Position 1: – Social Development Specialist
Job Requirement
Education Level: Advanced degree (MSc or PhD) degree in Sociology, Social Anthropology, social work, and other related fields
Work Experience: Minimum of 7 years of full-time relevant professional experience in Social Development Sector.
Salary: Negotiable based on the Government’s Salary Harmonization manual
The duties and responsibilities:
The Social Development (SD) Specialist is required to provide technical assistance and support to the project implementing ministries (MoF and MoWSA) with the updating (as required) and implementation of ESRM instruments to contribute to the attainment of the 3R 4CECA project objective. The prepared ESRM instruments will include Social Assessment (SA), environmental and social management Framework (ESMF), Resettlement Framework (RF), Labor Management Procedures (LMP), Stakeholder Engagement Plan (SEP), Environmental and Social Commitment Plan (ESCP), and GBV/SEA/SH assessment. The SD Specialist will be required to closely work with an Environmental Risk Management Specialist to deliver the proposed assignment by focusing on social development aspects.
Specific Tasks:
To attain the objectives of the assignment, the Social Development Specialist will support the management of social risk and impacts of the Project activities through undertaking the following specific tasks.
- Provide day-to-day support to 3R4CECA project related activities on social risk management aspects.
- Review relevant documentation and literature related to the project so as to ensure that the appropriate plans and environmental and social risk management (ESRM) instruments will be implemented (through consultative process), and monitored to contribute to the achievement of the project objective.
- Ensure that key activities of the Project comprising technical assistance (TA) (including updating/preparation of environmental and social risk management instruments stated in the ESCP: SEP, SA, ESMF,RF, Gender Based Violence/SEA Plan, SRM, and LMP, institutional capacity building and implementation support will be undertaken pursuant to terms of references (ToRs) acceptable to the World Bank and duly incorporate and take into consideration the objectives & principles of the WB ESSs in order to ensure that activities and outputs are consistent with the World Bank ESF and satisfactory to the Bank.
- Provide technical support and advice to the implementing ministries (MOF and MOWSA) through assessing the social risks and impacts of the Project throughout the project life cycle. This assessment is very useful to ensure that the social impacts and risks are identified, avoided, minimized, reduced, or mitigated (as per the WB ESF and ESSs and GoE’s requirements; and Project’s ESRM instruments.
- Support consultants hired for the preparation of environmental and social risk management instruments (including SA, ESMF, GBV/SEA Plan and RF) to deliver the stated instruments timely as per the agreed ToRs.
- Update ESF instruments prepared and organize consultative meetings/workshops with relevant stakeholders to ensure acceptance of the instruments, including the incorporation of comments provided by stakeholders.
- Provide advice on administrative measures and actions required for ensuring compliance with requirements set regarding social issues and measures prior to the validation and implementation of the project activities.
- Ensure the social risks and impacts associated with implementation of the project activities are addressed starting from an early stage as per the WB ESF and GoE’s Social Development policy and legal frameworks requirements; and ensure that proper communications related to social risks and impacts management across the project implementing entities and other stakeholders are maintained throughout the project cycle as well.
- Participate on the 3R4CECA subprojects ESRM instruments’ preparation and implementation; these include ESMPs, IPPs, ESIAs, RPs, etc. (if any).
- Conduct regular site supervision project construction site and provide guidance to the contractors and/or supervision consultants and other implementers to ensure adequate implementation and compliance with the World Bank ESF as well as respective Project ESRM instruments and report on its findings.
- In consultation with FPCU, FPIU and WB, ensure that Project Contractors and Subcontractors have GBV prevention and response Action Plan and Code of Conduct (CoC) informed by WB GBV Good Practice Note to maintain inclusive and safe work environment for female and male staff in the sub-projects’ implementation sites.
- Flag issues of E&S non-compliance by the project implementers and; advice and support implementing partners in developing and implementing remedies based on national legislative framework and World Bank ESF.
- Carry out the necessary coordination activities with MoF and MOWSA and others to ensure that the ESF instruments prepared for the project are implemented and monitored in compliance with the WB ESF/ESSs, the GoE’s polices and legal
- Provide specific technical advice on identification of social impacts and recommend mitigation measures for subprojects.
- Engage in preparation, organizing and delivering capacity building training activities in relation to the implementation of the ESRM instruments targeting the implementation ministries of the project and other relevant stakeholders.
- Analyze the need for additional capacity building on social risk management for the involved institutions and actors and design/update a training plan for the implementing ministries and implement it accordingly.
- Participate in relevant Social (and environmental) technical meetings and Joint support missions and prepare and share meeting notes/reports with the FPCU Coordinator and the project implementing ministries.
- Ensure the coordination and integration of social risk management procedures across the two implementing ministries and provide duly reports to the FPCU Coordinator for presentation to the Senior Management teams.
- In consultation with the FPCU Coordinator and those concerned, resolve social issues in case of non-compliance, and where needed, prepare time-bound corrective action plan with specific follow-up actions.
