Position 1: Human Resource and Admin Assistant

General Position Summary

 Working in the HR Department under the direction of the Field Program Manager, the HR and Admin Assistant will be responsible for the day-to-day routine tasks of HR activities the HR and Admin Assistant role where the details are specified under the Essentials of Job Functions below.

 Essential Job Responsibilities:

  • Provides generalist human resources support to the Mercy Corps Ethiopia HR Department in Addis Ababa
  • Provides generalist human resources support to the Mercy Corps Ethiopia HR Department in Addis Ababa
  • Collect and track required employee paperwork;
  • Maintain employee records, filing and documentation such as recruitment documents, CVs, valid contracts, timesheets, employee data sheets, and performance evaluations as well as ensuring leave records of all staff are properly maintained and updated.
  • Completes the new hire process for employees; collecting data, and creating new employee files
  • Assists in interviewing and selection of staff at Field level if deemed necessary.
  • Assist in updating employee files, facilitating the documentation processes.
  • Screen resumes for selected positions to send to hiring managers.
  • Produce a weekly activity report.
  • Ensure that records regarding personnel activities and personnel data are kept confidential
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Maintain up-to-date Medical Insurance tracking for National staff and report to Addis HR and follow up the timely registration in Insurance Company.
  • Follow up employee medical insurance reimbursement.
  • Responsible for the management of staffs leave.
  • Ensure all local admin or legal issues are handled in a smooth way
  • Ensures that office supplies required are always available in the office.
  • Answer all incoming telephone calls and direct to the proper person or department; make telephone calls as requested for staff and use intercom system to transfer calls and announce visitors.
  • Welcome and receive all visitors, suppliers, etc.
  • Manage all internal and external communications (telephone calls, faxes, emails etc)
  • Must have a clear understanding on all MC policies and program needs.
  • Responsible for maintaining supply of all administration documents and making them available for all MC Ethiopia staff.

  • Assist Field Management in Ethiopia in facilitating the smooth flowing of routine, administrative work of the Mercy Corps office and program support operations;

Position 2: Humanitarian Team Lead

Essential Job Responsibilities

Strategy and vision

  • Collaborate and work closely with all Mercy Corps team members to make sure effective integration of Multi sectoral approaches including cross cutting themes in all humanitarian programs.
  • Collaborate with relevant government and non-governmental actors to effectively identify humanitarian needs to inform project designs and contribute to humanitarian strategy. 
  • Work closely with the Humanitarian Director and senior program team members to develop a vision and strategy for implementation and scale up of Humanitarian Programs.
  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcome.
  • Program management
  • Lead Mercy Corps humanitarian response programs and provide support for the project coordinators, managers, and advisors.
  • Establish and maintain systems for work planning, implementation of activities, monitoring progress, reporting and capacity building. Designing systems to support high quality performance and results, efficient time and resource allocation, feasible workloads assignment among team members and setting timeframes, motivating team members, and ensuring accountability.
  • Lead and manage humanitarian assessment teams, rationalizing inputs and decisions for the team, leading the representation and coordination with other actors and determining final assessment recommendations for Mercy Corps responses.
  • Ensuring protection and GBV related services mainstreamed in all humanitarian responses and follow up with the humanitarian response team to make sure MC programs are providing gender sensitive humanitarian services and MC program participants are safe and protected in collaboration with country gender advisor.
  • Work closely with the humanitarian director and other technical advisors to ensure timely and high-quality humanitarian responses. Coaching humanitarian response teams to improve their technical and managerial skills for improved humanitarian response services quality.
  • Design and implement context-specific capacity-strengthening for the local government in collaboration with regional authorities and other concerned agencies. Document and disseminate evidence on successes stories, performance, impact and lessons learned. Support mechanisms for continued sharing of information for local stakeholders at national level.
  • Support enforcement of guidelines for safety and security of staff and assets. Ensure a proper phase-out and plan for transition to full operations.
  • Review written products prepared by program managers, and coordinators and other members of the cluster and provide comments, written input to improve the quality of the products.
  • In collaboration with the humanitarian director, respond to requests from Donor for information on project progress, any changes from the plan, challenges and actions taken to make progress towards the goal of the project.

