National Electoral Board of Ethiopia (NEBE) is an independent organization established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its establishment, the Board has organized different branch offices at both the federal and regional levels including the two administrative cities. The NEBE has conducted five national elections, two local elections, and six referendums.
Since January 2019, in an effort to reform NEBE, the House of Peoples’ Representatives enacted a new proclamation that reduced the management board to five members that serve full time for a period of six years. According to Proclamation no.1133/2019, the board has the following powers and duties.
Position 1: Cashier
Specification:
- Masters or Bachelors in Accounting & Finance, economics, Business or related field
- 0 years for Masters or 3 years for BA
Knowledge
- Basic mathematics knowledge
- IFMIS system knowledge related to cashier
Duty station: Shashemene, Nekemte, Jimma, Gode, Debre Birhan, Bonga
Position 2: Junior Finance Expert II
Education and Work Experience:
- Master’s or Bachelor’s in Accounting & Finance, economics, Business, or related field
- 2 years for Masters or 4 years for BA
Knowledge
- Knowledge of financial rules and regulations
- Knowledge of tax laws
- Knowledge of Internal implementation/regulation of the organization
- Knowledge of Payroll preparation
- Accuracy and organization
- Attention to detail
- IFMIS Proficiency
- Able to work under pressure & meet tight deadlines
- Good communication skills
- Budgeting
- Not a member of a political party.
Duty station: Adama, Shashemene, Dessie, Gonder, Debre Birhan, Bonga
Position 3: ICT Support Expert
Education and Work Experience:
- Master or BA degree in Computer Science, Information Technology, Computer Networks and other related fields
- Minimum of 5 years for Masters or 7 years for BA in ICT support or a similar role.
Knowledge:
- Strong understanding of electoral processes and regional operations.
- Reporting and documentation capabilities.
- Managing complex payrolls.
- Not a member of a political party.
- Proficiency in local languages is preferable.
Duty station: Shashemene, Gode, Bonga
Position 4: CVE and Inclusive Expert
Education and Work Experience:
- Master or BA degree in Education, Gender and Inclusion, Curriculum Development, or related fields
- 5 years for Masters or 7 years for BA
Knowledge:
- Strong understanding of electoral processes and regional operations.
- Reporting and documentation capabilities.
- Managing complex payrolls.
- Proficiency in local and Federal languages is preferable.
Duty station: Shashemene, Gode
Position 5: Political Party Affairs and Election Operation Expert
Education and Work Experience:
- Masters or BA degree in political Science, Development Studies, Human Rights, law, Project Management, Management, Business Administration, Economics, Public Administration or any related fieldand other related fields
- 5 years for Masters or 7 years for BA
Duty station: Shashemene, Gode
Position 6: Finance Expert
Education and Work Experience:
- Master’s or Bachelor’s in Accounting & Finance, economics, Business, or related field
- 5 years for Masters or 7 years for BA
Knowledge
- Knowledge of financial rules and regulations
- Knowledge of tax laws
- Knowledge of Internal implementation/regulation of the organization
- Knowledge of Payroll preparation
- Accuracy and organization
- Attention to detail
- IFMIS Proficiency

Position 7: Human Resources and Administration Expert
Education and Work Experience:
- Master’s or Bachelor’s in HRM or Management or Business Administration or Business Management Public Administration Development Management, or related field
- 5 years for Masters or 7 years for BA
Duty station: Nekemte, Dessie, Debre Birhan
Position 8: Logistics Expert
Education and Work Experience:
- Masters or Bachelors in Supply Chain Management; Business Management; Logistics Management and other related fields
- 5 years for Masters or 7 years for BA
Duty station: Shashemene, Nekemte, Jimma, Gode, Gonder, Debre Birhan, Bonga
Position 9: Procurement Expert
Education and Work Experience:
- Master’s or Bachelor’s in Logistics and Supply Chain Management, management, Economics, purchasing and supplies management, Marketing or other related fields
- 5 years for Masters or 7 years for BA
Duty station: Nekemte, Jimma, Gode, Debre Birhan, Bonga
Position 10: Frontend Developer
Education andWork Experience:
BSc. CS, CE, SE and related fields with min 3 yrs of experience
Technical Skills Technologies:
- Strong proficiency in HTML5, CSS3, JavaScript (ES6+).
- Experience with React.js, Vue.js, or Angular (at least one modern framework).
Styling &Tools:
- CSS preprocessors (Sass, Less) and CSS-in-JS (Styled-Components, Emotion).
- Package managers (npm, yarn) and build tools (Webpack, Vite, Babel).
Version Control:
- Git (GitHub, GitLab, Bitbucket).
Basic Backend Understanding:
- Familiarity with Node.js, Express, or API concepts (REST/GraphQL).
Preferred Qualifications:
- Experience with TypeScript.
- Knowledge of Progressive Web Apps (PWAs) and Web Accessibility (WCAG).
- Familiarity with headless CMS (Strapi, Contentful) or static site generators (Next.js, Gatsby).
- Exposure to Docker, CI/CD pipelines, or cloud platforms (AWS, Vercel, Netlify).