- Provide support/ advise to the project beneficiaries and implementers in the development of Grievance Redress Mechanism (GRM) and its handling procedures, channels as per the developed SA, ESMF, SEP, RF, GBV/SEA Plan, SMP and LMP; and prepare GRM database in order to ensure that all registered complains are addressed timely and properly.
- Notify the FPCU Coordinator any incident or accident related to the project activities which has, or is likely to have, a significant adverse effect on the social, the affected communities, the public or workers.
- Ensure that all the project ESRM instruments are translated, disclosed, and disseminated to relevant stakeholders as required
- Provide support on open and transparent stakeholders’ engagement through meaningful consultations and information disclosure throughout the subprojects’ implementation
- Undertake regular follow up monitoring to ensure that proposed social risk mitigation measures are implemented accordingly.
- Compile/ prepare and deliver quarterly, semiannual and annual SRM plans, performance and monitoring reports as including the status of commitment plan, preparation and implementation of E&S instruments required under the ESCP to the FPCU Coordinator.
- Compile quarterly, biannual, and annual reports on social risk management and related issues as part of the M&E report.
- Take up any other tasks (within the scope of the stipulated position) assigned by FPCU Coordinator to support the project with respect to social risk management issues
Deliverables:
The main deliverables required from the social development Specialist include, among others: (a) a concise social risk management work plan as per the ToR; (b) a succinct regular social risk management implementation progress report as per the work plan; (c) social risk management training and awareness materials prepared along with training/awareness plan, and training/awareness reports based on the training/awareness delivered to the project implementing entities and other stakeholders; (d) periodic social performance monitoring report of the project; and (e) draft mission agendas, discussion notes, presentations.
Duration:
The Social Development Specialist will be recruited initially for a period of one year with the possibility of extension based on performance.

Position 2: – Environmental Risk Management (ERM) Specialist
Job Requirement:
Education Level: Advanced degree MSc/MA/BA degree in Environmental Science, Environmental Engineering, natural sciences, or related field
Work Experience: 8 years for MA and 10 years for BA with relevant experience for the vacant position. Minimum of 7 years of full-time relevant professional experience in Environmental Management Sector.
Salary: Negotiable based on the Government’s Salary Harmonization manual
The duties and responsibilities
Objective of the assignment:
The Environmental Risk Management (ERM) Specialist is required to provide technical assistance and support to the 3R-4-CACE implementing entities (with the updating/preparation and implementation of ESRM instruments to contribute to the attainment of the 3R-4-CACE objective.
Specific Tasks:
To attain the objectives of the assignment, the ERM Specialist will support the management of environmental risk and impacts of the Project activities through undertaking the following specific tasks.
- Review relevant documentation and literature related to the project so as to ensure that the appropriate plans and environmental and social risk management (ESRM) instruments will be prepared (through consultative process), implemented, and monitored to contribute to the achievement of the project objective.

- Notify the PIU Coordinator any incident or accident related to the project activities which has, or is likely to have, a significant adverse effect on the environment, the affected communities, the public or workers.
- Undertake regular follow up monitoring to ensure that proposed environmental risk mitigation measures are implemented accordingly.
- Prepare and submit regular monitoring reports on the environmental, health and safety (ESHS) performance of the Project, including the ESCP, status of preparation and implementation of E&S documents required under the ESCP to the PIU Coordinator.
- Compile quarterly, biannual, and annual reports on environmental risk management and related issues as part of the M&E report.
- Take up any additional related tasks as directed by the PIU
Deliverables:
The main deliverables required from the Environmental Risk Management (ERM) Specialist include, among others: (a) a concise environmental risk management work plan as per the ToR;
- a succinct regular ERM implementation progress report as per the work plan; (c) environmental risk management training and awareness materials prepared along with training/awareness plan, and training/awareness reports based on the training/awareness delivered to the 3R-4-CACE implementing entities and other stakeholders; (d) support and
- Feedback provided on draft deliverables of individual consultants/firms hired for ESRM instruments preparation; (e) periodic environmental performance monitoring report of the project; and (f) draft mission agendas, discussion notes, presentations.
Duration:
The Environmental Risk Management Specialist will be recruited initially for a period of 12 months, with the possibility of extension based on performance.
Required qualifications, and skills requirements for (ERM) Specialist
- Track-record of assessing, managing, and monitoring project-level environmental (and social) risks and impacts, as well as managing implementation of related safeguards, policies guidelines and frameworks, in relation to development projects of a similar scale and technical nature, and prior experience in WB funded projects would be preferred.
- Familiarity with the WB Environmental and Social Framework (ESF) considered as a distinct advantage.
- Experience working with a wide range of stakeholders including NGOs, private sector, international organizations, development partners and/or with the government.
- A strong sense of partnership and ability to work independently with limited
- Ability to establish priorities, coordinate, and monitor own work
- Strong oral and written communication skills, including report writing and presentation skills
- Experience on emergency