Proposal development

  • Cultivate and nurture donor relationships and strategic partnerships that positively impact Mercy Corps ability to influence program strategies and proposal design, as well as strategic partnerships that result in stronger and impactful program development efforts.
  • Help to identify new funding opportunities for humanitarian programs in all contexts.
  • Support the design of new proposals working on multi sectoral humanitarian programs, including participating in design workshops.
  • Support writing/review of concept notes and proposals.
  • Work closely with field teams to influence their engagement and support of program pre-positioning, development, and implementation.
  • Team Building and Management
  • Manage the flow of tasks and assigning responsibilities among program managers, coordinators, and technical advisors and harmonizing different programs to ensure successful integration of program activities and effective resource utilization.
  • Preparing programs implementation plans together with the project coordinators, managers, technical advisors and MEL teams and follow up of the progress based on the agreed plan.
  • Lead and liaise with Mercy corps operation team at head office for smooth coordination and facilitation of program material procurement, transportation, hiring staffs and other logistic support required at the field level.
  • Provide technical guidance for field level humanitarian and durable solution program gender and protection team including on-job training.
  • Promote accountability, communicate expectations, and provide constructive feedback formally and informally.
  • Facilitate sharing of lessons and new approaches across different teams and strengthen the capacity of team members through ongoing feedbacks and inspiring for higher results.

Influence & Representation

  • Strengthening government relationship and liaise with different sector bureaus directly involved in humanitarian response mainly with DRMC, FMOH at federal regional, for a better coordination and smooth partnership through joint planning, sharing progress updates and creating regular communications.
  • Establish effective collaboration with UN agencies and other cooperating partners to facilitate the exchange of humanitarian information and secure supplies from respective UN agencies by share the forecast and timely requesting.
  • Conducting regular monitoring and technical support to ensure MC’s humanitarian responses are line with the international and national standards.
  • Provide technical inputs and guidance to other technical advisors to make sure other sectors contributes for improving humanitarian responses.
  • Work with the Humanitarian and PaQ Directors closely to ensure that learning and reflection from deployments are incorporated.
  • Participate in meetings and workshops at national level with government, donors and other agencies and follow up on the field team to participate in all coordination forums at Zonal and woreda level and share MC’s achievements and approaches.
  • Communicate regularly and collaborate with other MC development project teams to ensure successful integration of the humanitarian nexus development activities.
  • Finance and Operations
  • Ensure compliance with donor and Mercy Corps’ regulations related to programming and operations.
  • With support of the Operations Manager, ensure adequate operational systems are in place to provide for Humanitarian programs implementation.
  • Ensure proper logistics, administration, human resources, and transport needs of the programs are conducted within Mercy Corps policy.
  • Manage program budgets as the primary budget holder.
  • Strictly follow Mercy Corps’ Fraud and Prevention guidelines.

 Monitoring, Evaluation and Learning

  • Ensure that program teams are continually gathering and digesting humanitarian contextual data and activity reports, and that teams are holding frequent activity review sessions to continually re-examine the relevance and impact of their programming.
  • Coordinate and share information with the Humanitarian Director to ensure overall project targets and donor obligations are being achieved. Advise on suggested improvements, as required.
  • Ensure program teams have community complaint and feedback mechanisms in place and that complaints and feedback being received are responded to within a timely manner.

