Position 1: Market System Development (MSD) Specialist
Essential Job functions
- Participate in the planning, implementing, monitoring, evaluation and reporting MSD activities within the cluster.
- Provided technical support in responsibilities for MSD activities to ensure the planned activists are implemented timely and with required deliverable quality.
- Work on the identification of the innovate ways/opportunities to support Market systems development activities and facilities the innovate ideas in to action through creating the enabling environment for exchange of information within the MSD team and actors;
- Provide support on the areas of his/her technical expertise to MSD Coordinators and team members to ensure better implementation of CM3.
- Facilitate and coordinates markets systems assessment, organizing validation workshops and stakeholder platforms/events in the Zone.
- Support capacity building efforts for market actors (i.e. private, public) on the MSD approaches, identification of the market system opportunities/constraints through conducting continues system analysis, develop approaches/modalities to support the establishment and/or expansion of the high potential medium and small scale private business enterprises in markets areas focused on livestock, crop/fodder, access to finance, none agricultural/off farm activities and other related under CM3 component areas;
- Facilities the development of short-term strategies and its implementation linkages creation between market actors (i.e. inputs suppliers, producers, traders, processors, cooperatives and financial service providers like Banks, MFIs,) to improve outreaches in the target community;
- Facilitates the implementation of the impactful activities by market actors to create job opportunities for youth and women in the CM3 target areas;
- Participate in regular field visits to assess the activities implementation progress, give technical advises/mentor and provide feedback(s) for further improvement.
- Closely work with supervisor and M&E team during the development of monitoring tools/measuring indicators, milestones development, and monitoring/ reporting of output and outcome in his/her area assigned;
- Ensures the program properly captures, documented and updated relevant information in the livestock/Crop production and marketing of RIPA/CM3 program;
- In collaboration with cluster MSD team, work to build and maintain close relationships with key government partners and local implementers.
- Represent Mercy Corps professionally in cluster areas so as to bring credit and to maintain its humanitarian and development mission.
- Compile and submit regular updates/reports (weekly, monthly and quarterly); and
- Other duties as assigned by his/her supervisor.

Job Requirements
- Minimum of Bachelor’s degree in the areas: Economics, Agriculture (i.e. Plant/Animal Science), Agricultural Economics, Rural Development, Agribusiness, Marketing and other related subjects;
- Minimum of 4 years’ experience in private sector and/or NGOs working focused on MSD (program coordination, facilitation, providing technical supports), agribusiness and/or financial services;
- Good understanding on the Markets4Poor approach and Markets development facilitation including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating;
- Experiences in supporting livestock/crop production, financial service providers, industries (public and private) , institutions and stakeholders;
- Knowledge of participatory analyses, action and results processing;
- Experience/exposures to the location/region he/she applied for;

Position 2: Agricultura and Market System Development Coordinator
ESSENTIAL JOB FUNCTIONS
- Oversee and coordinate field level MSD team and activities to ensure quality and timely delivery of planned activities.
- Provide technical leadership to field team in planning, organizing, implementing, monitoring, reporting and evaluation of MSD activities.
- Advises the Water security Manager on related MSD activities and supports to ensure better CM3 overall implementation in the Zone.
- Manage relationship with relevant government stakeholders, public and private partners including key actors (inputs suppliers, producers, information service providers, and other appropriate actors) in the target area for better success.
- Facilitate private sector engagement in his/her respective responsibility in the region by bringing innovative ideas and initiatives to MSD team.
- Work closely with all RIPA-North CM3 component team members ensuring activity integration and achieve overall goal.
- Contributes to the key monitoring and measuring indicators, milestones and plans in close collaboration with MSD and M&E team and be responsible for monitoring and reporting outputs and outcome indicators in each component.
- Ensures the program captures and updates information about market developments within the components.
- Compile and submit regular updates/reports (weekly, monthly, and quarterly); and
- Other duties as assigned.
Job Requirements
- Experience in private sector is strongly preferred.
- Bachelor’s degree in agriculture, agribusiness, economics, business administration or other related field, or commensurate private sector or field experience is required.
- Minimum of 5 years’ experience in private sector or working with other agencies in program coordination, market systems facilitation, production, agribusiness and/or financial services.

