Ministry of Health-Ethiopia would like to invites competent and interested candidates for the following positions.

Position 1: Grant Finance Special Advisor

Duties and Responsibilities:                                  

Summary of Duties: The major duties of the position to assist the Financial and Grants Financial Management in maintaining the grant’s books of accounts as per the rules and regulations of the government and requirements of the donors at federal level and support the regions and federal institutions and ensuring the standard financial operating procedures are compiled with and that the books of accounts are maintained properly and supported by appropriate documents.

Detail responsibilities:

Budget control-monitoring:

  • Ensure that expenditures are within the approved budget
  • Provide guidance and technical assistance during preparation of annual budgets and work plans
  • Participate in preparation of annual budgets and work plans together with the relevant officials at Federal/Regional/Zonal levels

Financial Management:

  • Ensure all accounting records and bank accounts are up-to-date and that all the standard recording and reporting guidelines are fully complied with by regions and implementers.
  • Maintain ledger per region and monitor liquidation status by region, by source of fund and by purpose advances are cleared in reasonable time.
  • Monitor the financial management aspects of procurement of commodities, construction and services in accordance with the established guidelines, in conjunction with the relevant officials from other departments and implementers
  • Maintain proper books of accounts with posted ledgers and conduct field visits to ensure proper recording of transactions and to ensure correctness of SOEs.
  • Ensure that updated and appropriate ledgers are maintained by the regions
  • Compilation of VAT expenditures and the submission of VAT reimbursement requests to MoFED
  • Together with the Grant’s Management Officers and Finance Officers at Federal, Regional and Zonal levels ensure strict adherence to installed internal control systems for all areas of Grants’ operation.
  • Identify and implement together with the related officials sound financial staff development and capacity building programs for financial staff at regional/zonal levels
  • Producing periodic internal and external financial reports for management consumption and also for donors or other external parties
  • Establish a risk based regional supportive supervision plan taking into account factors such as long outstanding advances, low absorption, internal and external audit findings, and quality of reporting from RHBs.
  • Prepare the books of accounts for auditing by external auditors and by donors, effectively participate in the audit work, participate in preparation of audit remedial action plan and its implementation
  • Preparing payment, receipt and journal vouchers as the case may be and timely recording the transaction in the books of accounts
  • Processing cash transfers to the regions and following up timely effecting of the transfer.
  • Processing payment requests relating to the construction project.
  • Revise and maintain up-to-date Financial Procedures SOPs on the regular basis

Cash Management

  • Liaise with the grant management officer to confirm breakdown of funds received from the donor to facilitate accurate recording and subsequent implementation.
  • Confirm availability of cash in bank at any one time, and especially before releasing of transfer orders.
  • Maintain long term and short-term cash flow projection to better monitor the cash balance
  • Set minimum cash balance that should be in accounts of RHBs and at which point to trigger a transfer.
  • Ensure that monthly bank reconciliation statements are prepared for all bank accounts
  • Conduct field visits to RHBs to ensure adequacy of cash management systems.

Grant Management

  • Maintain separate grants file for each funding
  • Ensure compliance with donor requirements in grant management
  • Ensure compliance with grant closure times
  • Ensure compliance with the financial management and grant management requirements of donors
  • Ensure compliance with reporting requirements
  • Liaise with the internal and external auditors and follow up any audit queries or issues in the management letters.
  • Carry out other duties as assigned by immediate supervisor

Accountability:

Both the Civil service and MoH Human Resource Administration rules and regulations will be applied to guide the day to day activities and performance of the advisor.

Reports to: MoH Finance Directorate

Employment Type and Duration: The contract will be for one year (12 months), with possibility of extension subject to performance and budget availability

Required Number: 2 (Two) posts, One for each region

Workplace: Amhara RHB, Bahir Dar; and Oromia RHB, Addis Ababa

Salary: 95,195.00 ETB

Position 2: Grant Finance Senior Special Advisor

Duties and Responsibilities:

The major duty of the position is to Advice the ministry in all Grant Finance management aspects and maintaining the grant’s books of accounts as per the rules and regulations of the government and compliance with funders guideline. Support the regions and federal institutions in relation to Grant finance management. Ensuring the standard financial operating procedures are compiled with and that the books of accounts are maintained properly and supported by appropriate documents. Ensure fund absorption gap is improved. 

Detail responsibilities:

  • Ensure that expenditures are within the approved budget
  • Provide guidance and technical assistance during preparation of annual budgets and work plans
  • Participate in preparation of annual budgets and work plans together with the relevant officials at Federal/Regional/Zonal levels
  • Develop spending forecast for all projects in collaboration with project team. Where variance are identified, work with the finance team and project staff to develop corrective action
  • Oversee the grant-related budgeting process and Grant close out.

  • At least four years’ experience in INGO or Government donor funded projects
  • Familiar to the Health sector donor funded projects

Required Skills:

  • Computer Literate (MS Word, Excel and well experienced in Peachtree or other Accounting package
  • Ability to independently organize work, prioritize and perform multiple tasks simultaneously
  • Fluency in spoken and written English, with good analytical skills
  • Ability to work under pressure and meet tight deadlines to ensure timely reporting to donors.
