, Federal and Regional Governments, and program-specific standards and procedures.

Educational Background:

BA/MBA in Agri-business, Agro-economics, Business Management, Economics or closely related fields.

Work Experience:

  • A minimum of 10 years’ experience for BSC and six years for MSC, with a minimum of 4 years direct experience related to the position.
  • Experience in executing complex programs related to livelihood development, rural finance, agribusiness development, marketing and value chain, youth employment, and inclusive development is essential

Major duties and responsibility

Program and Partnership Management:

  • Collaborate with the three cluster officers (Apiculture Development; Gender, Youth and Safeguarding; and Programing, Monitoring, Evaluation and Learning Officers) and the cluster accountant to support and follow up the Woreda program officers as well as other stakeholders in their effort to properly implement the MaYEA program with the required quality and magnitude in their jurisdiction.
  • Ensures quality of program delivery and efficacy of the program resources allocated for enterprise development and establish and maintains closer working relationships with relevant program stakeholders at the regional, zonal, cluster and woreda level with regard to the enterprise development component

Programming, Monitoring, Evaluation, and Learning:

  • Based on the program document, with the support of the cluster coordinator, prepare detailed annual implementation plans of the enterprise development component of the cluster for every fiscal year specified on the contract agreement between IIRR and the funder and get the plan approved by the concerned.
  • Ensure records of the enterprise development component are well kept, consolidated cluster-level ad-hoc, quarterly, and annual reports are timely produced and communicated to all concerned.
  • Ensure enterprise development component stakeholder, partners, and program participants’ have access to reflect on interventions of MaYEA, and all programmatic and operational learning and results of the enterprise development component of the cluster are fully documented, shared, and used to facilitate learning, knowledge management, and informed and adaptive management systems across all project components and stakeholders.

Program Implementation:

  • Build the capacity of the cluster team including the Woreda program officers and ensure that they have a proper understanding of the enterprise development component and approaches.
  • Collaborate and work with the other cluster program officers and the sub-national program hub and others on improving the enabling environment for youth, the apiculture sector development and improvement of honey quality to meet international and national standards.
  • Coordinate with the other technical officers of the cluster to plan, implement and follow up the commercialization of existing apiculture enterprises, establish new youth lead apicultural enterprises, organize cooperatives and promote contractual farming.
  • Coordinate with the sub-national capacity building and policy lead to plan, implement and follow up all the policy related interventions of the of the enterprise development activities of the program and support the implementation and enforcement of related policies, regulations, proclamations and initiatives.
  • Coordinate with others to create enabling environment for enterprise development and intensively work on multi-stakeholders platforms and other coordination mechanisms.

Youth engagement, gender equity, and inclusiveness:

  • Ensures an enabling environment created and mechanisms are in place in the cluster for real and effective engagement of young people in the apiculture and allied value chains, especially those of young women and other vulnerable groups.
  • Coordinate with the other officers of the cluster to plan, implement and follow up a youth focused targeting strategy and prioritize young women (at least 80%) and other vulnerable groups (at least 10%) to engage in apiculture based Agro-enterprise.

Networking and communication:

  • Ensure that at the cluster level, the program well networked with all critical apiculture and allied value chains actors and enterprise development stakeholders and networks to better contribute to and benefit from networking.
  • Actively participate and support effective functioning of Participatory Review and Reflection Sessions (PRRS), Multi-Stakeholder Platforms (MSP), Value Chain Actors Platforms (VCAP), and other arrangements as necessary.
  • Ensure the program’s objectives, approaches, and standards especially that of the enterprise development component well communicated to all stakeholders and program participants in the cluster.
  • Ensure that all periodical and ad hoc communications of the enterprise development component of the cluster are accurate and timely.

Safeguarding and accountability:

  • Make sure every enterprise development related activities of the program in the cluster are in line with universally accepted safeguarding principles and IIRR’s and MasterCard Foundation’s Safeguarding policies and procedures.
  • Ensure that project participants are aware of safeguarding policies and how to rise and report concerns.
  • Serve as a liaison between the cluster and project participants on safeguarding matters.
  • Ensure the implementation of safe enterprise development activities by being alert and responsive to safeguarding risks.
  • Ensure appropriate reflection mechanisms are in place for stakeholder, partners, and program participant of the enterprise development program to ensure that program interventions in the cluster are effective and downward, horizontal, and upward accountability among the program stakeholders materialized.