Position 3: Market System Development (MSD) Officer
Essential Job functions
- Provided technical facilitation support in the area of responsibilities for MSD activities to ensure the planned activists are implemented timely and with required deliverable quality.
- Facilitate and coordinates markets systems assessment, organizing validation workshops and stakeholder platforms/events in in collaboration with MSD specialists and Coordinators across the cluster.
- Facilitate capacity building efforts for market actors (i.e. private, public) on the MSD approaches, identification of the market system opportunities/constraints through conducting continues system analysis, develop approaches/modalities to support the establishment and/or expansion of the high potential small and medium scale private business enterprises in markets areas focused on last mile service delivery, access to livestock/agricultural inputs, support the delivery of market based animal health inputs, feed/fodder, agricultural inputs through market actors to targeted communities, facilities stimulating destocking and other related under RiPA component areas;
- Facilities the development of short-term strategies and its implementation linkages creation between market actors (i.e., training providers, technology providers, inputs suppliers, producers, traders, processors, cooperatives and other related) to improve outreaches in the target community.
- Engage in regular field visits to assess the activities implementation progress, give technical advises/mentor, and provide feedback(s) for further improvement.
- Closely work with supervisor and M&E team during the development of monitoring tools/measuring indicators, milestones development, and monitoring/ reporting of output and outcome in his/her area assigned.
- Ensures the program properly captures, documented and updated relevant information in Intensified and Sustained Pastoral and Agro-Pastoral Production and Marketing of RiPA;

- Compile and submit regular updates.

Job Requirements:
Minimum of bachelor’s degree in the areas: Animal/plant science, Economics, Agricultural Economics, Rural Development, Agribusiness, Marketing and other related subjects.
Minimum of 3 years’ experience in private sector and/or NGOs working focused on MSD (facilitation and providing technical supports), agribusiness and/or financial services.
Good understanding on the Markets4Poor approach and Markets development facilitation including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating.
Experiences in supporting privet sector lead business enterprises in pastoral/ agro-pastoral settings, providing business development supports, industries (public and private), institutions and stakeholders.
Knowledge of participatory analyses, action and results processing.
Experience/exposures to the location/region he/she applied for.
Knowledge of Sphere standards and other training in humanitarian response preferred.
Knowing the local language of position applied is required (e.g., Applicant interested to works in Somali region should know Somali language)

Position 4: Water Engineer
General Position Summary
The Water Engineer will be responsible for coordinating management of the design contract and will also be responsible for construction management and inspection. Tasks the Water Engineer will lead or be engaged in are likely to include:
- Assisting with prequalification of contractors
- Preparation and/or review of construction contract documents
- Construction observation and associated documentation
- Coordination of testing and quality control during construction
- Communication and coordination with regional water authority, donor and Mercy Corps team.
Essential Job Responsibilities
Program Management
- Provide technical guidance on prequalification and selection of a qualified contractor
- Responsible for overseeing the daily implementation of construction activities and progress.
- Lead on the recruitment of Site Assistants if determined necessary.
- Develop and maintain good lines of communication and relationships with local authorities, local community and contractror.
- Supervise and be responsible for all technical aspects of project implementation, ensure they are completed in a timely, efficient and accurate manner according to standard engineering methods and Mercy Corps Infrastructure Standards.
- Regularly update project implementation plans to program leadership with associated timelines.
- Ensure a safe working environment for all people involved in project implementation.
- Responsible for maintaining detailed work plans and written records of engineering work undertaken in the project. Including weekly and monthly progress reports.
- Responsible to resolve any field issues with contractors in a timely and effective manner
- Prepare payment progress reports based on BoQ and actual work performed by the contractor for payment
- Responsible for a high degree of awareness regarding the security situation in the project area. Based upon this knowledge, take adequate measures to ensure the safety of the public, beneficiaries, and all MC staff and equipment.
- Follow all MC protocols and regulations according to guidance provided by the direct supervisor.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
- Ensure compliance with USAID environmental compliance requirements and construction guidelines.
Job Requirements
- University degree in Civil Engineering or related engineering.
- Minimum eight years work experience in engineering project implementation and construction supervision.
- Spoken and written English proficiency is essential.
- Proficiency in a variety of local languages preferred.
- Physically able to spend the long periods of time in the field.
