National Election Board of Ethiopia (NEBE) would like to invites competent and interested candidates for the following position.

Position 1: Senior Business Analyst Re-Advertise

Duties and responsibilities

Requirements Gathering: Collaborate with stakeholders/departments to elicit, document, and analyze business requirements, objectives, and processes

Process Analysis: Evaluate existing business processes, identify areas for improvement, and propose solutions to enhance efficiency, productivity, and cost effectiveness

Documentation and Specifications: Create detailed functional specifications, use cases, and user stories to capture business requirements and facilitate clear communication with development teams.

Solution Design and Validation: Collaborate with stakeholders and development teams to design and validate effective solutions that address business needs and align with project goals.

Stakeholder Management: Engage and communicate effectively with stakeholders, including executives, end-users, and IT teams, to ensure project success and alignment with business objectives

Testing and Quality Assurance: Collaborate with QA teams to develop test plans and participate in testing activities to ensure the quality and usability of developed solutions.

Reports to: Manager, Solutions Architect

Duty station: NEBE Head Quarter, Addis Ababa

Duration: Permanent

Salary: As per the organization salary scale (Competitive)

About You

Education and Work Experience:

MA or BA degree in Business Administration ,Computer Science, or a related field

7 years for Masters or 8 years for Bachelor.

4 years in a leadership role

Trainings and certification

Certifications in business analysis (e.g., CBAP, CCBA) are a plus.

Knowledge:

a Business Analyst or in a similar role, with a proven track record of successfully delivering business requirements and solutions.

Not a member of a political party.

Know-How (Skills) (Technical competencies):

Possess strong analytical skills, business acumen, and excellent communication abilities to facilitate collaboration between stakeholders and development teams.

Strong understanding of business analysis methodologies, tools, and techniques, such as requirements elicitation, process modeling, use case development, and user story creation.

Familiarity with the industry-specific business processes and best practices relevant to the organization.

Excellent interpersonal and communication skills to effectively engage with stakeholders, build relationships, and facilitate collaboration between business and technical teams.

Basic understanding of software development lifecycle (SDLC), Agile Methods, databases, and IT systems to effectively communicate and bridge the gap between business and technology.

Strong documentation skills to create clear and concise business requirements, functional specifications, and reports.

Position 2: Human Resources and Administration Expert Re-Advertise

Duties and responsibilities

Assist in the on boarding process, ensuring new employees are integrated smoothly into the workplace.

Address employee concerns, conflicts, and grievances in a fair and timely manner.

Provide guidance to employees and regional head on HR policies and procedures.

Support the performance appraisal process, providing guidance to regional head and employees on goal setting and performance feedback.

Assist in analysing performance data and preparing reports for regional head and HR Team at Head Office.

Maintain accurate HR records and employee databases.

Contribute to employee engagement initiatives, such as surveys, feedback sessions, and recognition programs.

Assist in organizing employee events and activities to foster a positive work environment.

Assisting with the recruitment and training of new employees at regional office level

Assisting with the performance management and review process

Organizing staff training on different skills at regional office level.

Maintain employee records (attendance, staff data etc.) according to policy and legal requirements

Support the regional head on disciplinary and grievance issues

Position 3: Head, South West Ethiopia Regional Office Re-Advertise

Duties and responsibilities

Leads, supervises, and supports the employees of the regional office under his/her supervision.

Ensure the employees under his/her supervision are discharging their responsibilities and ensure their performance is evaluated on timely basis.

Overseas regular monitoring of procurement processes to ensure that they are performed consistently and in accordance with the corporate standards and relevant public finance laws and rules.

Puts in place and oversees processes to identify, develop solutions and act upon operational and financial problems in consultation with Board;

Provides advisory services on procurement, human resources, in consultation with the Board.

Ensures compliance with corporate human resources policies and strategies.

Organizes leads and supervises the regional election.

Proposes ideas about constituency’s formation in the region.

Ensure election logistics are timely provided to regional office, constituencies and polling stations.

As per the guidelines of the Board, he/she organizes political parties council at regional and constituencies level.

As per the instruction of the Board and the Manager of Civic and Voters Education, coordinate and ensure civic and voters’ education is carried out.

Supervises and follow the process of voters’ registration and voting is carried out as per the regulation and make decisions for complaints as per the legal framework stipulated by the board.

Reports about the election process and the result to the Head Office (the Board).

Compiles the necessary data and reports to the Head Office.

Provide the quarterly and annual reports to the Head Office.

Discharges related duties instructed by the Board Chair Person and CEO.

Duty station: NEBE, South West Ethiopia regional Office, Bonga

Head, South West Ethiopia Regional Office is responsible for overseeing the overall administrative functions of the regional office crucial for NEBE to meets its Constitutional Mandate.

Education and Work Experience:

8 years and Ph. D | 10 years for Masters in Law, Political Science, Human Rights, Project Management, Management

Minimum of 4 years’ experience in a leadership position

Position 4: Head, Communications Department

Duties and responsibilities

Communications

Foster transparency by supplying comprehensive information about NEBE’s activities and operations, and make relevant documents and resources accessible to the public.

Enhance information satisfaction by generating and disseminating dependable, lucid, easily accessible and consistent contents.

Enhance internal communication through diverse strategies to bolster institutional integrity, ensuring that all internal staff have a profound comprehension of NEBE’s principles and responsibilities in a way that will manifest in the staff’s representation of NEBE in all contexts, ultimately elevating institutional awareness and productivity.

Enhance NEBE’s public image and reputation.

Responding to inquiries and addressing concerns promptly and professionally.

Media Relations

Establishing and maintaining positive relationships with journalists and media outlets.

Preparing press releases and media statements on election-related matters.

Organizing press conferences and media briefings.

Ensure NEBE events and initiatives receive high media coverage.

Public Relations

Engaging with the public through various communication channels, including social media.

Developing public awareness initiatives and educational materials.

Creating and implementing public relations campaigns to promote voter participation.

Internal Communication

Facilitating the exchange of information among departments and employees.

Ensuring consistent communication and alignment of goals across the organization.

Crisis Communication

Establish protocols for handling communication during crises or sensitive situations.

Designate key spokespersons responsible for addressing the media and the public during emergencies.

Digital Communication and social media

Maintaining an official website with up-to-date information.

Engaging with the public through social media platforms and administer the social media.

Monitoring and responding to online feedback and comments and the media in general.

Branding and Visual Identity

Define and enforce NEBE’s branding guidelines for a consistent visual identity in all communication materials.

Ensure that all communication materials reflect NEBE’s values and objectives.

Accessibility and Inclusivity

Ensure accessible communication for all segments of the population, including persons with disabilities and different speakers.

Training and Professional Development

Provide training and guidance on effective communication and alignment of goals across the organization.

Ensure that communication department staff receive appropriate training and opportunities for professional development.

Ethical Guidelines:

Adhere and reinforce ethical principles, such as impartiality, neutrality, accuracy, transparency, and confidentiality, in all communication activities.

Partnerships and Collaboration

Collaborate with other departments and external stakeholders to enhance communication effectiveness.

Education and Work Experience:

MA degree or PHD in Communications, Journalism or other Social Science field.