Position 2: Cluster Coordinator

Job Summary:

South West and Gambella Cluster Coordinator is responsible for implementing the South West and Gambela Cluster MaYEA program in selected Woredas of Kefa Bench Sheko Zones of South West Ethiopia Region. And Majang and Angwaa Zones of Gambella Region.He / She will work within the wider MaYEA program team and other IIRR staff. He / She is accountable to the sub-national Program Director and coordinates with the CSSW sub-national technical leads and the other IIRR cluster office. Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of the Cluster’s MaYEA program to adhere to universal and MasterCard Foundation, IIRR, Federal and Regional Governments, and program-specific standards and procedures

Qualifications and requirements:

Qualification and Competence Educational Background

BA/MA/BSC/MSC and above in Agriculture, Animal Production, Apiculture, Business Management, Economics, Agricultural economics, Business Administration, Development studies and closely related fields .

Work Experience

  • A minimum of 12 years’ experience for BA and eight years for MA, with a minimum of 6 years in managerial position of development programs and projects
  • Experience in executing and managing complex programs related to livelihood development, rural finance, agribusiness development, marketing and value chain, youth employment, and inclusive development at higher capacity (such as chief of party, program director/manager)

Skills and competencies required

Position 5: Cashier

Position Summery:

The South West and Gambella Cluster Cashier is responsible for cheque writing, petty cash handling, collecting payments, issuing receipts, and ensuring accuracy in her/ his respective cluster. He / She will work within the wider MaYEA program team and other IIRR staff. He / She is accountable to her/ his respective cluster coordinator.

Major duties and responsibilities

  • Coordinate with the Cluster Accountant to ensure that the safe has enough cash for each payment.
  • Prepare payment sheets, pre-count, Schedule, set up, and execute each payment.
  • Prepare all payments and ensure payments and expenses matching with the budget lines (including payment request, voucher advance form and payment sheet).
  • Cross check all documentation and ensure that all follow compliance procedures before preparing payment vouchers and keeping the cash book up to date
  • Ensure all advances are cleared for the staff, before paying the salary
  • Check vouchers quality on a regular basis
  • Fortnightly coordinate with the cluster accountant, to ensure that the balance in the safe and the bank accounts are in line with the cash and bank books, release the cash checking statement and report the same to the cluster coordinator.

Qualifications & Skills:

Position 6: Accountant

Position Summery

The South West and Gambella Cluster Accountant is responsible for the overall accounting task of the South West and Gambella Cluster MaYEA program. This includes documenting financial transactions, compiling and analyzing accounting data, preparing reports, and provision of financial information to management. He / She will work within the wider MaYEA program team and other IIRR staff. He / She is accountable to his/her cluster coordinator and MELCA – Ethiopia Admin and Finance Director .Moreover, he/she is responsible for the follow-up and documentation of all financial transactions and related communications of the South West and Gambella Cluster MaYEA program to adhere to universal and MasterCard Foundation, IIRR, Federal and Regional Governments, and program-specific standards and procedures.

Major duties and responsibilities

  • Supports program staff with budget administration and financial analysis, manage expenditures (including procurement), accruals, cost projections, and allocations, to ensure fulfillment of the program objectives within the cluster and compliance with MasterCard’s and IIRR’s financial policies and procedures.
  • Prepare financial report to address MasterCard, regional governments, Civil Society Agency and IIRR requirements.
  • Reviews and processes expenses reconciliations and processes appropriate payments.
  • Timely trace and solve accounting problems with cluster and Woreda level staff.

Position 7: Purchaser and Driver

Position Summery

The South West and Gambella Cluster Purchaser & Driver is responsible for the overall purchasing and transporting tasks of the South West and Gambella Cluster MaYEA program to be implemented in selected Weredas of each zones in each regions. This includes all aspects of the purchasing process, transporting goods and people in a timely manner. He / She will work within the wider MaYEA program team and other IIRR staff. He / She is accountable to her/ his respective cluster coordinator.

Major duties and responsibilities

  • Perform the day-to-day purchasing activities following the procurement procedures, standards and protocols of IIRR Ethiopia, MasterCard Foundation and law of the land.
  • Request invoices or receipts, immediately, for all purchases, checking they correctly filled before approval.
  • Manage the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the finance section, etc. and update the data on purchase lists after purchases made.
  • Plan and maintain vendor data base for effective management of supplier’s relationship that benefits the organization
  • Upon requests, transport IIRR and its partner personnel and material in safe manner, ensuring correct loading and unloading of the vehicle, submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the duly completed documents to the property manager/store keeper and ensuring that the goods have the necessary documents.
  • Make sure all vehicles of the cluster used respecting the security rules related to vehicle movements.

Qualifications & Skills:

  • Advanced Diploma in Purchasing and Supplies Management, Logistics, Accounting, Accounting and Finance, Business Management, and related fields or High school graduate and third-grade driving license.
  • Zero-year for advanced diploma graduates and a minimum of 4-year relevant experience for high school graduates with perfect driving skill. Prior experience in purchasing is advantageous.
  • Basic communication skill in English and Amharic Languages is essential.
  • Good knowledge of the MS office software including Word, Outlook and Excel.