Job Requirements

  • More than eight year(s) of relevant experience on program management at least three years on humanitarian response programs
  • Experience in managing diverse program teams.
  • A very good understanding of the humanitarian system, principles and key relief sectors
  • Experience in program management or provision of technical assistance to programs team with frequent field travel
  • Knowledge and experience in humanitarian response
  • Experience and capacity to work in harsh conditions and insecure environments.
  • Experience in implementing diverse donor programs is preferred.
  • Ability to manage and work in a team consisting of people with different technical backgrounds and varying levels of technical training.
  • Ability to facilitate relationships and interact smoothly and effectively with clients, colleagues, and partners including donors, national governments, sub-recipients, and peer organizations.
  • Ability to adopt materials into context specific and cultural friendly tools to use for MC’s program implementation.
  • Ability to undertake problem analyses and organize diverse information in a systematic way while thinking creatively to propose approaches to improve program design, implementation and results reporting.

Position 3: Ethics & Compliance Manager

Duty Station: Addis Ababa

Program / Department Summary

The Ethics & Compliance Manager will serve as the focal point for ensuring compliance with Mercy Corps’ Code of Ethics and ethics policies and procedures. He/she will examine, review, and analyze records, reports, financial information and management practices to ensure compliance with laws, regulations and Mercy Corps’ policies and procedures and will investigate potential violations of the Code of Ethics. The Ethics & Compliance Manager will assist the country management team in developing, implementing and monitoring effective financial and operational controls over activities and offices to mitigate risk.

Essential Job Responsibilities

Code of Ethics Incident Response:

  • Following Mercy Corps’ policies and procedures, serve as country focal point for the internal reporting of any allegations of Code of Ethics violations, including fraud and corruption.
  • Maintain the country Corruption Incident Register and liaise with the Headquarters Ethics team, and other teams as needed, in the resolution of all reported incidents.
  • As agreed with the Headquarters Ethics department, conduct inquiries and investigations to determine the facts, circumstances and scope of any allegations raised.
  • Collect, analyze and document the results of investigations and communicate observations and recommendations with the collaboration of the Country Director and senior management team, as appropriate.
  • In coordination with the Headquarters Ethics team and the country management team, assist in the preparation of any final reports to fully document the investigation and resolution of incidents.
  • Liaise with program teams in implementing the country Community Accountability Response Mechanism (CARM).  Respond to Code of Ethics violation referrals received through the CARM.

Code of Ethics Training and Awareness:

  • Assist the country management team with the implementation of new Headquarters or country Code of Ethics policies and procedures, acting as a catalyst for change and acceptance and supporting smooth implementation. 
  • In coordination with established on-boarding processes, assist with the on-boarding of new country team members to ensure awareness and understanding of Code of Ethics policies.
  • Conduct and/or coordinate regular anti-corruption, fraud prevention and other Code of Ethics trainings for country staff and partners.
  • Advise team members on ethical and compliance issues and concerns.

Internal Controls:

  • Assist the country management team in determining effective and efficient solutions to operational issues that ensure compliance with Mercy Corps’ policies and donor regulations, mitigate the risk of fraud or corruption, and also facilitate the achievement of program objectives.
  • Assist program, operations and finance teams with implementing standard procedures or, as necessary, developing and documenting enhanced procedures for high-risk program activities, in particular those providing a direct financial benefit to participants (e.g. vouchers, cash distributions), requiring high value procurement, or the distribution of in-kind goods.
  • Assist program, operations, and finance teams through a proactive review of large and high-risk procurements and transactions to ensure such transactions are in line with organizational and donor requirements.
  • In coordination with the country management team and program managers, maintain the country-level Risk Register to identify key risks and document strategies to mitigate these risks.  Manage the quarterly update process and ensure communication of action plans.
  • In coordination with relevant teams, perform periodic internal control reviews of in-country financial, procurement, human resource, and logistics procedures in both the main country office and field offices.
  • In coordination with program and monitoring and evaluation staff, conduct field reviews of program activities to ensure that adequate controls are in place and are functioning properly.  Communicate findings and work with the relevant departments to correct weaknesses and improve controls as needed.
  • As agreed with the program and finance teams, advise on the development of monitoring plans for partners, including sub recipients, key vendors and other partners that must adhere to ethics policies.  In coordination with relevant teams, perform periodic compliance reviews of partners.
  • In coordination with the country management team and HQ Finance, assist with the follow-up and resolution of external audit or Mercy Corps Internal Audit findings.
  • Perform other related special projects and duties as determined and assigned by management.

Partnership:

  • Participate during a due diligence by imputing ethics and internal controls to the risk assessment and analyze information gathered for sound organizational partnership.
  • In coordination with program, operations, and finance teams, develop a capacity building plan and provide support to build partners teams’ capacities.
  • Assist in developing and responding to proposal development through provision of necessary information on the organization’s ethical policies and management system.

 ORGANIZATIONAL LEARNING

As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

Job Requirements

KNOWLEDGE AND EXPERIENCE:

  • University degree in finance, accounting or a related business field is required; and an advanced degree is a plus
  • 5 years+ related work experience with a not-for-profit organization implementing international programs;
  • Strong background in compliance, systems and internal controls;
  • Relevant experience in fraud investigation or auditing. Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA) designations are strongly preferred.
  • Solid understanding of a wide-range of ethics violations, including fraud, corruption and human trafficking in humanitarian and/or development settings; Understanding of best practice in ethics management and accountability within INGOs, including best practices for investigations of ethical violations;
  • Demonstrated experience in successfully working with administrative and program staff at all organizational levels;
  • Solid organizational and research skills with a broad understanding of various program sectors and activities;
  • Demonstrated experience in financial and operational data analysis;
  • Advanced computer skills in MS Office programs, particularly Excel;

EDUCATION

BSC or MA/MSC in Program management, Business Administration, and other related field of studies.

  • Minimum of eight year(s) relevant work experience for BSC and six years for MA/MSC/MBA in program management.
  • Having relevant experience on Emergency program management and coordination in international and national NGOs.

Position 6: Finance Officer

Essential Job Responsibilities

  • Oversee and manage daily accounting and finance functions including proper analysis and documentation of financial transactions, timely recording of transactions, and periodic financial reporting to Program Coordinator and country office.
  • Oversee cash management, banking, payroll, budget monitoring, annual inventory, receivables, and payables.
  • Ensure daily compliance at the field level with Mercy Corps policies and procedures as well as donor and government regulations.
  • Plan and implement systems for financial operations in the Konso Field office in accordance with the Mercy Corps Field Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.
  • Monitor budget spending to ensure compliance with budget and to prevent overspending or underspending.
  • Maintain banking relations and plan and monitor field offices cash flow requirements to ensure the smooth implementation of field office programs.
  • Prepare the weekly and monthly cash count.
  • Manage the month end accounting close process, ensuring the accuracy and completeness and consistency of sub journals and all supporting documentation in the field offices.
  • Ensure compliance with Mercy Corps’ procurement policies and procedures for all goods and services procured at field offices.
  • Prepare month end balance sheet account reconciliations.
  • Coordinate the preparation and ensure the on-time submission of the monthly reporting package.
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.
  • Provide financial review task on the source documents based on the limit set in the Authority Matrix
  • Ensure that the Konso Field office is consistently implementing internal audit recommendations and the Addis Ababa based compliance team monitoring visit recommendations.
  • Performs review of new personnel recruitment requests and personnel action form

KNOWLEDGE AND EXPERIENCE:

  • Three years and more progressive experience in the non-profit organization and mainly experience gained in the INGO is required.
  • Experience in managing USAID, BHA,EU, WFP and other private donor grants at least for two years.
  • First Degree in Accounting, Business Administration, Finance, or related discipline. Compensating Education + Experience can be considered.
  • Demonstrated competency with computerized general ledger software.
  • Advanced computer skills in MS Office programs, particularly in Excel
  • Prior management experience and strong organizational skills
  • Excellent oral and written English skills.