Position 8: Agriculture Development Officer

Job Summary

The South West and Gambella Cluster Apiculture Development Officer is responsible for implementing its respective Cluster MaYEA Program apiculture development component in selected Woredas of each zones in each regions. He / She will work within the wider MaYEA program team and other MELCA – Ethiopia Staffs. He / She is accountable to cluster coordinator and coordinates with other program officers within his/her cluster and the other MELCA staffs. Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of the Cluster’s apiculture development component to adhere to universal and MasterCard Foundation, MELCA- Ethiopia, Federal and Regional Governments, and program-specific standards and procedures.

Qualification and Competence Educational Background

BA/MA/BSC/MSC and above in Agriculture, Animal Production, Agriculture, Business Management, Economics, Agricultural economics, Business Administration, Development studies and closely related fields.

Work Experience

  • A minimum of 12 years’ experience for BA and eight years for MA, with a minimum of 6 years in managerial position of development programs and projects
  • Experience in executing and managing complex programs related to livelihood development, rural finance, agribusiness development, marketing and value chain, youth employment, and inclusive development at higher capacity (such as chief of party, program director/manager)

Skills and competencies required

  • Proven skill and track record in team building, leadership, partnership management, multi-stakeholder engagement, networking, effective communication and facilitation, problem-solving, and decision-making.

Major duties and responsibilities

Program and Partnership Management

  • Collaborate with the three cluster officers (Enterprise Development; Gender, Youth and Safeguarding; and Programing, Monitoring, Evaluation and Learning Officers) and the cluster accountant to support and follow up the Woreda program officers as well as other stakeholders in their effort to properly implement the MaYEA program with the required quality and magnitude in their jurisdiction.
  • Ensures quality of program delivery and efficacy of the program resources allocated for agriculture development, establishes, and maintains closer working relationships with relevant program stakeholders at the regional, zonal, cluster and woreda level with regard to the agriculture development component.
  • Ensures all program resources of the agriculture development component (human, financial, material, time, and other resources) effectively and properly utilized for better impact and fulfillment of the program objectives.

Programming, Monitoring, Evaluation, and Learning

  • Based the program document, with the support of the sub-national team, coordinate and follow up the preparation of detailed annual implementation plans of the cluster for every fiscal year specified on the contract agreement between IIRR and the funder and get the plan approved by the concerned.
  • Ensure records are well kept, consolidated cluster-level ad-hoc, quarterly, and annual reports (both financial and program implementation) are timely produced and communicated to all concerned.

Program Implementation

  • Build the capacity of the cluster team including the Woreda program officers and ensure that they have a proper understanding of the agriculture development component and approaches.
  • Provide technical support for key stakeholders of MaYEA in the cluster, collaborate, and coordinate with cluster officers and government counterparts technically support Woreda officers and community beekeeping mentors to improve the quality and quantity of agricultural production.
  • Collaborate and work with the sub-national program hub and others on improving the enabling environment for youth and agriculture sector development and improvement of honey quality to meet international and national standards.
  • Coordinate with the other technical officers of the cluster to plan, implement and follow up the commercialization of existing agriculture enterprises, establish new youth lead agricultural enterprises organize cooperatives and promote contractual farming.
  • Coordinate with the sub-national capacity building and policy lead to plan, implement and follow up all the capacity-building interventions of the program in the cluster.

Youth engagement, gender equity, and inclusiveness

  • Ensures an enabling environment created and mechanisms are in place in the cluster for real and effective engagement of young people in the program, especially those of young women and other vulnerable groups.
  • Ensures a youth-focused targeting strategy and prioritizes young women (at least 80%) and other vulnerable groups (at least 10%) as program participants of the cluster. Networking and communication
  • Ensure that at the cluster level, the program well networked with all critical actors and networks to better contribute to and benefit from networking.
  • Support and follow up the establishment and functioning of project steering committees, Participatory Review and Reflection Sessions (PRRS), Multi-Stakeholder Platforms (MSP), Value Chain Actors Platforms (VCAP), and other arrangements as necessary.

Safeguarding and accountability:

  • Ensures IIRR’s and Partners’ staffs, volunteers, other stakeholders of the program, and participants in the cluster are aware of and adhere to MaYEA’s safeguarding policies and procedures. violations are reported timely and correctly; investigations are adequately made; proportional action is taken; abuse survivors are well treated; and every safeguarding case management is well monitored, documented and stored with the required confidentiality.
  • Ensure stakeholder, partners, and program participant reflection mechanisms are in place to ensure that program interventions in the cluster are effective and ensure downward, horizontal, and upward accountability among the program stakeholders.
